ENGINEER’S REPORT
Engineer Hirsh submitted a written report.
Clerk Picariello noted the NJDEP stormwater report was filed
timely. The FY2016 park
grant project would be closed out shortly.
The FY2019 park grant was still awaiting awards.
The NJDOT FY 2018 project was getting final items addressed and
would be closed out. The
NJDOT 2020 grant application would be submitted timely.
The beaver issue on Springfield
Road would require contacting the Fish/Wildlife and this would be done
next week.

law and shall be effective as of January 1, 2020 or date of hire or
appointment if after January 1, 2020.

RESOLVed that the North Hanover Township Committee formally
approves the grant application for the above stated project; and
BE IT further RESOLVed
that the Mayor and Clerk are hereby authorized to submit an electronic
grant application identified as MA-2021-Schoolhouse Road Phase Three–
00067 to the New Jersey Department of Transportation on behalf of the
Township of North Hanover; and

Resolution Approving Blue Light Permit Application
RESOLUTION 2020-82
TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
APPROVAL OF BLUE LIGHT PERMIT APPLICATION
WHEREAS, pursuant to N.J.A.C. 13:24-5 ET Seq. an applicant
for permit authorizing the use of blue emergency warning lights may be
considered eligible only if the applicant is an active member in good
standing of a volunteer fire company, first aid or rescue squad, or a
county or municipal Office of Emergency Management volunteer whose
official duties include responding to a fire or emergency call; and
.
WHEREAS, Jessica Gancarz has met the qualification for a
Blue Light Permit and it is the recommendation of the Fire Chief to
approve this applicant for a Blue Light Permit.
NOW THEREFORE BE IT RESOLVED, by the Township Committee of
the Township of North Hanover, County of Burlington, that in accordance
with N.J.A.C. 13:24 et. seq. it hereby approve Jessica Gancarz for a
Blue Light Permit and hereby authorizes the Mayor to execute the Blue
Light Permit Application.
BE IT FURTHER RESOLVED that a copy of this resolution be
forwarded to the Jacobstown Volunteer Fire Department Chief.

DISCUSSION
·
NBIAA Baseball/Softball – Deputy Mayor Doyle
noted the NBIAA will be moving forward with their season.
Currently there are 22 girls and 25 boys for North Hanover
registered. He noted the
younger children’s season has been canceled.
The Recreation Advisory Committee recommended that the older
children be allowed to play as it would be easier for them to comply
with COVID-19 restrictions.
The boys will not require field use and the girls might need the use of
two fields. Attorney
Roselli noted field use would have to be discussed with the school.
He noted he has paperwork for the use of our fields.
He also discussed various COVID-19 rules to be distributed to the
parents. There was a
general consensus to move forward with the season.
Deputy Mayor Doyle stated he would clarify the field use.
Deputy Mayor Doyle noted a football/cheer bill from the NBIAA.
Mayor DeBaecke inquired if this was a donation.
This would be looked into and the Treasurer would be directed to
hold off on the payment.
TOWNSHIP COMMITTEE “COMMENTS”
Committeeman O’Donnell noted the economy was starting to open and noted
viligence should be adhered to, in order to maintain safety.
Deputy Mayor Doyle thanked the EMS again for their assistance with his
father in-law. He stated he
was grateful for all the emergency services despite what is going on
this Country.
Mayor DeBaecke concurred and hoped the discord would come to a peaceful
end and the virus would also end.
PUBLIC PARTICIPATION
Questions, comments or statements from members of the public in
attendance.
Mayor DeBaecke opened the meeting to the public.
Ms. Lori Verde – 2 Tee Jay Terrace – Ms. Verde expressed dismay with the
NJNG staging area. She
noted she was disappointed that the neighbors were not part of the
approval process from the JLUB and
that the property owner sits on the board.
Mayor DeBaecke noted this was not an item that came before the
JLUB and this was part of the NJNG approvals from the State.
He noted the Committee was also taken by surprise.
Attorney Roselli noted this was part of the BPU application that
was approved at that level.
He noted he spoke to the attorney for NJNG regarding this site and noted
there are no provisions in Township Code as it relates to this temporary
use. He also spoke about
concerns regarding noise, dirt and that it abuts a residential area and
the contractors have been advised.
He expects the good working relationship with NJNG to continue
and if she has further concerns that need to be addressed to advise and
he would bring to the attorney for NJNG.
Mayor DeBaecke reiterated Attorney Roselli’s sentiments and noted
State supersedes local laws.
He noted the area will be actively monitored.
Ms. Verde expressed concern regarding safety for the children and
noted the bus stop. She
stated all kinds of employee cars were turning around near the bus stop,
in the residential area.
Mayor DeBaecke noted there should be no dump trucks in that development
and asked to be informed immediately if that was happening.
It was noted this was a public roadway so it would be difficult
to restrict normal vehicular traffic.
He noted there is a heightened police presence in the area and it
was a County roadway. Mayor
DeBaecke noted we would ensure safety and he would ask NJNG
to encourage employees not to go onto the street.
Ms. Verde inquired if taxpayer money was being used for the
police. Mayor DeBaecke
noted NJNG pays directly and North Hanover did receive
compensation. Ms. Verde
inquired about garbage blowing from the site along with signage.
Mayor DeBaecke noted he would discuss with NJNG to make sure
things were properly secured.
He also encouraged concerns to be emailed.
Ms. Verde thanked the Committee.

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public
Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the
exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township
Committee of North Hanover Township wishes to go into a closed Executive
Session and is of the opinion that such circumstances presently exist
which should not be discussed in public, and
WHEREAS. the Open
Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.
10:4-12 permits the Township Committee to discuss certain
matter(s) in private, and in this case for the purpose of the Township
Committee to discuss contract negotiations, litigation and personnel
matters in this regard.
NOW, THEREFORE, BE IT RESOLVED
by Township Committee of North Hanover Township that it will go into an
Executive Session for the purpose of the Township Committee to discuss
Personnel matters.
BE IT FURTHER RESOLVED
that the results of such discussion may be revealed at such time as the
matter(s) are resolved and/or a contract(s) is signed and/or the
negotiations are formally settled. Interested parties may contact the
Township Clerk anytime during normal business hours for periodic updates
as to the availability in this regard.
