ENGINEER’S REPORT

Engineer Hirsh noted the FY23 NJDOT grants have been awarded. He stated North Hanover Township received $181,070.00, which was half of what was requested. He noted the CDBG would be applied for tomorrow. He reviewed the recreation improvement grants received and sought clarification on how the Committee wishes to proceed. He suggested the Gazebo and the tennis/basketball court rehabilitation. There was a general consensus to move forward. Engineer Hirsh stated he would submit for the pickleball court and Dog Park on the next grant. Mayor Doyle inquired if the Meany Road signage would be addressed. Engineer Hirsh noted he was working on it. Engineer Hirsh noted the Crosswicks-Ellisdale repair did not turn up any pipes underground.

  WHEREAS, there exists a need to permanently fill the position of Plumbing Subcode Inspector; and

WHEREAS, Frank Kopec is qualified and licensed as such by the State of New Jersey to fulfill the position of Plumbing Subcode Inspector on a permanent part-time basis.


NOW, THEREFORE, BE IT RESOLVED by the Township Committee of North Hanover Township to appoint Frank Kopec to the position of permanent part-time Plumbing Subcode Inspector effective January 1, 2023 and will be compensated as per the Salary Ordinance and Salary Resolution.

WHEREAS, Tax Sale Certificate#18-00003 was redeemed on December 5, 2022 in the amount of $11,532.48; and


WHEREAS, Riverline Investors LLC. paid tax sale premium, in the amount of $500.00, for said Lien.


THERFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover that, as requested by the Tax Collector, it hereby authorizes a refund of tax sale premium, in the amount of $500.00 to Riverline Investors LLC.; for Lien#18-00003, Block 600 Lot 4.01, commonly known as Access Road.

2022-172 Resolution Approving Mobile Home License Renewals

RESOLUTION APPROVING MOBILE HOME LICENSE RENEWALS


WHEREAS, pursuant to Chapter 4-040 of the Revised General Ordinance of the Township, the Township Committee has the authority to either issue a mobile home license or issue the license on conditions or deny the license; and


WHEREAS, the Mobile Home Inspector has checked the applications and ascertained that the requirements of Chapter 4-040 have been met;


NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover, County of Burlington, that in accordance with Chapter 4-040 and based upon the Mobile Home Inspector’s certification, the governing body authorizes the following Mobile Home Parks and Mobile Homes Outside Mobile Home Parks to be issued a Mobile Home License Renewal for the year 2022:


Parks: South’s Mobile Home (52), Spartan Village (221), Deep Well Terrace (46), Hanover Village (99), California Village (129), Wagon Wheel Estates (41), Townsend (9), Wiggins (3), Blueberry Estates (19)

FOR exTERIOR accessibility improvements

at the senior center and municipal building


whereas, improvements to the community that benefit all members of the community are desirable projects of the Township; and


WHEREAS, the Community Development Block Grant Program (CDBG) allows for funding of projects which benefit all members of the community; and


WHEREAS, the CDBG allows for projects that improve Senior Centers, including the North Hanover Township Senior Center and the Municipal Building, where both buildings require improvements to construct handicap accessible ramps and automatic door openers; and


WHEREAS, the CDBG allows for projects that remove architectural barriers and improve senior community facilities; and


WHEREAS, the above listed project(s) are eligible projects for the application for construction funding for the improvements, the soft costs related to the project shall be borne by the Township.


Now, therefore, be it resolved by the North Hanover Township Committee that they intend to file an application with the Burlington County Department of Economic Development through the Community Development Block Grant Program for the funding of exterior accessibility improvements to the Senior Center and Municipal Building.

2022-175 Resolution Authorizing Budget Transfers for the 2022 Budget

RESOLUTION AUTHORIZING BUDGET TRANSFERS FOR THE 2022 BUDGET


WHEREAS N.J.S.A. 40A:4-58 states: "Should it become necessary, during the last 2 months of the fiscal year, to expend for any of the purposes specified in the budget an amount in excess of the respective sums appropriated therefor and there shall be an excess in any appropriations over and above the amount deemed to be necessary to fulfill the purpose of such appropriation, the governing body may, by resolution setting forth the facts, adopted by not less than 2/3 vote of the full membership thereof, transfer the amount of such excess to those appropriations deemed to be insufficient"; and

WHEREAS the Chief Financial Officer has recommended that the attached list of transfers, being in compliance with N.J.S.A. 40A:4-58, be made.

NOW THEREFORE BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, (not less than 2/3 of the full membership concurring affirmatively) that the 2022 budget transfers be made a permanent part of this resolution, are hereby made and approved.

2022-176 Resolution of the Township of North Hanover Supporting the Enactment of New Jersey Senate Bill S-3279

COUNTY OF BURLINGTON


RESOLUTION OF THE TOWNSHIP OF NORTH HANOVER SUPPORTING THE ENACTMENT OF NEW JERSEY SENATE BILL S-3279

WHEREAS, the legislature of the State of New Jersey declared that the development of agriculture and the retention of farmlands are important to the present and future economy of the State and the welfare of the citizens of the State; and


WHEREAS, the Township of North Hanover has endorsed the aforesaid declaration of policy by the State legislature and has a long-standing policy of preserving farmland within the Township in a manner entirely consistent with State statutes, State administrative regulations and the policies and practices of the State Agriculture Development Committee; and


WHEREAS, as means to preserve this farmland, the state established a program of acquiring development easements from property owners in a fashion consistent with, and pursuant to, terms which will reserve a right and opportunity on the part of the grantee to enroll the development easement in the State of New Jersey Agriculture Retention and Development Program at some future time according to rules, regulations and policies of the State Agriculture Development Committee then appertaining; and


WHEREAS, since its creation over 230,000 acres of farmlands have been saved from development; and


WHEREAS, over time development pressures have changed, while the program has not adapted to these changes and greater flexibility in determining the value of the development rights is needed by state and local governments to enable these entities to continue to preserve farmland throughout the state; and


WHEARAS, in response this dilemma, Senator Jean Stanfield (R-8th LD) introduced New Jersey Senate Bill S-3279, which provides for this flexibility by creating an additional method of determining fair market value of development easements in an effort to allow this worthwhile program to once again flourish; and


WHEREAS, the Township Committee of North Hanover Township urge all farmers, farming communities and municipalities like North Hanover Township, where farmers and farming are an especially significant component of the community and long-standing tradition, together with all like-minded organizations and individuals throughout the state, to join the Township Committee of North Hanover Township in urging the entire State Legislature and Governor Murphy to support S-3279 and to move expeditiously to enact this bill into law.

NOW, THEREFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover that it hereby affirms its support for the enactment of New Jersey Senate Bill S-3279 and hereby urge all farmers, farming communities and municipalities like North Hanover Township, where farmers and farming are an especially significant component of the community and a long-standing tradition, together with all like-minded organizations and individuals throughout the state, to join the Township Committee of North Hanover Township in urging the entire New Jersey State Legislature and Governor Murphy to support Senate Bill S-3279 and to move expeditiously to enact this bill into law.


BE IT FURTHER RESOLVED that the Clerk is hereby directed to transmit a copy of this Resolution to Governor Murphy, Senate President, Assembly Speaker, the Legislative Delegation of New Jersey’s 12TH Legislative District, the Legislative Delegation of New Jersey’s 8th Legislative District.

TOWNSHIP COMMITTEE “COMMENTS”

Committeeman DeBaecke noted the Tree lighting was a great time. He thanked everyone who came out and wished everyone a Happy Holiday. He stated Resolution 2022-176 was with regards to the Senate version of the farmland preservation bills and noted the Assembly version passed the Committee.


Deputy Mayor Forsyth apologized for missing the tree lighting. He wished everyone a Merry Christmas and Happy New Year.


Mayor Doyle also apologized for missing the tree lighting. He thanked everyone for attending and wished everyone a Merry Christmas and Happy Holidays. He also thanked all the employees and volunteers. He noted the team works well together for the betterment of the community.

Mr. Wayne Voorhees – 226 Cookstown-New Egypt Road – Mr. Voorhees thanked the Committee for their hard work. He stated he believes everyone works well together in a bi-partisan manner. He noted other elected officials should take a lesson. He wished everyone a Merry Christmas and Happy New Year.


JP West – He noted he was a life scout and would like to do an Eagle Scout project. He would like to install a flag retirement box. Mayor Doyle noted he would be pleased to meet with him and to contact the Clerk to set up the meeting.

AUTHORIZING A CLOSED SESSION MEETING


WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and


WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and


WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.


NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Potential Litigation Matter, Potential Shared Services Contract Matter, Personnel Matter, Contract Matters, Litigation and Personnel matters.


BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
