Call to Order

The February 28, 2018 meeting for the North Hanover Township Joint Land Use Board was called to order at 7:30 pm by Chairman Tom Kimball

Statement – Provisions of the Open Public Meetings Act

“The provisions of the Open Public Meetings Act have been met.  Notice of this meeting has been transmitted to the Burlington County Times and the Courier Post, given to those having requested and paying for the same and posted on the bulletin board in the foyer of the Municipal Building “

 

Attendance

Those members present were:

Jim Durr, Ron DeBaecke, Lou DeLorenzo, Dave Forsyth, Joe Greene, Debbie Kucowski, Jack Smylie, Kevin Zimmer, Greg Grauer, Tom Kimball

Those members absent were:

        Russ Comisky

Also in attendance: Gregory McGuckin Esq of Dasti, Murphy, McGuckin, Ulaky,  Koutsouris & Connors and Joseph Hirsh Land Use Engineer of Environmental Resolutions, Barbara Fegley Township Planner of Environmental Resolutions.

Application 2018-01- Minor Subdivision – Albert LoBue- Block 301 Lot 5.07- 310 Jacobstown-Arneytown Road

The applicant Albert Lobue testified that he is proposing to subdivide is property consisting of 9.3 acres into 2 lots. The lot consisting of the existing home would be 4.3 acres and the new lot is proposed to be 5 acres. Dan Caruso Professional engineer was accepted by the board as a professional.  The property is located on Jacobstown- Arneytown Road. The property does consist of wetlands and was delineated by state. The wetlands delineation was used as to determine the proposed lot lines.  Board Engineer Joe Hirsh stated that the lot meets all bulk requirements. Chairman Tom Kimball opened the floor to public comment. Robert Carty of 330 Jacobstown-Arneytown is concerned that any changes to Mr. LoBue’s property may adversely affect his property and asked the professionals their opinions if it would affect him because he already has substantial flooding across his driveway. Mr. Durr asked Mr. Carty where he believes the flooding is coming from and he stated it was mostly from the North which is away from Mr. LoBue’s property. It was ultimately determined that this subdivision should not adversely affect Mr. Carty’s property. Greg Grauer made a motion to close public comment, Tom Kimball seconded the motion; all in favor.

Jim Durr made a motion to approve application 2018-01. Greg Grauer seconded the motion.

Public Comment

Chairman Tom Kimball opened the floor to public comment. Greg Grauer made a motion to close public comment seeing as there is no public to comment; motion was seconded by Tom Kimball. All in Favor.

Chairman Tom Kimball opened the floor to public comment. Greg Grauer made a motion to close board discussion comment seeing as there is no public to comment; motion was seconded by Jim Durr. All in Favor.

Adjournment

Being no further business, a motion was made Greg Grauer at 8:04 pm to adjourn the meeting, seconded by Debbie Kucowski, the motion was carried unanimously
