Neil O’Brien Archer and Greiner for the applicant. Application is for Aqua providing services for Spartan Village. Part of the land does reside in Wrightstown Borough 2,100 sq. ft Building. R-2 Zoning. Applicant wants to update the current system to a new system. Adam Burger sworn in Mr. O’Brien asked for a waiver for easement because they are existing. Traffic and Environmental Statement because there is no change. Hirsh recommends waivers. Vote to deem complete

Adam Burger stated the current water treatment facility nearing failure and wanting to replace before there is any environmental impact. Current system is over 30 years old. The new system is a package plant. Only brings in wastewater from Spartan Village. Currently at least 15 tanks with holes in some of them. Currently operated by a current resident of Spartan Village. Proposed package plant will be enclosed in the building. Membrane filtration process, solids removed from water. Spray discharge permit and field permit. The building would sit on a quarter of acre easement, next to the maintenance building. System works 24/7. Not usually more than one employee. 24/7 electronic monitoring. Daily visit for a hour or two. Sludge howling Don. E Miller halls away. Dumpster there for screening. Everything screened will be put in a dumpster and hauled away monthly ( baby wipes, paper towels, etc) More efficient system, less energy, less sludge hauling because it concentrates the solid waste. They are not enlarging the size/ capacity. The sight is currently fenced in by a 6’ high fence for security. Paved driveway to stay. No current odors reported and less of a chance of odors with the new system. No Dust, noise, etc after construction. No site lighting just emergency lighting as required. Jim Durr asked if the residents fee will take care of the cost. It will be a future cost based on what it costs, approved by board of public utilities. Not charged directly to just Spartan Village community. Jim Durr does this enable Spartan Village to grow. Adam Burger stated No. Greg Grauer will there by anytime that the residents will not be able to use their system. Adam Burger, No there will be a valve. to switch, other system will remain until they know it works. Knox box? no there isn’t. Joe Hirsh said yes the should. They said they will reach out to the fire department and have one installed. Ron have they applied to Wrightstown? Yes it was canceled, they will be on their agenda on the 8th. Joe Hirsh is their generator. Generator stopped working some time ago. They plan to put one in for the new system. Generator outside. Noise attenuation. Yes. Debbie Kucowski completion time. Burger 6-8 months. NJDEP approval already.

Mr. Sella accepted as professional. Existing Condition aerial exhibit A-1 . A-2 easement exhibit. entrance between 2 units back to a stone driveway. Looking to move entrance so it is not between residents. A-3 rendered site plan and building elevation. Existing drive to be maintained for emergency access. Remove fence and landscaping since keeping existing site for now need to run new lines for new system. replace fence landscaping replaced. 2 parking spaces proposed. Stormwater utilizing existing drainage. Drains toward North Run. Proposing underground recharge systems on each side of building. Joe Hirsh Township run through Design waivers. Fence 4’ asking for 6’, curbing for parking spaces no curbs because of storm water flow. grass area on right and parking right some sort of buffer, landscaping between parking buildings tried to address the front, limited access site so no need for buffer employees only. Hirsh buffering trees added after construction is complete in case more is needed. Jim Durr no marriage between Wrightstown MUA and this site. O’Brien No because Franchise Ordinance. Ron design waivers make sense.
