Redevelopment Study Hearing

-Block 800 Lot 61

Stephen Raymond reviewed the process of determining whether a property is in need of redevelopment.

Ed Fox Planner for the Joint Land Use Board described the parcel as being in the R-A Zone and consisting of 4.10 acres. The Site does have 2 abandoned structures, a former gas station and corner retail sales building as well as a one-story accessory dwelling unit. Mr. Fox found the property to be meet redevelopment criterion A & B. It was also found to meet redevelopment Criterion D because of the dilapidation of the property being detrimental to public health and safety, as well as economic welfare of the Township. The NJDEP has determined that the property has been environmentally contaminated due to its former use as a gas station dating from the 1950’s. Due to the sites contamination remediation and long-term monitoring requirements the property meets Criterion E.

Mr. Fox stated that is their recommendation that the Board support a recommendation to find Block 800 Lot 61 as an “Area in Need of Redevelopment”.

Jim Durr asked how these two properties were picked, Ed Fox they were chosen by Township Committee. Vice Chairman Greg Grauer opened the floor to public comment. Being no public to comment, Ron DeBaecke made a motion to close public comment. Motion was seconded by Jack Smylie. All in favor.

Jack Smylie made a motion to find Block 800 Lot 61 as an “Area In Need Of Redevelopment”. Motion was seconded by Jim Durr. Jack Smylie made a motion to recommend to the Township Committee that Block 800 Lot 61 be found as an “Area in need of Redevelopment”. Motion was seconded by Jim Durr.

Redevelopment Study Hearing

-Block 401 Lot 44

Ed Fox Planner for the Joint Land Use stated Block 401 Lot 44 is in the C-2 zone consisting of 5.57 acres. There is an abandoned structure, unoccupied and not maintained for a significant period. Due to the dilapidated condition of the dwelling the property meets redevelopment Criterion A. The property did not meet Criteria B.C,D,E,F,G & H. Vice Chairman Greg Grauer opened the floor to public comment. Being not public to comment, Ron DeBaecke made a motion to close public comment. Greg Grauer seconded the motion. All in favor. Board Member Jack Smylie asked if can meet the criteria for redevelopment if it’s just a dilapidated house and no contaminated soil or meet any of the other criteria’s. Stephan Raymond Jr. Attorney for the Board stated that a property only needs to need one of the criteria’s to be found in need of redevelopment.

Mr. Fox stated Criteria D is often used for properties that are occupied A&B are for unoccupied

Board Member Jim Durr stated the description seemed to focus on house. Mr. Durr asked if it is protected from condemnation is it protected from anything else? Mr. Fox stated only against condemnation. Mr. Fox stated that is their recommendation that the Board support a recommendation to find Block 401 Lot 44 as an “Area in Need of Redevelopment”. Jim Durr made a motion to recommend to the Township Committee that Block 800 Lot 61 be found as an “Area in need of Redevelopment”. Motion was seconded by Joe Greene.

Vice Chairman Greg Grauer opened the floor to public comment. Being not public in attendance, Ron DeBaecke made a motion to close Public Comment. Greg Grauer Seconded the motion. All in favor.


Board Discussion

Greg Grauer opened the floor to Board Discussion. It was confirmed we will have 2 meetings next month. One meeting will be a Special Meeting on July 19th at 7:30 the other will be our regularly scheduled meeting on July 26th at 7:30. Being no more board discussion, Ron DeBaecke made a motion to close Board discussion. Motion was seconded by Greg Grauer. All in favor.
