Blue Envelope Program

The North Hanover Township Police Department launched the Blue Envelope Program on May 1st. This is a community policing initiative designed to enhance safety and communication between law enforcement officers and drivers on the autism spectrum during traffic stops.

Being stopped by a police officer can make anyone anxious. For an individual with Autism Spectrum Disorder, the heightened situation, flashing lights, and sounds of radios and other noises, can be even more overwhelming. The envelope is specifically marked to signal to police officers that the driver may have unique communication needs or react differently during the interaction. The voluntary program provides individuals with a blue-colored envelope to store their essential documents, such as a driver’s license, vehicle registration, and insurance cards as well as emergency contact information.

Additionally, each envelope includes helpful instructions for both drivers and officers. For drivers, it provides instructions for how to handle a traffic stop. For officers and first responders, it offers guidance on recognizing signs of autism and how to respond with patience and clarity.

Our officers have received education and training in preparation for the program's rollout.

The Blue Envelope Program is a powerful tool that will make a difference in the lives of people with autism. It also expands our efforts to promote neurodiversity awareness throughout the Township and meet the needs of residents of all abilities.

Envelopes can be picked up at the headquarters window, open 24 hours a day, seven days a week.
