ENGINEER’S REPORT

Engineer Hirsh reported the Parks Grant award was $200,000 and was working on the final

scope with the Deputy Mayor. He noted the NJDOT project was awaiting the core samples. He

states waiting on award for Provinceline Road. He also gave updates on JLUB projects.

APPOINTMENT OF TEMPORARY SECRETARIAL POSITION FOR THE NORTH

HANOVER TOWNSHIP CONSTRUCTION DEPARTMENT

WHEREAS, N.J.S.A. Title 40 and Title 40A provide for the Appointment of Certain

Officers, Appointees, and Employees to be appointed in Township Positions to carry out the

lawful duties and responsibilities of the Township; and

WHEREAS, the Township Salary Ordinance provides for the rate of Compensation,

Salary, or Wages of Certain Officers, Appointees and Employees of said Township.

NOW THEREFORE BE IT RESOLVED, that the following Officers, Appointees, and

Employees are hereby appointed for their respective terms, as follows:

Temporary Secretary Construction Department ~ Anne McVicker

Effective Date of Employment: 01/02/2018 – for approximately 8 weeks

BE IT FURTHER RESOLVED, that the above named position will be compensated at

2017-165 Resolution Approving a Blue Light Permit Application

APPROVAL OF BLUE LIGHT PERMIT APPLICATION

WHEREAS, pursuant to N.J.A.C. 13:24-5 ET Seq. an applicant for permit authorizing

the use of blue emergency warning lights may be considered eligible only if the applicant is an

active member in good standing of a volunteer fire company, first aid or rescue squad, or a

county or municipal Office of Emergency Management volunteer whose official duties include

responding to a fire or emergency call; and

.

WHEREAS, Thomas Piertrulewicz has met the qualification for a Blue Light Permit and

it is the recommendation of the Fire Chief to approve this applicant for a Blue Light Permit.

NOW THEREFORE BE IT RESOLVED, by the Township Committee of the

Township of North Hanover, County of Burlington, that in accordance with N.J.A.C. 13:24 et.

seq. it hereby approve Casey Campbell for a Blue Light Permit and hereby authorizes the Mayor

to execute the Blue Light Permit Application.

Jacobstown Volunteer Fire Department Chief.

A RESOLUTION AUTHORIZING REHABCO, INC. TO AWARD A BID FOR HOME

REHABILITATION WHICH EXCEEDS THE $10,000 CEILING ESTABLISHED IN

THE REHABILITATION PROGRAM GUIDE

WHEREAS, the Township of North Hanover has entered into an agreement with Rehabco, Inc.

for the management and administration of the Township’s housing rehabilitation program, under

the guidelines of COAH; and

WHEREAS, Rehabco, Inc. issued a Notice to Bidders for the purposes of receiving sealed bids

in accordance with Specifications, Proposal and Contract Documents prepared by their office;

and

WHEREAS, on December 11, 2017, the bid was received as follows:

WHEREAS, Ervin E. Oross Jr. PP. AICP, President, C.E.O., has found Pederson Construction

to be the lowest responsible bidder and seeks authorization from the Township Committee to

award said bid; and

WHEREAS, funds are available through the Township’s Housing Rehabilitation General Fund

via Development Fees collected from the COAH Affordable Housing Account; and

WHERAS, COAH does not set the maximum amount to be expended and does not have an

opinion on this authorization.

NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of

North Hanover, County of Burlington, State of New Jersey authorizes Rehabco to award the

contract to Pederson Construction, for the project numbered NH-01-17as set forth in the bid

specifications issued by Rehabco in the amount of $15,750.00.

RESOLUTION AUTHORIZING BUDGET TRANSFERS FOR THE 2017 BUDGET

WHEREAS N.J.S.A. 40A:4-58 states: "Should it become necessary, during the last 2 months of

the fiscal year, to expend for any of the purposes specified in the budget an amount in excess of the

respective sums appropriated therefor and there shall be an excess in any appropriations over and above

the amount deemed to be necessary to fulfill the purpose of such appropriation, the governing body may,

by resolution setting forth the facts, adopted by not less than 2/3 vote of the full membership thereof,

transfer the amount of such excess to those appropriations deemed to be insufficient"; and

WHEREAS the Chief Financial Officer has recommended that the attached list of transfers,

being in compliance with N.J.S.A. 40A:4-58, be made.

NOW THEREFORE BE IT RESOLVED by the Township Committee of the Township of

North Hanover, County of Burlington, (not less than 2/3 of the full membership concurring affirmatively)

that the 2017 budget transfers be made a permanent part of this resolution, are hereby made and approved.

2017-168 A Resolution Releasing the Performance Bond for Day Four Solar Project and

Accepting Maintenance Bond #SU51914

A RESOLUTION RELEASING THE PERFORMARNCE BOND FOR THE DAY FOUR SOLAR

PROJECT AND ACCEPTING MAINTENANCE BOND #SU51914

WHEREAS, Environmental Resolutions, Inc. has inspected the Day Four Solar, LLC

improvements within Block 905 Lot 29 in North Hanover Township, New Jersey; and

WHEREAS, the Township's Engineer has determined that the condition of the improvements is

satisfactory; and

WHEREAS, the Township's Engineer has determined that the condition of the improvements is

satisfactory, and with due regard to the passage of time; and

WHEREAS, it is the recommendation of the Township’s Engineer that the Township of North

Hanover release the Nationwide Mutual Insurance Company Performance Surety Bond #SNN4001022, in

the amount of Four Hundred Ninety-Nine Thousand Eight Hundred Eighty-Eight Dollars and 80/100

cents ($499,888.80) and upon a posting of the Aspen American Insurance Company two (2) year

Maintenance Bond in the amount of Sixty-Two Thousand Four Hundred Eighty-Six Dollars and 10/100

cents ($62,486.10), provided that the release of the Performance Bond is contingent upon the payment of

all outstanding escrow invoices.

WHEREAS, it is the intention of the Township Committee and in the best interest of the

Township of North Hanover to release the Performance Bond and accept a two year Maintenance Bond in

the amount referenced herein, contingent upon the payment of all outstanding escrow invoices, in

accordance with the Township Engineer’s recommendations.

NOW THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of

North Hanover, that the performance bond #SNN4001022 be released for the Day Four Solar project

described above and accept a two (2) year maintenance bond of $62,486.10 as well.

BE IT FURTHER RESOLVED, that copies of this resolution shall be provided to the Finance

Director, the Township Engineer, and Day Four Solar, LLC for their information and attention.

DISCUSSION

MBIAA Fee Increase – Recreation Chair, Twan Berben, gave an overview of the fees for

MBIAA. He noted North Hanover Township was subsidizing one fifth of the fee. After

Committee debate and discussion, there was a general consensus to have Attorney Roselli

prepare a Resolution to charge a fee of $35.00 registration fee and any Babe Ruth players

will be on their own for registration. Chairman Berben also discussed the need for door

coverage at the basketball games. After Committee discussion, Clerk Picariello was

directed to talk to the Police Chief with regards to assigning the Class I Officer. It was

noted if there were issues to have the Police Chief contact Committeeman Doyle directly.

TOWNSHIP COMMITTEE “COMMENTS”

Committeeman Kocubinski made note of the States offer for a 2017 Veteran exemption for

income tax filings. This was brought to his attention by Committeeman Doyle.

Committeeman O’Donnell read correspondence for JVFC President Wayne Voorhees thanking

the Township Committee for their support. Committeeman O’Donnell thanked them for all their

hard work this year.

Committeeman Doyle noted the Burlington County Times printed an article in regards to the

North Hanover Township Police Toy Drive. He stated Sergeant Duff spear heads the effort and

commended the Police Department.

Deputy Mayor DeBaecke noted on January 27th JCPL will be performing tree clearing. This will

occur in the Horner town station area. He wished everyone Happy Holidays.

Mayor DeLorenzo stated this was his last meeting as Mayor. He stated his job was to sign

official documents and represent the Committee. He thanked the Committee, Professionals and

Clerk Picariello for their support. He noted this Committee works well together and wished

everyone a Merry Christmas and a Happy New Year.

Mr. Pete Leonard – Mr. Leonard inquired if the veterans exemption was property or income tax.

It was noted income. He wished everyone Happy Holidays.

2017-169 Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant

Negotiation Matters, and Litigation matters

AUTHORIZING A CLOSED SESSION MEETING

WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C.

404, permits the exclusion of the public from a meeting in certain circumstances; and

WHEREAS, the Township Committee of North Hanover Township wishes to go into a

closed Executive Session and is of the opinion that such circumstances presently exist which

should not be discussed in public, and

WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.

10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case

for the purpose of the Township Committee to discuss contract negotiations, litigation and

personnel matters in this regard.

NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover

Township that it will go into an Executive Session for the purpose of the Township Committee to

discuss Contract Matters, Litigation and Personnel matters.

BE IT FURTHER RESOLVED that the results of such discussion may be revealed at

such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are

formally settled. Interested parties may contact the Township Clerk anytime during normal

business hours for periodic updates as to the availability in this regard.
