SUNSHINE STATEMENT
: “The provisions of the Open Public Meetings Act have been met.Notice of this meeting has been transmitted by email to the Courier Post, Burlington County
Times and The Trenton Times as well as given to those having requested same and posted on the
Township bulletin board located in the foyer of the municipal building”.
Clerk Picariello announced an addendum to the Agenda. She reported that Pastor Edward Hlad
and Pastor John DeMarco would be having their ceremonial swearing in as the new Police
Chaplains. Clerk Picariello asked that they come forward and Mayor DeLorenzo swore them in.
Chief Theordore Wells gave an overview of the chaplaincy program and the intent to address the
communities’ needs with regards to an opioid program.

Mayor DeLorenzo opened the meeting to the public. There were no public comments this
evening.

ENGINEER’S REPORT
Engineer Hirsh noted that he has reached out to the County again, with regards, to the Paulson
Road Bridge replacement and is awaiting a call back. He reported base plans for Jones Mill road
were being worked on. He reported, as a result of the last public comment, he took a look at the
signage on Crosswicks-Ellisdale and Provinceline Road. He stated there was no Provinceline
road signage and this was being handled.

WHEREAS,
Christopher Karfs of Public Service Electric and Gas Co., hereinafterreferred to as “PSE&G”, has submitted an application for a Street Opening Permit for 22 Rahilly
Road between Diane Lane and Monmouth Road; and
WHEREAS,
pursuant to Chapter 12 the Township Engineer, Joseph Hirsh ofEnvironmental Resolutions Inc. has reviewed said application and recommends approval by the
Township Committee; and
WHEREAS
, pursuant to Chapter 19 “Fees” a fee of $50 is required prior to the issuanceof a Street Excavation Permit.
NOW, THEREFORE, BE IT RESOLVED
by the Township Committee of the Township ofNorth Hanover that the application for a Street Excavation Permit to PSE&G for the location

DISCUSSION
•
Brush Removal ServicesDeputy Mayor DeBaecke gave an overview of the current contract. He noted the current
contractor is interested in an extension. There was a general consensus to move forward with the
extension.
TOWNSHIP COMMITTEE “COMMENTS”
Mayor DeLorenzo noted correspondence with regard to the CDBG program. He asked
Committeeman Kocubinski to look into as he is the Liaison to Small Cites. Engineer Hirsh gave
a brief explanation of the program and stated he would look into North Hanover’s previous
involvement. Committeeman Kocubinski stated he would explore.
Committeeman Kocubinski noted there were not enough players signed up for baseball. There
will be consideration of involving Mansfield and Springfield. He reported the Easter Egg Hunt
is tentative for April 8
th. He would still like to pursue the storage containers from the base. Arecreation advisory member received some information. He noted we would need to make an
application to GSA and directed Clerk Picariello to fill out the application.
Committeeman Doyle noted an up-coming meeting regarding the JB DML water testing and
gave an explanation. He noted there are still no concerns for residents of North Hanover. He
also reported that Police Contract negotiations were going well and nearing the end. He
extended a warm thank you to the EMS for their awesome response when his father in law took
ill. He noted the response was quick, professional and caring. He informed the Committee that
on February 4
th he attended an awards dinner on the JB DML. He stated it was veryprofessionally done and the importance of them being in our area and thanked the military for
their service.
Deputy Mayor DeBaecke stated the materials for the new sign, in front of the Municipal
Building, have been ordered. He noted the recent snow event and his conversations with the
contractor. He was pleased.
Mayor DeLorenzo stated he would move forward with the snow fencing that the previous Mayor
had begun. He is pleased with Herman’s brush removal services. He also noted is pleasure with
the Curbside Recycling program.

Mayor DeLorenzo opened the meeting to the public.
Ralph Ruocco – Chesterfield-Arneytown Road – Mr. Ruocco heard rumors regarding base
housing. Mayor DeLorenzo stated he had heard nothing regarding his concern. Committeeman
Kocubinski stated that would be surprising and suggested contacting Congressman McArthur.
Helen Boehm – Ms. Boehm expressed concern regarding the Harrison Road signage. The public
works contractor would look into.
Mr. Gusikowski – Paulson Road – Mr. Gusikowski noted it was never on that side of the road
before. He stated it was recently moved. Mayor DeLorenzo stated this would be addressed.
Wayne Voorhees – JVFC President – Mr. Voorhees, on behalf of the Fire Company, thanked
Committeeman Doyle for his kind words. He stated he would personally deliver the message to
those members involved. Committeeman Doyle stated it was a good feeling receiving the fine
service.
