Engineer Hirsh reviewed pending items and submitted a written report. He noted the Paulson
Road Bridge is still awaiting repair and he would reach out for a date certain. He reviewed the
NJDOT grant awards and noted he has submitted a proposal. Mayor DeLorenzo expressed
concerns with the condition of Jones Mill Road.

WHEREAS,
the Township Committee of the Township of North Hanover does herebyauthorize the Burlington County Division of Mosquito Control to apply pesticides from aircraft
to control mosquitoes over portions of North Hanover Township; and
WHEREAS,
the Township Committee of the Township of North Hanover understandsthat all pesticides used are registered with the NJDEP for aerial application by the State and the
USEPA; and
WHERAS,
the Township Committee of the Township of North Hanover furtherunderstands that the areas being treated are only those found to have a significantly high
mosquito population and may present either a public health nuisance of disease factor;
NOW, THEREFORE, BE IT RESOLVED,
by the Township Committee of theTownship of North Hanover that it hereby approves and authorizes the Burlington County

FOR SPECIAL COUNSEL FOR AFFORDABLE HOUSING LITIGATION TO PARKER
MCCAY, PA.
WHEREAS,
there exists a need for services of Special Counsel for Affordable Housinglitigation in the Township of North Hanover, in the County of Burlington, State of New Jersey;
and
WHEREAS,
the law firm Parker McCay, PA has submitted a proposal for the provisionof these legal services to the Township for a period expiring December 31, 2017; and
WHEREAS
, the Township Committee desires to provide consent to the appointment ofParker McCay, PA. as Special Counsel for Affordable Housing litigation and approve the
Township’s entry into a Professional Services Agreement; and
WHEREAS
, the services to be provided are considered to be “Professional Services”pursuant to the Local Public Contracts Law, N.J.S.A. 40:A11-1, et seq.; and
WHEREAS
, the Chief Financial Officer, as required by N.J.A.C. 5:30-1.10 has certifiedthat there are sufficient funds available in Account#T-16-56-801-001 in an amount not to exceed
$10,000.00, as evidenced by the Chief Financial Officer’s Certification, for the purpose of
awarding this contract.
WHEREAS
, the Local Public Contracts Law authorizes the awarding of a contract for“Professional Services” without public advertising for bids and bidding therefore, provided that
the Resolution authorizing the contract and the contract itself be available for public inspection
in the office of the Municipal Clerk and that notice of the awarding of the contract be published
in a newspaper of general circulation in the municipality.
NOW, THEREFORE, BE IT RESOLVED
by the Township Committee of theTownship of North Hanover that is does hereby approve of the awarding of the aforesaid
Professional Services contract and the Mayor and Township Clerk are authorized to execute a
contract, in a form legally acceptable to the Township Attorney, between the Township of North

the Township Committee of North Hanover Township authorized acontract with Thor Construction Group, LLC, 39 Girard Avenue, West Long Branch, New Jersey
07764, in the amount of $95,154.00, for the Schoolhouse Road Park Improvements; and
WHEREAS
, the Township Engineer recommended that Change Order # 1 whichincreases the contract amount by $4,388.00 to reflect an adjustment of the actual construction
quantities; and
NOW THEREFORE BE IT RESOLVED
by the Township Committee of NorthHanover Township, County of Burlington, State of New Jersey:
1. Change Order Number 1, in the amount of $4,388.00 is hereby approved to
amend the contract with Thor Construction Group LLC. to a final contract amount

WHERAS,
Environmental Resolutions Inc. has submitted a proposal dated January 13, 2017 forengineering services for the NJDOT FY 2015-2016 Municipal Aid Projects; and
WHEREAS,
it is the desire of the Township Committee to accept the proposal fromEnvironmental Resolutions Inc. Engineers for Improvements to Phase I of Jones Mill Road and Phase III
of Jacobstown-Arneytown Road, in an amount not to exceed $47,900.00; and
WHERAS,
funds are available to accept said proposal, as evidenced by the attached Certificationof Availability of Funds;
NOW, THEREFORE, BE IT RESOLVED,
by the Township of North Hanover that it doeshereby accept the proposal from Environmental Resolutions Inc. Engineers, in an amount not to exceed

DISCUSSION
•
Grass Cutting & Maintenance of Township Property and Recreation FieldsThere was discussion regarding the current contract and expiration. There was a general
consensus to extend and have resolution prepared for the next meeting.

BCJIF Elected Official SeminarClerk Picariello reviewed the class hosted by the BCJIF. There was a general consensus that
all would attend.

NJLOM Budgeting for the Elected Official trainingThere was a general consensus to allow Deputy Mayor DeBaecke and Committeeman Doyle
to attend.
TOWNSHIP COMMITTEE “COMMENTS”
Committeeman Kocubinski noted there are four openings on the Recreation Advisory
Committee. He noted those that have resigned served the Committee well. He also noted the
need for a future discussion to have a paid person for Community Events. Committeeman
Kocubinski discussed the funding of the Summer Recreation Program. He stated the 2018
program would have to reviewed in order to determine tuition for next year. He noted the
request in passing resolutions in support of the Pinelands against the Pipeline. He gave a brief
synopsis of the request. Attorney Roselli noted he would be reviewed the Resolutions presented.
Committeeman O’Donnell noted his attendance at the JVFC meeting and noted there would be
some Capital Improvement needs.
Committeeman Doyle noted his meeting with the Police Chief and there would be some Capital
Budget needs there also. He noted the contract negotiations were on-going.
Deputy Mayor DeBaecke noted residents’ concerns regarding the plowing of cul-de-sacs. He
stated he reached out to the contractor and they would be mindful. He noted this is difficult, on
occasion, for the contractor whose concern is not to damage anyone’s mailboxes. He also noted
the condition of the signs out front and was currently obtaining pricing.
Mayor DeLorenzo noted the area of North Hanover, in the Pinelands, is very small and
jurisdiction is under the base. He stated the farmers have needed the support of the residents. He
stated North Hanover is in need of the farmers to support the efforts of North Hanover opposing
the pipeline. He stated the Pipeline people are contacting the Farmers for lease agreements on
the land. He noted the snow removal job was well done.

OPEN PUBLIC COMMENT
Mayor DeLorenzo opened the meeting to the public.
Christine Germann – 66 Mary Street – Ms. Germann expressed her concerns regarding the
Pipeline Resolutions. She also noted the Municipal Pineland Council and the need to attend
these meetings. This Council can make recommendations to the Commission. Mayor
DeLorenzo stated he would consider.
Ralph Ruocco – Chesterfield- Arneytown Road – Mr. Ruocco expressed the need for a voice
regarding the Pinelands and to continue the fight. He thanked the Committee for the free rabies
clinic but noted it was congested. Clerk Picariello noted volunteers were welcome and Mr.
Ruocco expressed an interest.
Pat Wossell – 10 Crosswicks-Ellisdale Road – Ms. Wossel expressed her displeasure with the
conduct at the Reorganization meeting. Mayor DeLorenzo concurred and Committeeman
O’Donnell gave a brief explanation. She also expressed concerns over the mailing of the last
Newsletter. She directed concerns over the signage on Provinceline Road to the Township
Engineer and Engineer Hirsh stated he would look into. Ms. Wossell reiterated her concerns
regarding her 911 call incident in 2016. Committeeman Doyle gave a possible explanation and
stated he would gather information and report back.

Mr. Robert – owner Fireball Mountain – He stated he would like to see the Country Fair
comeback and noted the local business alliance would like to help. He would also like to
volunteer for the Recreation Advisory Committee. Deputy Mayor DeBaecke noted he would be
a great asset to the Recreation Advisory Committee.
Stan Waskewicz – 145 Cookstown-New Egypt Road – He noted he was a new resident and did
not realize there was a Country Fair and felt it would be great. He noted he has multiple contacts
with food venders and that he applied to the Recreation Committee.
Ralph Ruocco – Chesterfield-Arneytown Road – He also noted his displeasure with the conduct
at the Reorganization meeting. He noted the 911 cellular call is a serious issue and stated
something needs to be done. Committeeman Doyle he would do his best to get to the bottom of
it.
Al Dempster – Larrison Road – Mr. Dempster expressed concern over the 911 call. He stated
the 911 cell tax was going to the States general budget.

COUNTY OF BURLINGTON
AUTHORIZING A CLOSED SESSION MEETING
WHEREAS
, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C.404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS
, the Township Committee of North Hanover Township wishes to go into aclosed Executive Session and is of the opinion that such circumstances presently exist which
should not be discussed in public, and
WHEREAS
. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case
for the purpose of the Township Committee to discuss contract negotiations, litigation and
personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED
by Township Committee of North HanoverTownship that it will go into an Executive Session for the purpose of the Township Committee to
discuss 2015 Contract I Road Improvement Program Potential Litigation Matter, Potential
Contract Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED
that the results of such discussion may be revealed atsuch time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are
formally settled. Interested parties may contact the Township Clerk anytime during normal
business hours for periodic updates as to the availability in this regard.
