ENGINEER’S REPORT
Engineer Hirsh noted receipt of letter from NJDEP with regards to Stormwater Management. He
noted the Township was in compliance. He stated the park grant was being closed out. He
stated the NJDOT grant submission was not approved and the current project was nearing
completion. He noted plans will be ready for Provinceline in the next week or two. Deputy
Mayor DeBaecke inquired about the grant submission and Engineer Hirsh clarified.

RESOLUTION AUTHORIZING CHANGE ORDER #2 TO THOR
CONSTRUCTION GROUP, LLC RELATED TO THE SCHOOLHOUSE
ROAD PARK IMPROVEMENTS PROJECT
WHEREAS
, by Resolution 2016-144, the North Hanover Township Committee awardeda Contract to Thor Construction Group, LLC for the Schoolhouse Road Park Improvements, in
the amount of $95,154.00; and
WHEREAS
, the Township of North Hanover has funded the project through a grant inthe total amount of $105,000.00 from the 2014 and 2015 Burlington County Municipal Parks
Grant program; and
WHEREAS
, the Township previously approved Change Order #1 to reflect actualconstruction quantities and the addition of gutters and downspouts to the existing rest room
structure in the park and the repainting of the shuffleboard courts; and adjusted the Contract

price to $99,542.00;
WHEREAS
, the Township authorized the Contractor to perform further additional work,known as Change Order #2, which includes the relocation of a flag pole, monumentation and
related improvements in the amount of $5,300.00; and thereby adjusted the Contract price to
$104,842.00; and
WHEREAS
, the total changes to the project represent an increase to the originalContract price of 10% which is permitted under the Local Public Contracts Law, and the
Regulations promulgated pursuant thereto, and the Township Committee deems it appropriate to
authorize this Change Order, subject to and contingent upon compliance with the conditions set
forth below,
NOW, THEREFORE, BE IT RESOLVED
by the Township Committee of theTownship of North Hanover, County of Burlington, State of New Jersey that Change Order #2,
submitted by Thor Construction Group, LLC and reviewed and authorized by the Township
Engineer, is approved in the amount of $5,300.00 to be added to the contract.
BE IT FURTHER RESOLVED
that nothing herein contained shall be deemed a waiverby the Township of any claims it currently possesses, or may possess in the future, regarding this
Contract, the existing insurance policy, Performance and Payment Bond, and any other rights,
privileges or remedies otherwise available to it.

A RESOLUTION RELEASING THE PERFORMARNCE BOND FOR THE
SCHOOLHOUSE ROAD PARK IMPROVEMENT PROGRAM CONTRACT I AND
ACCEPTING MAINTENANCE BOND #BX01060MB
WHEREAS
, Environmental Resolutions Inc. Engineers has inspected the ThorConstruction Companies work with the Schoolhouse Road Park Improvement Program Contract
I in North Hanover Township, New Jersey; and
WHEREAS
, the Township's Engineer has determined that the condition of theimprovements is satisfactory; and
WHEREAS
, the Township's Engineer has determined that the condition of theimprovements is satisfactory, and with due regard to the passage of time; and
WHEREAS
, it is the recommendation of the Township’s Engineer that the Township ofNorth Hanover release the Bondex Insurance Company of Performance Surety Bond #BX01060
, in the amount of Ninety-Five Thousand One Hundred Fifty-Four Dollars and 00/100 cents
($95,154.00) and accept the Bondex Insurance Company two (2) year Maintenance Bond
#BX01060MB in the amount of Fifteen Thousand Seven Hundred Twenty-Six Dollars and

30/100 cents ($15,726.30), provided that the release of the Performance Bond is contingent upon
the payment of all outstanding escrow invoices.
WHEREAS
, it is the intention of the Township Committee and in the best interest of theTownship of North Hanover to release the Performance Bond and accept a two year Maintenance
Bond in the amount referenced herein, contingent upon the payment of all outstanding escrow
invoices, in accordance with the Township Engineer’s recommendations.
NOW THEREFORE, BE IT RESOLVED,
by the Township Committee of theTownship of North Hanover, that the performance bond #BX01060 be released for the
Schoolhouse Road Park Improvement Program Contract I described above and accept a two (2)
year maintenance bond of $15,726.30 as well.
BE IT FURTHER RESOLVED,
that copies of this resolution shall be provided to theFinance Director, the Township Engineer, and Thor Construction Company for their information
and attention.

XUPDATES FROM THE TAX ASSESSOR
Tax Assessor, Don Kosul, gave an overview of the current pending tax appeals. He discussed
the Ratio and gave an explanation. He also gave a history of the Town’s ratables.
DISCUSSION
•
Clean Communities ProjectsDeputy Mayor DeBaecke noted the fall leaf clean-up is being planned and stated it was being
funded through the grant. He noted 8 new trash/recycles containers are being purchased for
Municipal grounds and the park. The goal is to increase tonnage. Mayor DeLorenzo
inquired with Clerk Picariello about clean-up day. Clerk Picariello noted it is being
scheduled however; electronic recycling would not be part of the day due to various reasons.
TOWNSHIP COMMITTEE “COMMENTS”
Committeeman Kocubinski noted the Memorial Day parade and ceremony went well and thank
the recreation advisory committee and emergency services.
Deputy Mayor DeBaecke discussed his attendance at the base wreath ceremony and the
cemetery. He stated our program was great. He reported the award from the New Jersey
Asphalt Paving Association. He accepted the award on behalf of North Hanover. He also noted
concern with Jones Mill Road. He discussed having a weight limit. He would like to meet with
the school concerning their construction. There was a brief discussion and a general consensus
to evaluate all the roads, introduce one ordinance and have Deputy Mayor DeBaecke reach out to
the school and base. Attorney Roselli noted the base and school should be put on notice.
Mayor DeLorenzo expressed appreciation for the Fire Department for providing refreshments
after the Memorial Day ceremony. He stated the program was great.

AUTHORIZING A CLOSED SESSION MEETING
WHEREAS
, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C.404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS
, the Township Committee of North Hanover Township wishes to go into aclosed Executive Session and is of the opinion that such circumstances presently exist which
should not be discussed in public, and
WHEREAS
. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case
for the purpose of the Township Committee to discuss contract negotiations, litigation and
personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED
by Township Committee of North HanoverTownship that it will go into an Executive Session for the purpose of the Township Committee to
discuss Provinceline Road/Plumsted Township Contract Matter, Contract Matters, Litigation and
Personnel matters.
BE IT FURTHER RESOLVED
that the results of such discussion may be revealed atsuch time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are
formally settled. Interested parties may contact the Township Clerk anytime during normal
business hours for periodic updates as to the availability in this regard.
