those having requested same and posted on the Township bulletin board
located in the foyer of the municipal building”.

Major General John R. Gordy II, Commander USAF New
Year’s Reception – Clerk Picariello reviewed the invitation.
Committeeman Doyle and Committeeman Kocubinski would attend from
6:30 until 8:00 pm. The
other Committee members would review the schedules and get back to the
Clerk.
2.
State of New Jersey NJDOT 2020 award – Clerk
Picariello noted North Hanover Township was awarded the grant for
$240,000.00. The Township
Committee expressed pleasure in the award.
ENGINEER’S REPORT
Engineer Hirsh reported the FY2016 Parks grant project would commence
after the New Year. He
stated he was still awaiting the FY2019 park grant award from Burlington
County. He noted with
regards to the FY2015/2016 NJDOT, that the project was complete and will
file final documents with the NJDOT in January.
He stated the FY2018 NJDOT project was issued an updated punch
list and he was awaiting a schedule.
He stated the underdrain has been installed at 22
Crosswicks-Ellisdale Road.

OPENING PERMIT
WHEREAS,
Al
Davis of Public Service Electric & Gas Co., hereinafter referred to as
“PSEG”, has submitted an application for a Street Opening Permit for 170
Orr Road; and
WHEREAS,
pursuant to Chapter 12 the Township Engineer, Joseph Hirsh of
Environmental Resolutions Inc. has reviewed said application and
recommends approval by the Township Committee;
and
WHEREAS,
pursuant to Chapter 19 “Fees” a fee of $50 is required prior to the
issuance of a Street Excavation Permit.
NOW, THEREFORE, BE IT RESOLVED
by the Township Committee of
the Township of North Hanover that the application for a Street
Excavation Permit to PSEG for the location known as

Resolution Approving Mobile Home License Renewals
RESOLUTION 2019-140
TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
RESOLUTION APPROVING MOBILE
HOME LICENSE RENEWALS
WHEREAS, pursuant to Chapter 4-040 of the Revised General
Ordinance of the Township, the Township Committee has the authority to
either issue a mobile home license or issue the license on conditions or
deny the license; and
WHEREAS, the Mobile Home Inspector has checked the
applications and ascertained that the requirements of Chapter 4-040 have
been met;
NOW THEREFORE BE IT RESOLVED, by the Township Committee of
the Township of North Hanover, County of Burlington, that in accordance
with Chapter 4-040 and based upon the Mobile Home Inspector’s
certification, the governing body authorizes the following Mobile Home
Parks and Mobile Homes Outside Mobile Home Parks to be issued a Mobile
Home License Renewal for the year 2019:

RABIES CLINIC
WHEREAS,
there is a need for temporary office help in the Municipal Clerk’s
Office to assist with the 2020 Annual Free Rabies Clinic;
and
WHEREAS,
the Mayor and Township Committee desire to hire up to three (3) persons
to work temporarily to track said data entry, to assist the veterinarian
and to issue dog licenses during the duration of the clinic.
NOW, THEREFORE, BE IT RESOLVED
by the Township Committee of
the Township of North Hanover the following:
1)
That up to three (3) persons be hired to work temporarily in the
Municipal Clerk’s Office for a period not to exceed 2 hours on Saturday,
January 11, 2020 from 9:00 a.m. to 11:00 a.m.

That the salary for said persons will be as follows:

RESOLUTION ACCEPTING QUOTE FROM ROAD SAFETY SYSTEMS FOR MEANY ROAD
GUARDRAIL REPAIR IN THE TOWNSHIP OF NORTH HANOVER
WHEREAS,
the Township of North Hanover desires to make various drainage
improvements within North Hanover Township; and
WHEREAS,
N.J.S.A. 40A:11-6.1, authorizes the solicitation of quotations, if
practicable; and
WHEREAS,
the Township Engineer has reviewed the quotes received and recommends
the lowest quote submitted by Road Safety Systems; and
WHEREAS,
the Township of North Hanover has sufficient funding in place as
evidenced by the Chief Financial Officers certification of the
availability of funds.
NOW THEREFORE, BE IT RESOLVED
by the Township Committee of the Township of North Hanover, County of
Burlington County, State of New Jersey hereby accepts the quote by Road
Safety Systems, for Meany Road guardrail repair in an amount of
$5,999.00.

that the Chief Financial Officer is hereby authorized to issue said
purchase order aforesaid on behalf of the Township.

RESOLUTION AUTHORIZING BUDGET
TRANSFERS FOR THE 2019 BUDGET
WHEREAS
N.J.S.A. 40A:4-58 states: "Should it become necessary, during the last 2
months of the fiscal year, to expend for any of the purposes specified
in the budget an amount in excess of the respective sums appropriated
therefor and there shall be an excess in any appropriations over and
above the amount deemed to be necessary to fulfill the purpose of such
appropriation, the governing body may, by resolution setting forth the
facts, adopted by not less than 2/3 vote of the full membership thereof,
transfer
the amount of such excess to those appropriations deemed to be
insufficient"; and
WHEREAS the Chief
Financial Officer has recommended that the attached list of transfers,
being in compliance with N.J.S.A. 40A:4-58, be made.
NOW
THEREFORE BE IT RESOLVED by the Township Committee of the Township
of North Hanover, County of Burlington, (not less than 2/3 of the full
membership concurring affirmatively) that the 2019 budget transfers be
made a permanent part of this resolution, are hereby made and approved.

DISCUSSION
·
NBIAA fee increase – The Township Committee
revisited this issue. After
discussion, there was a general consensus to leave baseball as is and
absorb the cost for now. It
was noted this would be addressed during the budget process.
TOWNSHIP COMMITTEE “COMMENTS”
Committeeman Kocubinski stated the Recreation Advisory Committee did a
great job all year and expressed his appreciation.
He wished everyone a Merry Christmas and a Happy New Year.
Committeeman Doyle noted the Police Departments 9th annual
toy drive. He expressed
appreciation for all employees and thanked the residents for their
trust. He also wished
everyone a Merry Christmas.
Committeeman DeLorenzo congratulated the newly elected Fire Chief,
Robert Gancarz. He wished
everyone a Happy and Healthy New Year.
Committeeman O’Donnell noted his attendance at the last two JVFC
meetings. He congratulated
the new Chief and new President.
He expressed his appreciation.
Mayor DeBaecke noted the toy drive was a great event.
He noted it was a very busy year and noted the successful tree
lighting ceremony. He
thanked the Fire Department for their service.
He noted the Senior Christmas luncheon.
He stated the rabies clinic would be held on January 11th.
He wished everyone a Merry Christmas and a Happy New Year.

Robert Gancarz – JVFC Chief elect – He expressed appreciation to the
Township Committee for the power stretchers that are in service.
He noted the Santa operation was a success and there were 7
candidates enrolled in Fire 1 and two were graduating from EMT school.
JP West – Provinceline Road – JP was attending the meeting tonight in
pursuit of his merit badge.
He noted his attendance at the Township and School board meetings for
community service.

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public
Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the
exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township
Committee of North Hanover Township wishes to go into a closed Executive
Session and is of the opinion that such circumstances presently exist
which should not be discussed in public, and
WHEREAS. the Open
Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.
10:4-12 permits the Township Committee to discuss certain
matter(s) in private, and in this case for the purpose of the Township
Committee to discuss contract negotiations, litigation and personnel
matters in this regard.
NOW,
THEREFORE, BE IT RESOLVED by Township Committee of North Hanover
Township that it will go into an Executive Session for the purpose of
the Township Committee to discuss FOP 114 Contract Matters, Litigation
and Personnel matters.

that the results of such discussion may be revealed at such time as the
matter(s) are resolved and/or a contract(s) is signed and/or the
