CALL TO ORDER Mayor DeBaecke called the meeting to order at 7:00 p.m

Mayor DeBaecke noted Committee DeLorenzo had a family emergency this evening.
SUNSHINE STATEMENT: “The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building”.

REVIEW OF CORRESPONDENCE

NJDEP Green Acres Program – Clerk Picariello noted
that various funding programs were currently accepting applications.
The grants were reviewed and none were applicable.

NJ Pinelands Commission – Clerk Picariello noted
that the Pinelands reviewed Ordinance 2018-04 and noted there were no
issues with respect to the CMP standards.
ENGINEER’S REPORT Engineer Hirsh stated the Park Grant reimbursement will be submitted shortly. The NJDOT FY 15/16 grant project was awaiting weather to start work. The FY 2018 NJDOT grant spec/plans were waiting for NJDOT approval. He noted the FY2019 awards have not been announced. He stated work would begin shortly on the Meany Road storm line cleaning.

Mayor DeBaecke thanked the Court Administrator for providing the additional information in the monthly report. Mayor DeBaecke noted there was a substantial amount of monies owed. Attorney Roselli noted we should seek additional information with regards to the length of the receivable and discussed various options for collection. He noted a breakdown of the outstanding funds needs to be provided. Committeeman Doyle inquired about FTA warrants being issued and Attorney Roselli stated that should be done.

time there arises the need for the Summer Recreation Camp Director to
make purchases for the Summer Recreation Camp Program; and

at times said purchases necessitate a need to be purchased in advance of
a Township Committee meeting in which approval for said purchases would
be typically granted;

WHEREAS, N.J.S.A. Title 40 and Title 40A provide for the
Appointment of Certain Officers, Appointees, and Employees to be
appointed in Township Positions to carry out the lawful duties and
responsibilities of the Township; and
WHEREAS, the Recreation Advisory Committee has vacancies
created by resignations of individuals or by term expirations; and
WHEREAS, it is the desire of the North Hanover Township
Committee to fill the vacancies
NOW THEREFORE BE IT RESOLVED, that the following Officers,
Appointees, and Employees are hereby appointed for their respective
terms, as follows:

RESOLUTION AUTHORIZING REFUND OF OVERPAYMENT OF TAXES
BE IT RESOLVED, by the Township Committee of the Township of North Hanover that, as requested by the Tax Collector, it hereby authorizes a refund of overpayment of 2018 taxes, in the amount of $1,175.66 to Goodnear Grouser, for Block 301 Lot 4.03 commonly known as 126 Chesterfield-Arneytown Road.
BE IT RESOLVED, by the Township Committee of the Township of North Hanover that, as requested by the Tax Collector, it hereby authorized a refund of overpayment of 2018 taxes, in the amount of $2,357.36 to CoreLogic Tax Services, for Block 610 Lot 7.16, commonly known as 19 Carlyle Drive.

FROM ACCLAIM ASSET INVENTORY, LLC FOR FIXED ASSET VALUATION
WHERAS,
Technical
Accounting Directive 85-2 requires municipalities to establish an asset
inventory system and the record of fixed assets be updated on an annual
basis; and
WHEREAS, Acclaim Inventory, LLC has submitted a proposal
and is qualified to perform said inventory of fixed assets; and
WHEREAS, it is the desire of the Township Committee to
accept the proposal from Acclaim Asset Inventory, LLC, in an amount not
to exceed $2,800.00; and
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee
of the Township of North Hanover that it does hereby accept the proposal
from Acclaim Asset Inventory, LLC, 8 Hamilton Avenue, Edison, NJ 08820,

FROM MOBILE DREDGING AND VIDEO PIPE FOR STORM LINE CLEANING
WHERAS,
the Township
of North Hanover has a need to acquire management and service of
Stormwater Line Cleaning at various locations within the Township of
North Hanover; and
WHEREAS, Mobile Dredging and Video Pipe Inc. has submitted
a proposal and is qualified to perform said storm line cleaning; and
WHEREAS, it is the desire of the Township Committee to
accept the proposal from Mobile Dredging and Video, in an amount not to
exceed $2,000.00; and
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee
of the Township of North Hanover that it does hereby accept the proposal
from Mobile Dredging and Video Pipe Inc. 1566 Harding Highway, Newfield,
NJ 08344, in an amount not to exceed $2,000.00 for the purpose of
conducting a Storm Line Cleaning.
2019-34 Resolution Approving of Maintenance of Website for North Hanover Township

WEBSITE FOR NORTH HANOVER TOWNSHIP
WHEREAS,
the North
Hanover Township Committee has determined a need for the maintenance of
the website for North Hanover Township;
and
WHEREAS, Christine
Webster has agreed to maintain the North Hanover Township website for
the year 2019 for the cost of $5,200; and
WHEREAS, it was the
unanimous consensus of the Township Committee to retain Christine
Webster to maintain the North Hanover Township website for the year
2019, in the amount of $5,200; and
NOW THEREFORE, BE IT RESOLVED by the Township Committee of
the Township of North Hanover, County of Burlington, State of New
Jersey, that the Township Committee hereby agree to retain Christine
Webster for the maintenance of the North Hanover Township website for
the year 2019 in the amount of $5,200.00; and
BE IT FURTHER RESOLVED that a certified copy of the
executed agreement be transmitted to Christine Webster and the Chief
Financial Officer of North Hanover Township.
2019-35 Resolution Authorizing Township Clerk to Execute the Annual Dog License Maintenance Agreement for the Munidex System

AUTHORIZING TOWNSHIP CLERK TO EXECUTE THE ANNUAL DOG LICENSE MAINTENANCE
AGREEMENT FOR THE MUNIDEX SYSTEM
WHEREAS, the Township Clerk’s Office manages the annual
dog licensing utilizing software called Munidex; and
WHEREAS, each year
the software company called Munidex, Inc. requires an annual maintenance
agreement be executed to oversee said software;
NOW THEREFORE BE IT RESOLVED, by the Township Committee of
the Township of North Hanover, County of Burlington, State of New
Jersey, that the Township Clerk is authorized by the Township Committee
to sign the form document submitted by Munidex Inc. in order to
accomplish the necessary maintenance of our municipal dog licensing for
the 2019 calendar year.
DISCUSSION
· Grass Cutting & Maintenance of Township Property and Recreation Fields Bid The rebid was discussed. Clerk Picariello was directed to forward the current specs to Committee members via email. Any changes would be directed to Attorney Roselli and he would move forward with preparing the bid packet.
· BCJIF Elected Official Seminar All Committee members would attend the March 21st session.

Roads and Grounds Service and Supervision
Contract Clerk Picariello reviewed the new inspections required by the NJDEP Tier B permit. There was a general consensus to extend with the allowable increase.

Nexamp Solar Power Mayor DeBaecke reviewed the request for Solar Power at the Waste Facility and hopes to gain revenue from the project. There were various discussions regarding the request. There was a general consensus to have Attorney Roselli and Engineer Hirsh gather information and further discussion would take place at a later date.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocubinski stated recreation reorganization was held and there is one vacancy. Clerk Picariello noted there was interest expressed by Chris Kucowski and his application should be in process. Committeeman Kocubinski noted he had some concerns regarding summer recreation and would be meeting with Attorney Roselli to discuss.
Committeeman Doyle offered prayers to Committeeman DeLorenzo and his family.
Mayor DeBaecke offered prayers to former Mayor James Durr and Committeeman DeLorenzo. He noted the drainage issues on Meany Road and stated it has been being worked on but that government rules needed to be followed to correct the issue.
Attorney Roselli noted the PPA filed a complaint in Superior Court seeking to void the adoption of the Burlington County Freeholders resolution relating to the pipeline.
