REVIEW OF CORRESPONDENCE

JBMDL invite to “Change of Command” Event – Clerk
Picariello informed the Committee about the July 26th event.
Mayor DeBeacke, Committeeman DeLorenzo, were unavailable.
Deputy Mayor O’Donnell, Committeeman Doyle and Committeeman
Kocubinski would get back to Clerk Picariello after checking their
schedules.
2.
American Red Cross Certificate of Recognition
–presented to North Hanover Township for the blood drive run by resident
Darlene Morrow. Mayor
DeBaecke expressed his appreciation.
3.
JVFC award from National Volunteer Fire Council &
MSA Globe Gear Giveaway program – Deputy Chief Gancarz applied for
turn-out gear grant. He was
informed the JVFC was selected to receive four sets of turn-out gear
valued at approximately $12,000.
The Township Committee expressed appreciation.
ENGINEER’S REPORT
Engineer Hirsh reported the FY2016 Parks grant project work was complete
but that the urinal complaint would have to be looked at.
Committeeman Kocubinski inquired about the remaining funds.
The intention was to improve the field in the green acres park
Engineer Hirsh would seek quotes and prepare scope of work.
He stated the pre-construction meeting for Schoolhouse Road would
be Tuesday at 1 pm. The
FY2019 NJDOT is awaiting approval to bid.
The FY2020 NJDOT application will be sent in tomorrow.
He discussed a few drainage issues.
Mayor DeBaecke informed Engineer Hirsh that a light is out at the
park. Engineer Hirsh stated
he will reach out to the contractor.

BE IT RESOLVED, by the Township Committee of the Township of North Hanover that, as requested by the Tax Collector, it hereby authorizes a refund of overpayment of 2019 taxes, in the amount of $1,282.68 to Fort, Beverlee, for Block 101 Lot 31 commonly known as 273 Stewart Road.

Resolution Approving Blue Light Permit Application

APPROVAL OF BLUE LIGHT PERMIT APPLICATION
WHEREAS, pursuant to N.J.A.C. 13:24-5 ET Seq. an applicant for permit authorizing the use of blue emergency warning lights may be considered eligible only if the applicant is an active member in good standing of a volunteer fire company, first aid or rescue squad, or a county or municipal Office of Emergency Management volunteer whose official duties include responding to a fire or emergency call; and . WHEREAS, Robert Ford Jr. has met the qualification for a Blue Light Permit and it is the recommendation of the Fire Chief to approve this applicant for a Blue Light Permit.
NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover, County of Burlington, that in accordance with N.J.A.C. 13:24 et. seq. it hereby approve Robert Ford Jr. for a Blue Light Permit and hereby authorizes the Mayor to execute the Blue Light Permit Application.
BE IT FURTHER RESOLVED that a copy of this resolution be
forwarded to the Jacobstown Volunteer Fire Department Chief.

A RESOLUTION APPROVING PARTICIPATION WITH THE STATE OF NEW JERSEY SAFE
AND SECURE COMMUNITIES PROGRAM ADMINISTERED BY THE DIVISION OF CRIMINAL
JUSTICE, DEPARTMENT OF LAW AND PUBLIC SAFETY
WHEREAS, the North Hanover
Township Committee wishes to apply for funding for a project under the
Safe and Secure Communities Grant Program 19-0326 for the period of May
18, 2019 through May 17, 2020; and
WHEREAS, the
Committee of North Hanover Township has reviewed the accompanying
application and has approved said request; and
WHEREAS. the project
is a joint effort between the Department of Law and Public Safety and
North Hanover Township for the purpose described in the application.
NOW, THEREFORE, BE IT RESOLVED
by Township Committee of North Hanover Township that
1.
As a matter of
public policy North Hanover Township wishes to participate to the
fullest extent possible with the Department of Law and Public Safety.
2.
The Grant is to
be in the amount of $30,000.00, to which the Township of North Hanover
shall make a match of $30,000.00 for a total project cost of $60,000.00.
3.
The Division of
Criminal Justice shall be responsible for the receipt and review of the
applications for said funds.
4.
The Township of
North Hanover is hereby authorized to accept and does accept the sub
award of the grant funds; and
5.
The Township of
North Hanover accepts the grant funds for the specific purpose described
in the Grant Application

Resolution Appointing Part-Time Police Officers

WHEREAS, N.J.S.A. Title 40 and Title 40A provide for the Appointment of Certain Officers, Appointees, and Employees to be appointed in Township Positions to carry out the lawful duties and responsibilities of the Township; and
WHEREAS, the Township Salary Ordinance provides for the rate of Compensation, Salary, or Wages of Certain Officers, Appointees and Employees of said Township.
NOW THEREFORE BE IT RESOLVED, that the following Officers, Appointees, and Employees are hereby appointed for their respective terms, as follows:

BE IT RESOLVED, that the above named position will be compensated as per the Bargaining Agreement, Salary Ordinance and Salary Resolution.

RESOLUTION ACCEPTING QUOTE FROM JB LAWN AND LAND CARE FOR THE DRAINAGE
IMPROVEMENTS ON HANOVER DRIVE
WHEREAS,
the Township of North Hanover desires to make improvements to the
drainage on Hanover Drive located in North Hanover Township; and
WHEREAS,
N.J.S.A. 40A:11-6.1, authorizes the solicitation of quotations, if
practicable; and
WHEREAS,
the Township Engineer has reviewed the quotes received and recommends
the lowest quote submitted by JB Lawn and Land Care; and
WHEREAS,
the Township of North Hanover has sufficient funding in place as
evidenced by the Chief Financial Officers certification of the
availability of funds.
NOW THEREFORE, BE IT RESOLVED
by the Township Committee of the Township of North Hanover, County of
Burlington County, State of New Jersey hereby accepts the lowest quote
by JB Lawn and Land Care, for drainage improvements on Hanover Drive, in
the amount of $1,350.00.
BE IT FURTHER RESOLVED
that the Chief Financial Officer is hereby authorized to issue said
purchase order aforesaid on behalf of the Township.

BE IT FURTHER RESOLVED that a certified copy of this resolution be forwarded to the Chief Financial Officer.

TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocubinski stated the Recreation Advisory Committee was planning a town yard sale for September 28th. He noted they were going to sell items out of the snack stand to generate revenue. He will meet with CFO to discuss internal controls. Mayor DeBaecke noted there is no fire suppression system and no cooking is aloud. Committeeman Kocubinski inquired if signage could be placed on the fields to not use them due to on-going maintenance . Attorney Roselli noted the fields are owned by the School and no signs could be placed. Mayor DeBaecke noted he would not be in support of discouraging use of the fields. Committeeman Kocubinski noted the outstanding monies due from recreation sign-ups. Clerk Picariello noted this is old money that children were signed up and played without paying. Committeeman Kocubinski noted the sign-up by check option was a problem. Clerk Picariello noted a conversation with the Chair inquiring why these children are on the rosters without paying and noted Alexandra stated the system could be arranged not to accept new registrations without payment. Committeeman Kocubinski noted he would discuss ideas with the Chair.
Committeeman Doyle noted last week’s storm power restoration was pretty quick. He also expressed concern over the lighted stop-sign on Meany Road. Mayor DeBaecke stated the LED stop sign was installed. Committeeman Doyle stated he would take a look again but did not see it.
Committeeman DeLorenzo noted the change in hours for brush disposal, began July 1st.
Deputy Mayor O’Donnell thanked the JVFC for applying for the grant and saving taxpayer dollars.
Mayor DeBaecke noted the emergency responders for their work during recent storms. He stated JCPL’s response has been better along with their notifications. He stated August 13th the blood drive would be at the firehouse and thanked Ms. Morrow. He also expressed his appreciation for the grant application made by Deputy Chief Gancarz.

Mayor DeBaecke opened the meeting to the public.
Ms. Chmiel – 268 Schoolhouse Road – Inquired about the project on Schoolhouse Road. Engineer Hirsh noted paving.
Mr. Anthony Chmiel – 268 Schoolhouse Road – Expressed concern over the deer popper. He felt the Township Committee should reach out to Senator Thompson. Mayor DeBaecke stated he would and reviewed the steps that were taken and noted the Township has no jurisdiction. Attorney Roselli noted complaint could be filed with the State and it would require a change in the regulations of right to farm, which possibly could take years. Mayor DeBaecke noted we have worked hard on the issue and wishes there was more that could be done.
Chief Palombi – JVFC – Chief Palombi thanked the Committee for the support and noted the truck was being built next week. He noted the storm water runoff from the property on Meany Road. Mayor DeBaecke noted it was being worked on with the police department and suggested he contact Sergeant Duff.

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss NJNG Litigation Matter, Court personnel matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
