RESOLUTION 2019-78 TOWNSHIP OF NORTH HANOVER COUNTY OF BURLINGTON
RESOLUTION APPROVING 2019-2020 ALCOHOLIC BEVERAGE CONTROL LICENSES IN THE TOWNSHIP OF NORTH HANOVER, COUNTY OF BURLINGTON, STATE OF NEW JERSEY
WHEREAS, applications have heretofore been filed with the State of New Jersey, Division of Alcoholic Beverage Control to renew Alcoholic Beverage Licenses; and
WHEREAS, the Chief of Police has reviewed said applications and recommends renewal without reservation; and
WHEREAS, the applications appear to be in proper form, municipal fees have been paid and are subject to review and approval by the Division of Alcoholic Beverage Control;

NON-CONSENT AGENDA 2019-79 Resolution Approving the Public Display of Fireworks for the Township of North Hanover Family Night Celebration RESOLUTION 2019-79 TOWNSHIP OF NORTH HANOVER COUNTY OF BURLINGTON
APPROVING THE PUBLIC DISPLAY OF FIREWORKS FOR THE TOWNSHIP OF NORTH HANOVER FAMILY NIGHT CELEBRATION
WHEREAS, it is the desire of the Township of North Hanover to approve the public display of fireworks for the North Hanover Family Night Celebration; and
WHEREAS, a proposal was submitted to the North Hanover Township Committee for consideration; and
WHEREAS, the North Hanover Township Committee desires to accept the proposal from Advanced Pyrotechnics, in the amount of $4,500.00; and
WHEREAS, after authorization is approved, the Fire Official will then be able to issue a permit for the public display of fireworks.
NOW THEREFORE BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey, that approval is granted for the public display of fireworks for the North Hanover Family Nigh Celebration to be held on Friday, October 4, 2019, with a rain date of Saturday, October 5, 2019.
BE IT FURTHER RESOLVED that the Fire Official is hereby requested to issue a permit pursuant to N.J.A.C. 5:18-2.7.
2019-80 Resolution Appointing Municipal Court Prosecutor RESOLUTION 2019-80 TOWNSHIP OF NORTH HANOVER COUNTY OF BURLINGTON
RESOLUTION APPOINTING MUNICIPAL COURT PROSECUTOR
WHEREAS on October 12, 2018, the Township of North Hanover published a notice for the solicitation of proposals for Professional Services Agreements for various professionals to be appointed by the Township Committee; and
WHEREAS the proposals were solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et. seq.; and
WHEREAS, effective June 14, 2019, the appointed Prosecutor, Stephen Wenger, has resigned his position, therefore, the alternate submittal would be considered; and
WHEREAS after receiving said proposals, and after review, the Township Committee desires to award the following Professional Service Agreement effective June 14, 2019 through December 31, 2019:

NOW THEREFORE BE IT RESOLVED by the Members of the North Hanover Township Committee, Burlington County, State of New Jersey, that the above named appointment is being awarded through the Fair and Open Process for the remainder of calendar year 2019 and the Mayor and Municipal Clerk are hereby authorized and directed to execute professional service contracts:
BE IT FURTHER RESOLVED that the above professional appointments shall be subject to fee schedules approved by the Members of the North Hanover Township Committee; and
BE IT FURTHER RESOLVED that the required “Notice of Contract Awards” shall be published in the legal newspaper as required by law within ten (10) days of its passage.
ISCUSSION
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocubinski
noted baseball field issues. He suggested consideration to hire someone
maybe in conjunction with the School. Mayor DeBaecke noted he had
discussions with the Chair and something would be done. He stated it
would have to be looked into and was grateful that the school allows our
use of the fields. Committeeman Kocubinski noted there was a request to
have a storage shed for the coaches. Mayor DeBaecke noted the storage
shed needs to be cleaned out and was concerned the School would not
allow it to be placed on the fields. Committeeman Kocubinski noted the
successful Memorial Day Parade. He stated a town wide yard sale was
being planned and the Trunk or Treat was in its early stages. Committeeman Doyle stated the Memorial Day parade and ceremonies were excellent. He expressed remembrance of D-DAY and stated they all deserve thanks. Committeeman DeLorenzo
expressed the same sentiments as Committeeman Doyle. He also stated the
Presidential speech on D-Day was a nice speech. Mayor DeBaecke noted
D-Day was a time to remember. He stated he attended several Memorial Day
events and expressed appreciation for all that served. He thanked
Courtney and Alex for their hard work preparing the parade and stated
the firehouse lunch was well planned and attended. He also reported of
the bank merger of Beneficial with the Bank of Princeton, the Township’s
depository. He stated Joe Green, Treasurer was successful in getting the
fee’s cut in half. PUBLIC PARTICIPATION Questions, comments or
statements from members of the public in attendance. Mayor DeBaecke opened
the meeting to the public. Mr. Pat Miller – 62
Defense Access Road - Mr. Miller inquired if the Township Committee
would have an issue if his friend, Bill Allison, has the same type
business he has. Clerk Picariello noted they would need to discuss with
zoning first and if there were no issues they could move forward with a
Mercantile license. Committeeman DeLorenzo inquired if Mr. Miller
currently had a license and he stated yes. Clerk Picariello reviewed the
Mercantile process. Mr. Bill Allison –
Juliustown – He stated he was currently operating a business in
Juliustown. Mayor DeBaecke stated he would enjoy North Hanover. Mr. Pat Miller then
inquired about a letter he received regarding a trailer on his property.
He stated he was not living in it. Clerk Picariello noted that was a

EXECUTIVE SESSION RESOLUTION 2019-81 Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12; Personnel, Contract Negotiation and Litigation matters RESOLUTION 2019-81 TOWNSHIP OF NORTH HANOVER COUNTY OF BURLINGTON
AUTHORIZING A CLOSED SESSION MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss NJNG Litigation Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
