OF ECONOMIC DEVELOPMENT SMALL BUSINESS LOAN PROGRAM PRESENTATION
Mr. David Wyche and Mr. Mark Krasson of the Burlington County Economic
Development office gave a presentation of the loan program for small
business. They also noted
they fall under the Bridge Commission.
They also gave an overview of the other services offered to
Municipalities at no charge.
Mayor DeBaecke thanked Mr. Wyche for his attendance and educating
the Committee on this program.

Tax Collector Memorandum of Uncollectible Taxes –
Clerk/Collector Picariello reported there are no uncollectible taxes for
2018.
ENGINEER’S REPORT Engineer Hirsh stated the NJDEP stormwater report was submitted on May 1st. He reported the FY2016 Park Grant quotations will be in by May 7th, for bathroom renovations. He stated the FY2018 NJDOT grant bids were received and the low bidder was Earle Asphalt. He noted the closes out documents for Provinceline were sent to the Township Clerk today. He also reported he is awaiting a quote to create a swale on Hanover Drive to assist in the resident’s complaint.

SECTION 5. This Ordinance shall take effect after its final passage and publication according to law and shall be effective as of January 1, 2019 or date of hire or appointment if after January 1, 2019.

DISCUSSION Clerk Picariello noted an addition to discussion. She noted there was some old funding available for improvements to the Municipal Building. She stated carpet in the Construction area and Police Secretary area were in need of replacement. There was a quote received from the contractor who installed in the Senior Center. There was a general consensus to move forward.
Clerk Picariello also noted that Congressman Kim requested the use of the Community Center to conduct a town hall meeting. She noted Attorney Roselli stated that he should be treated as any other resident renting the facility and it was not a non-profit. The Committee agreed.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocbinski noted the rescheduled Egg Hunt went well and thanked Casey Noble and the Recreation Advisory Committee. He was pleased watching the Children enjoy themselves. He noted Memorial Day was being planned. Clerk Picariello noted she was assisting in getting the Base Commander to participate. She noted Alexandra was having difficulty. Committee Kocubinski noted the request was sent in March.
Committeeman DeLorenzo expressed concern over the stop signage on Meany Road. Mayor DeBeacke noted he was already working on that and a flashing stop sign was being ordered. He noted there would now be multiple layers of safety and hoped it would be helpful.
Deputy Mayor O’Donnell noted the JVFC has been busy the last few weeks. He noted a few fires and accidents. He thanked them for their service.
Mayor DeBaecke also acknowledges the JVFC and EMS. He was pleased the Easter Egg hunt worked out and looking forward to Memorial Day Ceremonies.

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Housing Rehabilitation Program Contract Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
