CALL TO ORDER               Mayor DeBaecke called the meeting to order at 7:00 p.m.

SUNSHINE STATEMENT:         “The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building”.

Mayor DeBaecke opened the meeting to the public. There were no public comments this evening.

REVIEW OF CORRESPONDENCE

Clerk Picariello noted an addition this evening.  JCPL has notified North Hanover Township that their contractors will be performing enhanced line clearance tree trimming on or about January 2nd.

 

ENGINEER’S REPORT

Engineer Hirsh was not present this evening but had submitted a written report.  It was noted that with regards to the FY2016 Municipal Parks program that we were awaiting a schedule from Thor Construction for improvements to the lower baseball field.  The FY2019 Park Grant was awaiting the awards.  The FY2015/2016 NJDOT project was completed and we were awaiting NJDOT status update.  The FY2018 NJDOT project paving punch list was complete and we were awaiting a schedule for a few minor items.  The FY2020 NJDOT application was awaiting awards.  The miscellaneous drainage improvement project was scheduled to begin November 7th.

OF JOHN WALDIS JR.

 

BE IT RESOVLED, by the Township Committee of the Township of North Hanover that we hereby accept the resignation of John Waldis Jr. as a Part-Time Police Officer for the Township of North Hanover effective November 18, 2019.

 

BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to the following:

2019-132         Resolution Awarding Bid and Contract for Snow Removal for the Township of North Hanover

RESOLUTION 2019-132

TOWNSHIP OF NORTH HANOVER

COUNTY OF BURLINGTON

 

RESOLUTION AWARDING BID AND CONTRACT FOR SNOW REMOVAL

 FOR THE TOWNSHIP OF NORTH HANOVER

 

WHEREAS, the Township of North Hanover issued a Notice to Bidders for purposes of receiving sealed bids for snow removal services for North Hanover Township in accordance with the Specifications, Proposal and Contract Documents and the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; and

 

WHEREAS, on October 30, 2019, the apparent low bidder’s bid was received as follows:

                                                            $200.00 hourly rate for Tractors

WHEREAS, all bids received were reviewed by the appropriate Township Officials and was found by the Township to be completely responsive and the lowest responsible bidder; and

 

WHEREAS, the Chief Financial Officer has certified that funds are available, which is attached hereto and made a part of this resolution; and

 

NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington County, State of New Jersey that an award is hereby issued to A Cut Above the Rest, located at 837 Route 524, Allentown, NJ 08501 in the amount as indicated above for the snow removal of the North Hanover Township as set forth in the bid specifications issued by the Township of North Hanover.

 

BE IT FURTHER RESOLVED that the Mayor and Township Clerk are hereby authorized to sign a contract with A Cut Above the Rest on behalf of the Township for the purposes set forth herein.

DISCUSSION

·        Hanover Square Entrance Sign – Mayor reviewed the resident complaint.  He noted there are no other entrance signs in Town.  He noted the zoning officer looked at it.  He believes it is on the property of the adjacent owner after reviewing plans.  Attorney Roselli stated it would be the owner’s responsibility or if the Town wants to remove they would need the property owner’s permission, in writing.

 

·        Troop 22071 take action project – Clerk Picariello noted she was contacted by Troop 22071.  They would like to do a service project of a free library.  After discussion, the Township Committee approved this at the Bowers Building.  Clerk Picariello would notify them.  Mayor DeBaecke noted he would assist as it gets closer.

 

TOWNSHIP COMMITTEE “COMMENTS”

Committeeman Kocubinski noted the recreation meeting.  The soccer banquet will be held November 18th.  He stated the trunk or treat was a success.  He stated the tree lighting will be held December 6th.  He also stated the NBIAA was looking to increase fees again for all sports and it would begin with baseball.

 

Committeeman Doyle expressed appreciation for the poll workers who worked the elections.

 

Committeeman DeLorenzo noted the light out at the Waste Facility and he would contact JCPL.

 

Deputy Mayor O’Donnell thanked Officer Waldis for his service to the Township.  He noted his loyalty as an employee of the Township.

 

Mayor DeBaecke thanked the voters for his re-election and looks forward to serving.  He stated the tree lighting is December 6th.  He thanked Officer Waldis for his service.  He noted the up-coming Veteran Holiday.

2019-133         Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12; Brush Removal Contract Matter, Roads and Grounds Contract Matter, Court Personnel Matter, Personnel Matters, Contract Negotiation and Litigation matters

 

RESOLUTION 2019-133

TOWNSHIP OF NORTH HANOVER

COUNTY OF BURLINGTON

AUTHORIZING A CLOSED SESSION MEETING

 

WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and

 

            WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and

 

            WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.  10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.

 

NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Brush Removal Contract, Roads and Grounds Contract, Court Personnel Matter, Contract Matters, Litigation and Personnel matters.

 

            BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
