CALL TO ORDER Mayor DeBaecke called the meeting to order at 7:00 p.m.

SUNSHINE STATEMENT: “The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building”.
PUBLIC COMMENT AS IT RELATES TO AGENDA ITEMS Mayor DeBaecke opened the meeting to the public. There were no public comments this evening.

Note of Thanks from John Schoch – Mr. Schoch
expressed his appreciation for the sentiments at the death of his
mother.

The BCJIF announced a dividend disbursement to
North Hanover Township as a result of positive performance in the
insurance fund.

Ms. Nancy Morrow, Senior Club President
expressed an interest of obtaining a Pickle Ball Court for park
improvements. Mayor
DeBaecke noted this would be looked into with future grant applications
as this years application was already submitted.
He also offered suggestions for an area within the Park.
It was also noted if there was funding left over from the current
grant this would be explored.
It was noted in Chesterfield Township they converted a tennis
court to also allow for pickle ball.
ENGINEER’S REPORT
Engineer Hirsh reported the 2016 Park Grant was being finalized.
The 2019 Park Grant awards have not been issued yet.
He stated the FY2015/2016 NJDOT project was complete and awaiting
the NJDOT status update.
The FY 2018 NJDOT project was awaiting punch list items to be completed.
The FY2019 NJDOT project contracts were signed and he was setting
up a pre-construction meeting.
The 2020 NJDOT grant application was awaiting award.
Committeeman Doyle inquired about the stationary bike at the
park. He wanted to know if
an adjustable seat could be placed there.
Engineer Hirsh stated he would look into that.

RESOLUTION AUTHORIZING THE
MUNICIPAL CLERK TO EXECUTE AND DISTRIBUTE MERCANTILE APPLICATIONS AND
LICENSES FOR 2020
WHEREAS, pursuant to North Hanover Township Municipal Code Chapter 4:030 each business must obtain an annual license of which expires December 31st of the licensing year; and
WHEREAS, the Municipal Clerk is tasked with the maintenance, distribution and execution of all such business licenses for North Hanover Township pursuant to the provisions of Chapter 4:030 of the Municipal Code of North Hanover Township and with the consent of the Township Committee.
NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover that it hereby authorizes the Municipal Clerk to distribute the annual Mercantile License Applications and to then execute them based upon the provisions as set forth in Chapter 4:030 of the Municipal Code of North Hanover Township.

2019-129 Resolution Accepting Quote from Freiberger Excavating for Various Drainage Improvements in the Township of North Hanover

RESOLUTION ACCEPTING QUOTE FROM FREIBERGER EXCAVATING FOR VARIOUS
DRAINAGE IMPROVMENTS IN THE TOWNSHIP OF NORTH HANOVER
WHEREAS,
the Township of North Hanover desires to make various drainage
improvements within North Hanover Township; and
WHEREAS,
N.J.S.A. 40A:11-6.1, authorizes the solicitation of quotations, if
practicable; and
WHEREAS,
the Township Engineer has reviewed the quotes received and recommends
the lowest quote submitted by Freiberger Excavating; and
WHEREAS,
the Township of North Hanover has sufficient funding in place as
evidenced by the Chief Financial Officers certification of the
availability of funds.
NOW THEREFORE, BE IT RESOLVED
by the Township Committee of the Township of North Hanover, County of
Burlington County, State of New Jersey hereby accepts the lowest quote
by Freiberger Excavating, for various Drainage Improvements in an amount
of $15,000.00.
BE IT FURTHER RESOLVED
that the Chief Financial Officer is hereby authorized to issue said
purchase order aforesaid on behalf of the Township.
DISCUSSION
·
Best Practice Inventory – Clerk Picariello noted
the Inventory score was positive and no Stated Aid would be withheld.
·
2020 Reorganization Meeting - There was a
general consensus to conduct the meeting January 2nd at 7pm.
·
2020 Employee Appreciation Dinner – There was a
general consensus to book the same venue as last year.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocubinski elaborated on the Pickle Ball Court requests. He noted the movie night was very cold and windy. He stated it was historically held in September and it will be addressed at the next recreation meeting.
Committeeman Doyle had concerns over the weeds in the Tennis Court and the Basketball Court nets. Clerk Picariello noted the nets were ordered and would have buildings and grounds address the tennis courts.
Deputy Mayor O’Donnell noted he was pleased with the new fire command vehicle.
Mayor DeBaecke noted the Movie night and stated we were unprepared for the temperature. He stated the clean-up day was a success and very busy.

Mayor DeBaecke opened the meeting to the public.
Ms. Gerry Camille – Schoolhouse Road – Ms. Camille inquired if the blue line would be repainted on schoolhouse. Engineer Hirsh noted it was not in NJDOT guidelines and the last time it was a volunteer whom painted it.
Mr. Anthony Camille – Schoolhouse Road – He gave an update on his deer cannon complaint. He noted he went to mediation on September 27th at the Department of Agricultural. He stated he and Paula were threatened. He stated Paula had a stink bomb in her driveway and they called police. He stated the farmer said the cannon was working for him and the mediation was going nowhere. He provided PL 2019, Chapter 19 and hoped the Township Committee would adopt a resolution. Clerk Picariello noted Attorney Roselli discussed this at the last meeting and noted moving forward would not be prudent. She stated she would provide to Attorney Roselli to give his opinion.
Chief Ben Palombi – JVFC – Mr. Palombi thanked the Township Committee for their support in the purchase of the new command vehicle. He noted it would be around for a long while and put to good use. He also inquired about the Pipeline installation as it appears to be close. Mayor DeBaecke noted yes there will be meetings.

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
