MINUTES
October 3, 2019, 7:00 P.M.
CALL TO ORDER Mayor DeBaecke called the meeting to order at 7:00 p.m.

SUNSHINE STATEMENT: “The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building”.
COMMENTS OF MS. HELEN PAYNE,
SUPERINTENDENT NORTH HANOVER SCHOOL DISTRICT Ms. Payne gave an overview of the security measures that the police department put into place at the new school. She expressed appreciation to Chief Wells and the police department for all their hard work and the partnership with the District. She noted the written protocols, emergency procedures and security systems. She stated that due to the school being on a military base there were a lot of meetings that Chief Wells or designee always attended. She noted she was pleased to receive big town services from such a small town. She presented the Endeavor School Coin to the police department and Township Committee. Schoolboard members Sullivan and Morrow were present. Mr. Sullivan also thanked the police department for their cooperation. Mayor DeBaecke thanked Ms. Payne for the acknowledgement and thanked the Police Department.

ENGINEER’S REPORT Engineer Hirsh was not present this evening but had submitted a written report. Mayor DeBaecke reviewed the report for the Township Committee.

Resolution Accepting Quote from Thor Construction Group for the
Schoolhouse Road Park Baseball/Softball Improvements

RESOLUTION ACCEPTING QUOTE FROM THOR CONSTRUCTION GROUP FOR THE
SCHOOLHOUSE ROAD PARK BASEBALL/SOFTBALL IMPROVMENTS
WHEREAS,
the Township of North Hanover desires to make improvements to the
Schoolhouse Road Park located in North Hanover Township; and
WHEREAS,
N.J.S.A. 40A:11-6.1, authorizes the solicitation of quotations, if
practicable; and
WHEREAS,
the Township Engineer has reviewed the quotes received and recommends
the lowest quote submitted by Thor Construction Group; and
WHEREAS,
the Township of North Hanover has sufficient funding in place as
evidenced by the Chief Financial Officers certification of the
availability of funds.
NOW THEREFORE, BE IT RESOLVED
by the Township Committee of the Township of North Hanover, County of
Burlington County, State of New Jersey hereby accepts the lowest quote
by Thor Construction Group, for FY 2016 Municipal Parks Grant Program
Schoolhouse Road Park Baseball/Softball Improvements in the amount of
$16,000.00.
BE IT FURTHER RESOLVED
that the Chief Financial Officer is hereby authorized to issue said
purchase order aforesaid on behalf of the Township.

Resolution Authorizing Contract with Signature Flooring for
Carpeting and Other Improvements to the Municipal Building

RESOLUTION
AUTHORIZING CONTRACT WITH SIGNATURE FLOORING FOR CARPENTING AND OTHER
IMPROVEMENTS TO THE MUNICIPAL BUILDING
WHEREAS,
the Township of North Hanover requires the services of a contractor for
purposes of carpeting and making other necessary improvements to the
Municipal building; and
WHEREAS,
the Township Committee has determined
and certified in writing that the value of the contract will not exceed
$17,500; and
WHEREAS, the Township
Committee has solicited competitive quotations of the service required
and have determined that the proposal from Signature Flooring is the
most advantageous, price and other factors considered; and
WHEREAS,
it is the
desire of the Township Committee to accept the proposal from Signature
Flooring for carpeting and other improvements to the Municipal building
in an amount not to exceed $2,000.00; and
WHEREAS, funds are available to accept said proposal, as
evidenced by the attached Certification of Availability of Funds;
NOW, THEREFORE, BE IT RESOLVED, by the Township of North
Hanover that it does hereby accept the proposal from Signature Flooring
and it does hereby authorize a contract in an amount not to exceed
$2,000.00 for carpeting and other improvement services for the Municipal
building.
BE IT FURTHER RESOLVED that
the required “Notice of Contract Awards” shall be published in the legal
newspaper as required by law within ten (10) days of its passage.
DISCUSSION There were no discussion items this evening.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocubinski noted the recreation meeting Tuesday. It was noted the monies were being reprogramed to update the old babe ruth field. He noted sponsorship fee was not going well and the Committee wanted to reduce it to $200.00 and felt that would be sufficient. All present were in agreement. He noted his attendance at the Northern Burlington ground breaking and that Mr. Saruda handled the event. He noted the School should solicit funding for impact aide for capital improvement from the Federal government.
Committeeman Doyle thanked the Fire, Police and EMS Departments for all their hard work and dedication.
Committeeman DeLorenzo concurred with Committeeman Doyle and noted the clean up day on Saturday.
Mayor DeBaecke noted the first Community Yard Sale and stated it was successful. He stated Movie Night would be held Friday night.

EXECUTIVE SESSION RESOLUTION 2019-127 Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12; Court Personnel Matter, Personnel Matters, Contract Negotiation and Litigation matters

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Court Personnel Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
