CALL TO ORDER Mayor DeBaecke called the meeting to order at 7:00 p.m.

SUNSHINE STATEMENT: “The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building”.

Mayor DeBaecke opened the meeting to the public. There were no public comments this evening.

REVIEW OF CORRESPONDENCE

Burlington County Municipal Park Development
Program Grant 8th round – Clerk Picariello noted the new
grant applications must be submitted by October 1st.
Committeeman DeLorenzo suggested a Gazebo at the Park.
Mayor DeBaecke suggested lights at the Tennis/Basketball court.
He also would like to see the asphalt area redone.
He also suggested automated bathroom locks and new security
system, in addition to a new roof over the picnic area.
Mayor DeBaecke also noted improving the parking area across the
street from Green Acres.
Clerk Picariello was asked to solicit prices for the security system.
Engineer Hirsh was directed to prepare an application and submit.
ENGINEER’S REPORT Engineer Hirsh stated the FY2016 Parks Grant project was awaiting the light repair for close out. In regards to the FY2015/2016 NJDOT project, he stated paving was completed and was ready for payment. He stated the FY2017 NJDOT project has been completed and the punch list work remains. He stated the FY2018 NJDOT project would be receiving bids on September 10th and expect to award by September 19th.

A RESOLUTION AMENDING RESOLUTION 2019-91 ENTITLED “RESOLUTION APPROVING
PARTICIPATION WITH THE STATE OF NEW JERSEY SAFE AND SECURE COMMUNITIES
PROGRAM ADMINISTERED BY THE DIVISION OF CRIMINAL JUSTICE, DEPARTMENT OF
LAW AND PUBLIC SAFETY”
WHEREAS, the North Hanover
Township Committee wishes to apply for funding for a project under the
Safe and Secure Communities Grant Program 19-0326 for the period of May
18, 2019 through May 17, 2020; and
WHEREAS, the
Committee of North Hanover Township has reviewed the accompanying
application and has approved said request; and
WHEREAS. the project
is a joint effort between the Department of Law and Public Safety and
North Hanover Township for the purpose described in the application.
NOW, THEREFORE, BE IT RESOLVED
by Township Committee of North Hanover Township that

As a matter of
public policy North Hanover Township wishes to participate to the
fullest extent possible with the Department of Law and Public Safety.
2.
The Grant is to
be in the amount of $30,000.00, to which the Township of North Hanover
shall make a match of $35,485.58 for a total project cost of $65,485.28.
3.
The Division of
Criminal Justice shall be responsible for the receipt and review of the
applications for said funds.
4.
The Township of
North Hanover is hereby authorized to accept and does accept the sub
award of the grant funds; and
5.
The Township of
North Hanover accepts the grant funds for the specific purpose described
in the Grant Application

Resolution Canceling Taxes

RESOLUTION CANCELING TAXES
WHEREAS, the United States Department of Veteran Affairs has classified Jonathan B. Johnson as 100% Permanently and Totally Disabled; and
WHERAS, by application from Donald Kosul, Tax Assessor in the Township of North Hanover, the said exemption is granted from June 10, 2019; and WHERAS, N.J.S.A. 54:4-3.30a – Allows for the exemption from taxation from real and personal property for any citizen and resident of the State who has a total or 100% permanent disability as defined by this statue.
WHEREAS, the following taxes must be canceled and any monies paid by the owner should be refunded.
THEREFORE BE IT RESOLVED, that the following taxes be canceled:
BLOCK 608 LOT 13 2019 $3,569.49 2020 1st half $3,212.57
THEREFORE BE IT RESOLVED FURTHER, that a copy of this Resolution be forwarded to the Burlington County Board of Taxation, the Treasurer of Burlington County, the Municipal/Regional School Board to advise them of the action taken by the Township Committee on this matter.

WHEREAS, the United States Department of Veteran Affairs has classified Michael J. Hammond as 100% Permanently and Totally Disabled; and
WHERAS, by application from Donald Kosul, Tax Assessor in the Township of North Hanover, the said exemption is granted from April 1, 2019; and

Resolution Authorizing Street Opening Permit

RESOLUTION AUTHORIZING STREET
OPENING PERMIT
WHEREAS,
Al
Davis of Public Service Electric & Gas Co., hereinafter referred to as
“PSEG”, has submitted an application for a Street Opening Permit for 10
Rahilly Road; and
WHEREAS,
pursuant to Chapter 12 the Township Engineer, Joseph Hirsh of
Environmental Resolutions Inc. has reviewed said application and
recommends approval by the Township Committee;
and
WHEREAS,
pursuant to Chapter 19 “Fees” a fee of $50 is required prior to the
issuance of a Street Excavation Permit.
NOW, THEREFORE, BE IT RESOLVED
by the Township Committee of
the Township of North Hanover that the application for a Street
Excavation Permit to PSEG for the location known as
10 Rahilly Road(s) is
hereby approved subject to receipt of payment of the applicable fee.

DISCUSSION
·
Snow Contract Expiration November 14, 2019 –
Clerk Picariello noted the expiration of the snow contract and informed
the Township Committee that were no more options to extend.
She inquired would there be changes to the specifications or
rebid as issued last time.
There was a general consensus to rebid.

Drainage Issues – Clerk Picariello noted various
residential complaints and Engineer Hirsh investigated.
Mayor DeBaecke gave an overview and would like to “package” the
various quotes needed.
Engineer Hirsh reviewed Hanover Drive issues.
There was a general consensus to move forward.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocubinski stated the town-wide yard sale was scheduled for September 29th. There will be no recreation advisory committee run snack shack due to internal control issues that needed to be addressed. He stated movie night was scheduled for October 4th. He also noted the Trunk or Treat was in the planning stages.
Committeeman DeLorenzo noted the Senior cookout was scheduled for September 17th and enlisted assistance among the Township Committee. He also noted the Fall Clean Up day was scheduled for October 5th.
Mayor DeBaecke stated a Flu Shot clinic would be held on September 25th at the senior center, from 3-6 pm. He also stated leaf pick-up would be December 2nd.

EXECUTIVE SESSION RESOLUTION 2019-109 Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12; Police Personnel Matter, Personnel Matters, Contract Negotiation and Litigation matters

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public
Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the
exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township
Committee of North Hanover Township wishes to go into a closed Executive
Session and is of the opinion that such circumstances presently exist
which should not be discussed in public, and
WHEREAS. the Open
Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.
10:4-12 permits the Township Committee to discuss certain
matter(s) in private, and in this case for the purpose of the Township
Committee to discuss contract negotiations, litigation and personnel
matters in this regard.
NOW, THEREFORE, BE IT RESOLVED
by Township Committee of North Hanover Township that it will go into an
Executive Session for the purpose of the Township Committee to discuss
Police Personnel Matter, Contract Matters, Litigation and Personnel
matters.
BE IT FURTHER RESOLVED
that the results of such discussion may be revealed at such time as the
matter(s) are resolved and/or a contract(s) is signed and/or the
negotiations are formally settled. Interested parties may contact the
Township Clerk anytime during normal business hours for periodic updates
as to the availability in this regard.
BACK TO PUBLIC SESSION
The meeting was reconvened. Mayor DeBaecke stated that as a result of closed session discussions Resolution 2019-109-A, as amended by Attorney Roselli, was being added to the Agenda

APPOINTMENT OF FULL-TIME POLICE OFFICER
WHEREAS, N.J.S.A. Title 40 and Title 40A provide for the Appointment of Certain Officers, Appointees, and Employees to be appointed in Township Positions to carry out the lawful duties and responsibilities of the Township; and
WHEREAS, the Township Salary Ordinance provides for the rate of Compensation, Salary, or Wages of Certain Officers, Appointees and Employees of said Township.
NOW THEREFORE BE IT RESOLVED, that the following Officers, Appointees, and Employees are hereby appointed for their respective terms, as follows:

Effective Date of Employment: 9/06/2019 at Step III
BE IT FURTHER RESOLVED, that the prior time of employment with North Hanover Township shall be included for the purpose of determining seniority with the Township of North Hanover.
BE IT FURTHER RESOLVED, that the above named position will be compensated as per the Bargaining Agreement, Salary Ordinance and Salary Resolution.
