NJDOT 2022 Municipal Aid Program – Clerk Picariello
stated North Hanover was awarded $155,000 for Phase IV of Schoolhouse
Road.
ENGINEER’S REPORT
Engineer Hirsh reported that he has the measurements for the batting
cage netting and would provide the location to purchase to purchase.
The FY2019 Municipal Park project striping has been completed.
He anticipates the completion of top soil in the spring and the
apron restoration next week.
The punch list for the NJDOT FY 2020 project has been sent.
The bids were received for the NJDOT FY 2021 project and the low
bid was Earle Asphalt. He
also noted the punch list for the roof project has been issued and close
out documents were requested.
He stated the Hanover Drainage project was completed and he was
awaiting a schedule for Laurel Drive.
Engineer Hirsh stated the Spartan Village survey work was
completed and a plan was being developed.

2021-140 Resolution Canceling Taxes

RESOLUTION CANCELING TAXES
WHEREAS, the United States Department of Veteran Affairs has classified James Bell as 100% Permanently and Totally Disabled; and
WHERAS, by application from Donald Kosul, Tax Assessor in the Township of North Hanover, the said exemption is granted from April 29, 2020; and
WHERAS, N.J.S.A. 54:4-3.30a – Allows for the exemption from taxation from real and personal property for any citizen and resident of the State who has a total or 100% permanent disability as defined by this statue.
WHEREAS, the following taxes must be canceled and any monies paid by the owner should be refunded.
THEREFORE, BE IT RESOLVED, that the following taxes be canceled:
BLOCK 902 LOT 23.03 2021 4TH $1,396.22 2022 1ST HALF $3,071.01
THEREFORE, BE IT RESOLVED FURTHER, that a copy of this Resolution be forwarded to the Burlington County Board of Taxation, the Treasurer of Burlington County, the Municipal/Regional School Board to advise them of the action taken by the Township Committee on this matter.

2021-142 Resolution Approving Mobile Home License Transfer

APPROVAL OF MOBILE HOME LICENSE TRANSFER
WHEREAS, pursuant to Chapter 4-040 of the Revised General
Ordinance of the Township, the Township Committee has the authority to
either transfer a mobile home license or transfer the license on
conditions; and
WHEREAS, the Mobile Home Inspector has checked the
application and ascertained that the requirements of Chapter 4-040 have
been met.
NOW THEREFORE BE IT RESOLVED, by the Township Committee of
the Township of North Hanover, County of Burlington, that in accordance
with Chapter 4-040 and based upon the Mobile Home Inspector’s
certification, the governing body authorizes the following Mobile Home
to be issued a Mobile Home License #133 transfer for:

Resolution to Award a Contract for Schoolhouse Road Improvements
– Phase III

RESOLUTION TO AWARD A CONTRACT FOR
SCHOOLHOUSE ROAD IMPROVEMENTS – PHASE III
WHEREAS,
the Township of North Hanover (the
‘Township’) applied for and received a FY 2021 NJDOT Municipal Local Aid
Grant in the amount of $162,000.00 for roadway improvements to
Schoolhouse Road – Phase III, and
WHEREAS, the Township proceeded to
solicit bids for the Schoolhouse Road – Phase III project and received
two (2) bid responses as indicated on the attached Summary of Bids, with
the low total bid in the amount of $152,013.13 submitted by Earle
Asphalt Company, and
WHEREAS, the lowest qualified bid
is below the Engineer’s Estimate and submitted by a Contractor who has
previously completed work for the Township. The bid was within the
budget and the grant funding available for the project, and
WHEREAS, the Township Engineer has
reviewed the submitted bids and recommended award of the contract to
Earle Asphalt Company in the amount of $152,013.13 via correspondence
dated October 28, 2021, subject to the conditions contained therein; and
WHEREAS,
if applicable, the Chief Financial Officer has certified the
availability of funds.
Now, therefore, be it resolved by the Township Committee of the Township of North Hanover that the project known as the Schoolhouse Road – Phase III, is awarded to Earle Asphalt Company located at 1080 Hwy 34, Suite 205 Wall, New Jersey 07727, in the amount of $152,013.13, subject to submission of required documentation.
BE IT FURTHER RESOLVED
that the Mayor and/or Township Clerk is hereby authorized to sign the
aforesaid contract on behalf of the Township.
DISCUSSION · Best Practice Inventory – Clerk Picariello noted the Township Score was 21 and the required score was 15. She stated the Township would be receiving their full amount of Stated Aid. She also stated the Senior Christmas event would be 12/22 at 1pm. The Township Committee noted they would attend. He also expressed concern over the intersection of Crosswicks-Ellisdale Road.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocubinski stated Committeeman O’Donnell and he appreciate the support of the residents on Election Day. They are appreciative of another term and the entire Township Committee for their hard work and regardless of party affiliation is pleased how well everyone works together. He also expressed appreciation for the Township staff.
Committeeman Forsyth offered his congratulations on the recent election. He noted he attended a meeting in Ocean County on October 27th regarding the base. He stated they were hiring a planner and should have more information within 15-18 months.
Deputy Mayor DeBaecke offered congratulations on the recent election. He also noted the trunk or treat event went well.
Mayor Doyle was pleased with the Trunk or Treat. He stated the tree lighting event plans were coming along. He stated the Rabies clinic will be held November 13th. He offered congratulations on the recent election and was pleased how well everyone works together.

EXECUTIVE SESSION RESOLUTION 2021-144 Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12; Potential Redevelopment Contract Matter, FOP Contract Matter, Personnel Matters, Contract Negotiation and Litigation matters

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Potential Redevelopment Contract Matter, FOP Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
