BCJIF 2021 Dividend Announcement – Clerk
Picariello noted that due to strong performance a 10,587 dividend would
be applied towards the 2022 premium for the BCJIF.
ENGINEER’S REPORT Engineer Hirsh reported the link to purchase the batting cage netting was sent to the Township Clerk. He also stated the apron was supposed to be completed at the new parking area and he will inspect prior to next meeting. The FY2021 NJDOT project was awaiting insurance and bonds to compile contract. He stated the FY2022 NJDOT project construction plans/specifications were being worked on and he would submit an Engineering proposal for next meeting and anticipates bidding in January. He noted the roof project was complete and the Maintenance bond expires November 2, 2023. He reported the Laurel Drive project was completed and he would be issuing plan for Spartan Village.

WHEREAS, US Bank-Cust/PC8 Firstrust Bank paid tax sale premium, in the amount of $4,200.00, for said Lien.

TRANSFERS FOR THE 2021 BUDGET
WHEREAS
N.J.S.A. 40A:4-58 states: "Should it become necessary, during the last 2
months of the fiscal year, to expend for any of the purposes specified
in the budget an amount in excess of the respective sums appropriated
therefor and there shall be an excess in any appropriations over and
above the amount deemed to be necessary to fulfill the purpose of such
appropriation, the governing body may, by resolution setting forth the
facts, adopted by not less than 2/3 vote of the full membership thereof,
transfer
the amount of such excess to those appropriations deemed to be
insufficient"; and
WHEREAS the Chief
Financial Officer has recommended that the attached list of transfers,
being in compliance with N.J.S.A. 40A:4-58, be made.
NOW
THEREFORE BE IT RESOLVED by the Township Committee of the Township
of North Hanover, County of Burlington, (not less than 2/3 of the full
membership concurring affirmatively) that the 2021 budget transfers be
made a permanent part of this resolution, are hereby made and approved.
2021-150 Resolution Extending Contract with Quality Medical Transport in Accordance with N.J.S.A. 40a:11-6

RESOLUTION FURTHER EXTENDING
CONTRACT WITH QUALITY MEDICAL TRANSPORT IN ACCORDANCE WITH N.J.S.A.
40A:11-6
WHEREAS,
North Hanover Township was
notified by Plumsted Fire District No. 1 that that it was terminating
its existing shared services agreement with the Township of North
Hanover for the provision of Emergency Medical Transport/Medical
Services effective July 18, 2021; and
WHEREAS,
North Hanover Township solicited bids for Emergency Medical Services
with one response being received and it was necessary for the Township
of North Hanover, pursuant to N.J.S.A. 40A;11-13.2 (a) and (b), to
reject said bid because it substantially exceeded the cost estimate for
said services and substantially exceeded the Township’s appropriation
for said services; and
WHEREAS,
the Township Committee also investigated other options for the provision
of EMS services, including entering into a shared services agreement
with other surrounding municipalities, however, they were also not
successful in those efforts; and
WHEREAS,
N.J.S.A. 40A:11-6 allows a
contract to be negotiated or awarded by a contracting unit without
public advertising for bids, notwithstanding that the contract price
will exceed the bid threshold, when an emergency affecting the public
health, safety or welfare requires immediate deliver of goods; and
WHEREAS,
by Resolution 2021-14 adopted on July 15, 2021, the Township Committee
determined that an emergency condition existed in the Township of North
Hanover that affected the public health, welfare and safety of the
residents as it would be unable, without the award of the contract, to
provide emergency medical services to its residents thereby
necessitating the award of an Emergency Contract for Emergency Medical
Services to Quality Medical Transport, Inc. (“QMT”) for a ninety-day
period, terminating October 17, 2021 (“Contract”); and
WHEREAS,
despite efforts to ameliorate the emergency condition, it remained in
effect, and therefore by Resolution No.2021-137, the Township Committee
extended the term of the Contract to November 17, 2021, and in
accordance with a certain Amendment to Contract by and between the
Township of North Hanover and Quality Medical Transport for the
Provision of Emergency Medical/Ambulance Services agreement
(“Amendment”) that was executed by the Township and QMT; and
WHEREAS,
in accordance with paragraph 4
of the Amendment, the term of the Contract, as amended, could be further
extended to December 31, 2021, upon written notice from the Township to
QMT, with all other terms and conditions of the Agreement remaining in
full force and effect; and
WHEREAS,
given that despite the best efforts of the Township Committee to find
alternatives to the emergency condition, it remains in effect and
therefore, the Township provided the requisite notice to QMT advising it
of its intent to further extend the term of the Contract, as amended, to
December 31, 2021, with all other terms and conditions remaining in full
force and effect; and
WHEREAS,
the Chief Financial Officer has
certified that sufficient funds are available for payment of the
extension of the Contract as stated herein.
NOW, THEREFORE, BE IT RESOLVED
by the Township Committee of the Township of North Hanover that as a
consequence of the emergency that continue to exists as it relates to
the health, safety and welfare of the Township’s residents regarding
Township providing emergency medical services, it does hereby approve of
the extension of its Emergency Contract with Quality Medical Transport,
having an address at PO BOX 320, Bayville, New Jersey for Emergency
Medical Services for period from November 18, 2021 and terminating
December 31, 2021, for an amount not to exceed $26,872.00, with all
other terms and conditions of the existing contract, not amended hereby,
remaining in full force and effect.

2021-152 Resolution Authorizing Change Order #1 to Roof Management Inc. Related to the Roof Replacement Project RESOLUTION 2021-152

RESOLUTION AUTHORIZING CHANGE ORDER #1 TO ROOF MANAGEMENT INC. RELATED
TO THE ROOF REPLACEMENT
PROJECT
WHEREAS, by
Resolution 2021-65, the North Hanover Township Committee awarded a
Contract to Roof Management Inc. for the Roof Replacement Project in the
amount of $101,650.00; and
WHEREAS,
the contract required
adjustment to
provide a credit for lighting fixtures that were damaged and required
replacement as a result of the construction; and
WHEREAS, Change Order
#1 will bring the adjusted Contract price to $101,050.00 which is a
decrease of the original Contract price by 0.6% and is permitted under
the Local Public Contracts Law, and the Regulations promulgated pursuant
thereto, and the Township Committee deems it appropriate to authorize
this Change Order, subject to and contingent upon compliance with the
conditions set forth below; and
NOW, THEREFORE, BE IT
RESOLVED by the Township Committee of the Township of North Hanover,
County of Burlington, State of New Jersey that Change Order #1,
submitted by Roof Management, Inc. and reviewed and authorized by the
Township Engineer, is approved in the amount of a $600.00 credit to the
contract, resulting in an adjusted contract amount of $101,050.00; and
BE IT
FURTHER RESOLVED
that nothing herein contained shall be deemed a waiver by the Township
of any claims it currently possesses, or may possess in the future,
regarding this Contract, the existing insurance policy, Performance and
Payment Bond, and any other rights, privileges or remedies otherwise
available to it.

Resolution Accepting Maintenance Bond for the Roof Replacement

A Resolution Accepting
Maintenance Bond FOR the ROOF REPLACEMENT PROJECT
WHEREAS, the project engineer, Joseph Hirsh, of Environmental Resolutions Inc. has inspected the improvements by Roof Management Inc. for the Roof Replacement Improvements project and recommended that the final payment be released due to the posting of the following:
Maintenance Bond number 602-130230-1M by United States Fire Insurance Company in the amount of $15,247.50 for the Roof Replacement Improvement project to expire two years from the date of November 10, 2021.
NOW THEREFORE, BE IT RESOLVED that the Township Committee of the Township of North Hanover hereby authorizes the release of the final payment and performance bond to United States Fire Insurance Company for the Roof Replacement Improvement Project due to the posting and acceptance of the bonds cited above.
DISCUSSION There were no discussion items this evening.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Forsyth noted some phone calls were made about leaves being put into street. Clerk Picariello noted the police department is handling the issue as it is a violation of stormwater management and that we do offer bags for leaf pick up. Deputy Mayor Doyle noted he notices this occurs mainly with new Residents.
Deputy Mayor DeBaecke stated he was looking forward to the up-coming tree lighting.
Mayor Doyle noted the tree lighting will be held Friday at 7pm. He stated the Rabies clinic went well.

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss EMS Contract Matter, Fire Marshall Contract Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
