PRESENTATION FROM ENERGY
CONSERVATION SPECIALIST (PSEG) Mr. Edward Andricola, of Tri State Light and Energy/PSEG subcontractor, gave an overview of the PSEG direct install program. He noted this would be lighting and mechanical upgrades. He noted it was similar to the program at the JVFC. Attorney Roselli questioned the contract and Mr. Andricola gave an answer and would put him in contact with the attorney for PSEG. After debate, the Township Committee noted it would discuss in closed session and render a decision after.
REVIEW OF CORRESPONDENCE Clerk Picariello noted the postage increase, for budgetary purposes.
ENGINEER’S REPORT
Engineer Hirsh noted he has requested reimbursement for the FY2016 Park
grant. He stated he was
working on the FY2019 park layout and design. He intends to bid in the
spring. He stated the NJDOT
FY 2020 grant project work was almost complete and the signage remains
as punch list item. He
noted the NJDOT FY2021 engineer proposal was being worked on and hoped
to bid in the spring. He
gave an overview of the Sykesville drainage quotes.

WHEREAS, pursuant to Chapter 4-040 of the Revised General
Ordinance of the Township, the Township Committee has the authority to
either transfer a mobile home license or transfer the license on
conditions; and
WHEREAS, the Mobile Home Inspector has checked the
application and ascertained that the requirements of Chapter 4-040 have
been met.
NOW THEREFORE BE IT RESOLVED, by the Township Committee of
the Township of North Hanover, County of Burlington, that in accordance
with Chapter 4-040 and based upon the Mobile Home Inspector’s
certification, the governing body authorizes the following Mobile Home

BURLINGTON COUNTY DIVISION OF MOSQUITO CONTROL TO ADMINISTER AERIAL
SURVEILLANCE AND TREATEMENT PROGRAM
WHEREAS, the Township Committee of the Township of North Hanover does hereby authorize the Burlington County Division of Mosquito Control to apply pesticides from aircraft to control mosquitoes over portions of North Hanover Township; and
WHEREAS, the Township Committee of the Township of North Hanover understands that all pesticides used are registered with the NJDEP for aerial application by the State and the USEPA; and
WHERAS, the Township Committee of the Township of North Hanover further understands that the areas being treated are only those found to have a significantly high mosquito population and may present either a public health nuisance of disease factor;
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of North Hanover that it hereby approves and authorizes the Burlington County Division of Mosquito Control to administer aerial surveillance and a treatment program to North Hanover Township and hereby authorizes the Mayor and/or Township Clerk to execute the document to authorize said services;

Hanover Township Committee has determined a need for the maintenance of
the website for North Hanover Township;

WHEREAS, Christine
Webster has agreed to maintain the North Hanover Township website for
the year 2021 for the cost of $5,200; and
WHEREAS, it was the
unanimous consensus of the Township Committee to retain Christine
Webster to maintain the North Hanover Township website for the year
2021, in the amount of $5,200; and
NOW THEREFORE, BE IT RESOLVED by the Township Committee of
the Township of North Hanover, County of Burlington, State of New
Jersey, that the Township Committee hereby agree to retain Christine
Webster for the maintenance of the North Hanover Township website for

WHEREAS, the Township Clerk’s Office manages the annual
dog licensing utilizing software called Munidex; and
WHEREAS, each year
the software company called Munidex, Inc. requires an annual maintenance
agreement be executed to oversee said software;
NOW THEREFORE BE IT RESOLVED, by the Township Committee of
the Township of North Hanover, County of Burlington, State of New
Jersey, that the Township Clerk is authorized by the Township Committee
to sign the form document submitted by Munidex Inc. in order to
accomplish the necessary maintenance of our municipal dog licensing for
the 2021 calendar year.

RESOLUTION AUTHORIZING PURCHASE AND INSTALLATION OF EQUIPMENT FOR THE
LIBERTY RECORDING SYSTEM UNDER EDUCATIONAL SERVICES COMMISSION OF NEW
JERSEY CO-OP #65MCESCCPS
WHEREAS,
the Township of North Hanover, pursuant to N.J.S.A.40A:11-12(a) and
N.J.A.C. 5:34-7.29(C), may by Resolution and without advertising for
bids, purchase any goods or services under the State of New Jersey
Cooperative Purchasing Program for any State contracts entered on behalf
of the State by the Division of Purchase and Property in the Department
of Treasury; and
WHEREAS,
the Township has reviewed the State contracts for the purchasing and
installation of Digital Auto Mixer, Amp and wiring for Sound System, in
an amount of $3,480.20 from Gramco Business Communications having an
address at 1149 Bloomfield Ave, Clifton, NJ 07012 under ESCNJ
#65MCESCCPS; and
WHEREAS,
the Township of North Hanover has sufficient funding in place as
evidenced by the Chief Financial Officers certification of the
availability of funds.
NOW THEREFORE, BE IT RESOLVED
by the Township Committee of the Township of North Hanover, County of
Burlington County, State of New Jersey hereby authorizes and approves of
the purchase and installation of said equipment from Gramco Business
Communications having an address at 1149 Bloomfield Avenue, Clifton, NJ
07012 under ESCNJ State Contract #65MCESCCPS, for the Digital Auto
Mixer, Amp and wiring for Sound System Equipment, in the amount of
$3,480.20.
BE IT FURTHER RESOLVED
that the Chief Financial Officer is hereby authorized to issue said

2021-35 Resolution Authorizing Change Order #1 to Earle Asphalt Company related to the Schoolhouse Road Phase II Improvements Project NJDOT FY2020

TO THE SCHOOLHOUSE ROAD PHASE
II IMPROVEMENTS PROJECT NJDOT FY 2020
WHEREAS, by
Resolution 2020-110 the North Hanover Township Committee awarded a
Contract to Earle Asphalt Company for the Schoolhouse Road Improvements
Project in the amount of $162,613.13; and
WHEREAS, the
Township of North Hanover has funded the project through a FY2020
NJDOT Municipal Aid Grant in the amount of $240,000.00;
and
WHEREAS, the contract
required adjustment to reflect actual, completed, construction
quantities; and
WHEREAS, current
Change Order #1 will bring the adjusted Contract price to $192,653.78
which is an increase to the original Contract price by 18.47% and is
permitted under the Local Public Contracts Law, and the Regulations
promulgated pursuant thereto, and the Township Committee deems it
appropriate to authorize this Change Order, subject to and contingent
upon compliance with the conditions set forth below,
NOW, THEREFORE, BE IT
RESOLVED by the Township Committee of the Township of North Hanover,
County of Burlington, State of New Jersey that Change Order #1,
submitted by Earle Asphalt Company and reviewed and authorized by the
Township Engineer, is approved in the amount of $30,040.65 to be added
to the contract, resulting in an adjusted contract amount of
$192,653.78; and
BE IT FURTHER RESOLVED
that nothing herein contained shall be deemed a waiver by the Township
of any claims it currently possesses, or may possess in the future,
regarding this Contract, the existing insurance policy, Performance and
Payment Bond, and any other rights, privileges or remedies otherwise
available to it.

ESTIMATE NO. ONE TO EARLE ASPHALT COMPANY IN CONNECTION WITH THE
SCHOOLHOUSE ROAD IMPROVEMENT PROJECT PHASE II (2020 NJDOT)
WHEREAS,
the Township of North Hanover’s Engineers, Environmental
Resolutions, Inc., has reviewed the Earle Asphalt Company Payment
Certificate No. 1, representing payment in the total amount of
$181,059.95, for the Schoolhouse Road Improvement Project Phase II; and
WHEREAS, the Township's
Engineer has determined that the condition of the improvement is
satisfactory; and
WHEREAS, it is the
recommendation of the Township’s Engineer that the Township of North
Hanover authorize the release the payment on voucher in the total amount
of $181,059.95 to Earle Asphalt Company, Inc.; and
WHEREAS, it is the intention
of the Township Committee to approve the release of the payment on
voucher in the amount referenced herein, in accordance with the Township
Engineer’s recommendations.
NOW THEREFORE, BE IT RESOLVED,
by the Township Committee of the Township of North Hanover, that the
Township authorizes the payment in the total amount of $181,059.95 to
Earle Asphalt Company.
BE IT FURTHER RESOLVED that
copies of this resolution shall be provided to the Finance Director and
the Township Engineer for their information and attention.

2021-38 Resolution of Project Completion and Acceptance for FY2016 Municipal Parks Grant Project entitled Schoolhouse Road Park Improvements

RESOLUTION OF PROJECT COMPLETION AND
ACCEPTANCE FOR FY2016 MUNICIPAL PARKS GRANT PROJECT ENTITLED SCHOOLHOUSE
ROAD PARK IMPROVEMENTS
WHEREAS, the Burlington County Board of Chosen Freeholders has approved the Open Space, Recreation, Farmland and Historic Preservation Trust Fund (“Trust Fund”) and established a Municipal Park Development Program (“Program”) to provide grant funds in connection with municipal acquisition of lands for County park, recreation, conservation and farmland preservation purposes, as well as for municipal public park and recreation development purposes; and
WHEREAS, the Township
Committee of the Township of North Hanover applied for and received a
Burlington County Municipal Parks Development Grant in FY2016, in the
amount of $200,000.00 to fund projects entitled Schoolhouse Road Park
Improvements, which included a bollard lighting project, improvements to
an existing playground and ball fields and restroom improvements; and
WHEREAS, the projects have
been deemed complete as of May 2020 by the Township Engineer and all
final sums have been paid to the various contractors awarded the work,
with proof of same appropriately submitted, for performance of the work
described, complete and in conformance with, the contract plans and
specifications and related requirements, and the work of same been
guaranteed as required.
BE IT RESOLVED, by the North Hanover Township Committee, County of Burlington, State of New Jersey that the scope of work associated with the FY2016 Burlington County Park Development Program Grant is complete; and
BE IT FURTHER RESOLVED that the submission to the County of Burlington of the documents necessary to receive final reimbursement of grant funds is hereby authorized.
DISCUSSION
· Grass Cutting & Maintenance of Township Property and Recreation Fields Bid – There was a general consensus to extend the contract.
· North Hanover Township Baseball/Softball Season – Mayor Doyle noted registration was open. He noted the concerns over restroom facilities and the BCJIF concerns. Attorney Roselli noted he could add an indemnity agreement. He stated you must meet the CDC guidelines and have the ability to do so. He wanted the forms being used to be sent to him for review and possible revision. Mayor Doyle noted we had sometime before making a final decision on the restrooms.
· Municipal/Bowers Building Roofing – The quotes received were reviewed. Engineer Hirsh was directed to prepare specs and go out to bid.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Forsyth noted the damage to the gate at the Waste Facility. He was having it repaired with a bigger opening to avoid future damage. The price was $1,800.00.
Mayor Doyle noted his meeting with Colonel Callahan and Homeland Security regarding the threats against Governments. He noted there was not a concern regarding local governments and found the meeting to be informative. He stated the police had extra coverage on just in case. He noted the Environmental webinar meeting on February 9th and asked Deputy Mayor DeBaecke to also get on the call. He noted he would begin budget hearings shortly and thoughts toward Capital projects were needed. He also reminded Committee members of the Elected Officials Class for the Burlington County Joint Insurance Fund. He also discussed the legal bulletin concerning mandatory vaccinations for employees and asked the Committee to review and express their thoughts if needed. He noted he was pleased with the Bi-partisan efforts of the Committee members.

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Police Department Contract Matter, EMS Contract Matter, PSEG Contract Matter, NJNG Contract Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
