SUNSHINE STATEMENT:         “The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building”.

 

PUBLIC COMMENT AS IT RELATES TO AGENDA ITEMS

Mayor Doyle opened the meeting to the public. 

 

Mr. Wayne Voorhees – 226 Cookstown-New Egypt Rd – Inquired if the new ambulance would be doing hard or soft billing of residents.  Committeeman O’Donnell noted it would be hard billing for the day time service until a permanent solution is worked out.

There was no correspondence this evening.

 

ENGINEER’S REPORT

Clerk Picariello noted Engineer Hirsh submitted a written report this evening and would not be in attendance.  She stated that the tree clearing for the park expansion has begun.  The award notices for the Local Recreation Grant still have not been issued.  The Phase III of Schoolhouse Road was still awaiting bid approval by the NJDOT along with the FY2022 award notice,  The Hanover Court Drainage project was being awarded this evening.  NJNG paving on Jacobstown-Arneytown Road was complete including addressing the drainage.

2021-103         Resolution Rejecting all Bids for Emergency Medical Services

TOWNSHIP OF NORTH HANOVER

COUNTY OF BURLINGTON

 

RESOLUTION REJECTING ALL BIDS FOR EMERGENCY MEDICAL SERVICES

WHEREAS, the Township Committee duly advertised for the receipt of bids in connection with Emergency Medical Services; and

WHEREAS, only one (1) bid for Emergency Medical Services was received on March 18, 2021 and a 90-day extension on award was agreed to; and

WHEREAS, Capital Health submitted the only bid in the amount of Three Hundred Thousand Dollars ($300,000.00) ; and

WHEREAS, the Township Committee has determined the bid substantially exceeds the cost estimate for these services and substantially exceeds the Township’s appropriation for the provision of said services; and

WHEREAS, the Township Committee therefore desires to reject the bid received from Capital Health for EMS services in accordance with N.J.S.A. 40A;11-13.2 (a) and (b).

NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey as follows:

 

1.       The Township Committee does hereby reject all bids for Emergency Medical Services in accordance with N.J.S.A. 40A:11-13.2 (a) and (b).

2021-104         Resolution of the Township Committee of the Township of North Hanover , Burlington County, New Jersey Awarding Emergency  Contract to Quality Medical Transport in Accordance with N.J.S.A. 40A:11-6

TOWNSHIP OF NORTH HANOVER

COUNTY OF BURLINGTON

 

RESOLUTION OF THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF NORTH HANOVER, BURLINGTON COUTNY, NEW JERSEY AWARDING AN EMERGENCY CONTRACT TO QUALITY MEDICAL TRANSPORT IN ACCORDANCE WITH N.J.S.A. 40A:11-6

 

WHEREAS,  North Hanover Township was notified by Plumsted Fire District No. 1 that that it would terminate its existing shared services agreement with the Township of North Hanover for the provision of Emergency Medical Transport/Medical Services effective July 18, 2021; and

 

 WHEREAS, North Hanover Township solicited bids for Emergency Medical Services with one response being received and it was necessary for the Township of North Hanover, pursuant to N.J.S.A. 40A;11-13.2 (a) and (b), to reject said bid because it substantially exceeded the cost estimate for said services and substantially exceeded the Township’s appropriation for said services; and

 

WHEREAS, the Township Committee also investigated other options for the provision of EMS services, including entering into a shared services agreement with other surrounding municipalities, however, they were also not successful in those efforts; and

 

WHEREAS, N.J.S.A. 40A:11-6 allows a contract to be negotiated or awarded by a contracting unit without public advertising for bids, notwithstanding that the contract price will exceed the bid threshold, when an emergency affecting the public health, safety or welfare requires immediate deliver of goods; and

 

WHEREAS, the Township Committee has determined that an emergency condition exists in the Township of North Hanover that affects the public health, welfare and safety of the residents as it would be unable, without the award of the contract, to provide emergency medical services to its residents thereby  necessitating the award of an Emergency Contract for Emergency Medical Services.

 

NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover that as a consequence of the emergency that presently exists as it relates to the health, safety and welfare of the Township’s residents regarding the necessity of the Township to provide emergency medical services that it does hereby approve an Emergency Contract with Quality Medical Transport, having an address at PO BOX 320, Bayville, New Jersey for Emergency Medical Services utilizing North Hanover Township Ambulances for a ninety (90) day period commencing July 19,2021 and terminating October 17, 2021 and for an amount not to exceed $54,966.00 ($18,322 per month).

 

BE IT FURTHER RESOLVED that the Mayor and Municipal Clerk are hereby authorized to sign the aforesaid contract on behalf of the Township for said emergency medical services.

RESOLUTION AWARDING BID AND CONTRACT FOR

HANOVER COURT DRAINAGE IMPROVEMENTS PROJECT

 

WHEREAS, the Township of North Hanover desires to make drainage improvements on Hanover Court; and

 

WHEREAS, the Township of North Hanover issued a Notice to Bidders for purposes of receiving sealed bids in accordance with the Specifications, Proposal and Contract Documents prepared the Township Engineer;  and

WHEREAS, the Township Engineer has reviewed the bid proposal submitted by Vulcan Construction Inc. the apparent lowest responsible bidder and has determined that the bid proposal is in compliance with the bid specification requirements; and

 

WHEREAS, if applicable, the Chief Financial Officer has certified the availability of funds.

 

NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington County, State of New Jersey that an award is hereby issued to Vulcan Construction Inc. located at 3 Hance Drive, Cookstown, NJ 08511, for the improvements to Hanover Court Drainage located in the Township of North Hanover as set forth in the bid specifications.

 

BE IT FURTHER RESOLVED that the Mayor and/or Township Clerk is hereby authorized to sign the aforesaid contract on behalf of the Township.

DISCUSSION

Mayor Doyle stated Committeeman Forsyth and himself evaluated the Town for tree clearing.  He noted several areas that need addressed shortly.  They would determine the cost and report back.

Committeeman O’Donnell noted the fire in Souths Mobile Park was successfully extinguished.

AUTHORIZING A CLOSED SESSION MEETING

 

WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and

 

            WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and

 

            WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.  10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.

 

NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss EMS Contract Matter, Contract Matters, Litigation and Personnel matters.

 

            BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
