REVIEW OF CORRESPONDENCE There was no correspondence this evening.
ENGINEER’S REPORT Engineer Hirsh stated the pickle ball court stripping was completed by Chesterfield Township. He noted the Local Recreation Grant was submitted and we were still awaiting awards to be issued. He stated the roof shingles have been replaced on both buildings and we were awaiting the gutters. The bids for the Hanover Court drainage are due July 8th. He stated the paving for the parking lot in the park should begin the week of June 28th but was still awaiting a schedule. Deputy Mayor DeBaecke stated he would like to put out a few things before they start and Engineer Hirsh stated he would arrange.

TO SCHOOLHOUSE ROAD project phase FOUR (4)
NOW THEREFORE, BE IT RESOLVed that the North Hanover Township Committee formally approves the grant application for the above stated project; and
BE IT further RESOLVed
that the Mayor and Clerk are hereby authorized to submit an electronic
grant application identified as MA-2022-Schoolhouse Road Phase Four to
the New Jersey Department of Transportation on behalf of the Township of
North Hanover; and
BE IT further RESOLVed
that the Mayor and Clerk are hereby authorized to sign the grant
agreement on behalf of the Township of North Hanover and that their
signature constitutes acceptance of the terms and conditions of the
grant agreement and approves the execution of the grant agreement.

RESOLUTION APPROVING 2021-2022 ALCOHOLIC BEVERAGE CONTROL
LICENSES IN THE TOWNSHIP OF NORTH HANOVER, COUNTY OF BURLINGTON, STATE
OF NEW JERSEY
WHEREAS, applications
have heretofore been filed with the State of New Jersey, Division of
Alcoholic Beverage Control
to renew Alcoholic Beverage Licenses; and
WHEREAS, the Chief of Police has reviewed said
applications and recommends renewal without reservation; and
WHEREAS, the
applications appear to be in proper form, municipal fees have been paid
and are subject to review and approval by the Division of Alcoholic
Beverage Control;
NOW, THEREFORE, BE IT
RESOLVED, by the Township Committee of the Township of North

APPROVING THE PUBLIC DISPLAY OF
FIREWORKS FOR THE TOWNSHIP OF NORTH HANOVER FAMILY NIGHT CELEBRATION
WHEREAS, it is the desire of the Township of North Hanover
to approve the public display of fireworks for the North Hanover Family
Night Celebration; and
WHEREAS, a proposal
was submitted to the North Hanover Township Committee for consideration;
and
WHEREAS, the North
Hanover Township Committee desires to accept the proposal from
Celebration Fireworks Inc., in the amount of $4,500.00; and
WHEREAS, after
authorization is approved, the Fire Official will then be able to
issue a permit for the public display of fireworks.
NOW THEREFORE BE IT RESOLVED by the Township Committee of
the Township of North Hanover, County of Burlington, State of New
Jersey, that approval is granted for the public display of fireworks for
the North Hanover Family Night Celebration to be held on Friday,
September 17, 2021, with a rain date of Saturday, September 18, 2021.
BE IT FURTHER RESOLVED
that the Fire Official is hereby requested to issue a permit
pursuant to N.J.A.C. 5:18-2.7.

AUTHORIZING PAY ESTIMATE NO. ONE TO ROOF MANAGEMENT, INC IN CONNECTION
WITH THE ROOF REPLACMENT PROJECT FOR THE NORTH HANOVER TOWNSHIP
MUNICIPAL BUILDING AND THE JEANETTE BOWERS COMMUNITY CENTER
WHEREAS,
the Township of North Hanover’s Engineers, Environmental
Resolutions, Inc., has reviewed the Roof Management, Inc.
Payment Certificate No. 1, representing payment in the total
amount of $69,188.00, for the Roof Replacement Project; and
WHEREAS, the Township's
Engineer has determined that the condition of the improvement is
satisfactory; and
WHEREAS, it is the
recommendation of the Township’s Engineer that the Township of North
Hanover authorize the release the payment on voucher in the total amount
of $69,188.00 to Roof Management, Inc.; and
WHEREAS, it is the intention
of the Township Committee to approve the release of the payment on
voucher in the amount referenced herein, in accordance with the Township
Engineer’s recommendations.
NOW THEREFORE, BE IT RESOLVED,
by the Township Committee of the Township of North Hanover, that the
Township authorizes the payment in the total amount of $69,188.00 to
Roof Management, Inc.
BE
IT FURTHER RESOLVED that copies of this resolution shall be provided
to the Finance Director and the Township Engineer for their information
and attention.

PROGRAM ADMINISTERED BY THE NEW JERSEY DEPARTMENT OF LAW AND PUBLIC
SAFETY, OFFICE OF THE ATTORNEY GENERAL”
WHEREAS, the North Hanover
Township Committee wishes to apply for funding for a project under the
Safe and Secure Communities Grant Program 21-0326 for the period of May
18, 2021 through May 17, 2022; and
WHEREAS, the
Committee of North Hanover Township has reviewed the accompanying
application and has approved said request; and
WHEREAS. the project
is a joint effort between the
New Jersey Department of Law and Public Safety, Office of the
Attorney General and North Hanover Township for the purpose described in
the application.
NOW, THEREFORE, BE IT RESOLVED
by Township Committee of North Hanover Township that
1.
As a matter of
public policy North Hanover Township wishes to participate to the
fullest extent possible with the Department of Law and Public Safety.
2.
The Grant is to
be in the amount of $16,200.00, to which the Township of North Hanover
shall make a match of $88,362.08 for a total project cost of $104,562.08
3.
The New Jersey
Department of Law and Public Safety, Office of the Attorney General
shall be responsible for the receipt and review of the applications for
said funds.
4.
The Township of
North Hanover is hereby authorized to accept and does accept the sub
award of the grant funds; and
5.
The Township of
North Hanover accepts the grant funds for the specific purpose described
in the Grant Application

DISCUSSION · NJLM Conference – Clerk Picariello noted the NJLM conference will be held in person this year. Deputy Mayor DeBaecke noted the Committee would attend and to move forward with reservations.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Forsyth expressed concern over the intersection of Meany Road and the accidents. Deputy Mayor DeBaecke noted not much more we can do and the County made some improvements. Attorney Roselli noted to continue sending letters to the County regarding the intersection.
Deputy Mayor DeBaecke noted he was pleased the Recycling was picked up. He hopes the regular schedule will resume.

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss EMS Contract Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
