SUNSHINE STATEMENT: “The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building”.

Deputy Mayor DeBaecke opened the meeting to the public. There were no public comments this evening.

REVIEW OF CORRESPONDENCE There was no correspondence this evening.
ENGINEER’S REPORT Engineer Hirsh was not present this evening and submitted a written report. Clerk Picariello stated the FY2019 Municipal Parks Grant design was submitted to Deputy Mayor DeBaecke and he was awaiting direction with respect to funding to finalize the design. The FY2020 NJDOT project had a few minor outstanding punch list items. The FY2021 NJDOT project surveying was complete and work on the final design has commenced. He noted bid specs for the roof replacement project were going out to bid and it is anticipated an award on April 1st. The drainage repairs on Sykesville Road have been completed and the Engineer would reinspect in the coming weeks. The NJDEP Stormwater report would be due May 1, 2021.

2021- 47 Resolution Appointing a Full-Time Police Officer

TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
APPOINTMENT OF FULL-TIME POLICE OFFICER
WHEREAS, N.J.S.A. Title 40 and Title 40A provide for the Appointment of Certain Officers, Appointees, and Employees to be appointed in Township Positions to carry out the lawful duties and responsibilities of the Township; and
WHEREAS, the Township Salary Ordinance provides for the rate of Compensation, Salary, or Wages of Certain Officers, Appointees and Employees of said Township.
NOW THEREFORE BE IT RESOLVED, that the following Officers, Appointees, and Employees are hereby appointed for their respective terms, as follows:

Effective Date of Employment: 03/01/2021 at Step I
BE IT FURTHER RESOLVED, that the appointment of Joseph Hoffman as Full-Time Police Officer shall become null and void if Mr. Hoffman fails to successfully complete and graduate from the Gloucester County Police Academy, which he is currently attending and scheduled to complete in June 2021.
BE IT FURTHER RESOLVED, that the above-named position will be compensated as per the Bargaining Agreement, Salary Ordinance and Salary Resolution.

CAMP DIRECTOR TO PAY IN ADVANCE OF A TOWNSHIP COMMITTEE MEETING CERTAIN
SUMMER CAMP EXPENDITURES
WHEREAS,
from time to
time there arises the need for the Summer Recreation Camp Director to
make purchases for the Summer Recreation Camp Program; and
WHEREAS,
at times said purchases necessitate a need to be purchased in advance of
a Township Committee meeting in which approval for said purchases would
be typically granted;
NOW, THEREFORE, BE IT RESOLVED
that the Township Committee of North
Hanover that the Director for the 2021 Summer Recreation Camp Program
hereby have the consent of the Township Committee to make the following
purchases in advance of a Township Committee meeting of which indicates
a dollar amount not to exceed:

Picariello note the funds available as incentives to actively
participate in the program.
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocubinski noted his virtual attendance at a meeting with the JBMDL command staff. They discussed Covid 19 vaccinations and various other items. He noted 18.5 million was returned to the local economy. He also stated the current Commander will be moving on to the Pentagon soon and a new Commander should be installed this summer.
Committeeman Forsyth noted the wider gate at the Waste Facility has been installed. He also stated the pot hole issues were addressed.
Deputy Mayor Doyle noted the serious accident on Meany Road and offered well wishes for those injured. He stated the County has addressed the intersection, although North Hanover had attempted to address with the County for some time.
Mayor Doyle reported the Easter Egg Hunt would be held on April 3rd at 9 am. He stated 95 children were registered. He noted the Recreation Committee would like to utilize the Courtroom, with social distancing, for baseball pictures. He asked Committee members to review the Cannabis emails, sent by the Clerk. He noted this would need to be discussed in the future. Attorney Roselli gave an overview and noted the timeframe to take action. Mayor Doyle noted the Recreation Committee would like to have the Memorial Day parade and noted there would be no events surrounding it. He felt there would be no big crowds and wanted the Committee’s thoughts. There was a general consensus to move forward. Committeeman Kocubinski noted his concerns about other participating organizations. Mayor Doyle reported Plumsted will no longer respond to calls outside of the agreement. He credited Committeeman O’Donnell with getting coverage until such time the EMS situation is worked out. He thanked Committeeman O’Donnell for his efforts. He also stated he was grateful the County addressed the intersection with flashing lights and noted the lights we installed last year were removed by the County.

EXECUTIVE SESSION RESOLUTION 2021-49 Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12; Simmons vs. North Hanover Township Litigation Matter, Personnel, Contract Negotiation and Litigation matters

AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Simmons vs. North Hanover Township Litigation Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
