Mayor Doyle noted Resolution
2021-69-A would be added to the agenda this evening.

CANNABIS CULTIVATING
PRESENTATION – LARRY NIKOLA Mr. Fruquan Mouzon, Attorney for Mr. Nikola, joined the meeting virtually. He gave an overview of the local tax and the class of licenses. Deputy Mayor DeBaecke inquired how the grow operation security would work and if it was in green houses. Mr. Mouzon noted it would be a warehouse or pole barn. He noted the State allows micro licenses for 2500 square feet. He noted the security regulations have not been written yet. Mayor Doyle inquired if the State had regulations for Farmers who receive Federal assistance, would they lose assistance. He noted they would not be allowed to have the farmland qualification. Deputy Mayor DeBaecke inquired if preserved farms were eligible. Mr. Mouzon stated he would have to look into that. Mr. Mouzon stated a retail establishment would not be able to sell anything other than cannabis. Committeeman O’Donnell noted maybe wait until someone applies. Committeeman Kocubinski noted it was not well thought out. Mr. Mouzon also noted some towns were doing set fees and he would send sample ordinances from other towns. He also stated he has three clients awaiting decisions on their applications. Mr. Nikola gave an overview of his background and an explanation as to why he wanted to enter into the business. He stated he would pursue a micro facility. Mayor Doyle stated the Committee would be introducing an Ordinance in the near future.

ENGINEER’S REPORT
Engineer Hirsh noted the NJDEP 2021 Annual report has been submitted. He
stated the FY2019 Municipal Parks Grant specifications was being worked
on. He stated he would be
submitting an application for the Local Recreation Improvement Grant
fund, which would include a pickle ball court.
Engineer Hirsh also reported the FY2020 NJDOT project punch list
was sent. He also noted the
FY2021 NJDOT grant was awaiting approval to bid.
He noted the FY2022 NJDOT grant application is due July 1st
and he would be submitting for Schoolhouse Road Phase IV.
He stated the FY2021 RAISE grant application was due July 12th
and he would be submitting for Stewart at Provinceline Road
intersection. Mayor Doyle
and Deputy Mayor DeBaecke noted they would drive around with Engineer to
determine other roads in need.
Engineer Hirsh noted he was awaiting a schedule for the roofing.
He also stated the quotes were coming in to high for the drainage
repair on Hanover and it would need to go out to bid. Deputy Mayor
DeBaecke noted the stormwater drain map needs updated.
Engineer Hirsh stated he was meeting with NJNG next week to
discuss milling and paving.
Ms. Carmichael, 610 Hanover Drive, discussed her drainage issues
at the end of her driveway.
After discussion, Engineer Hirsh would determine the right of way.
Deputy Mayor DeBaecke noted the Township could not repave on private
property.

A RESOLUTION AUTHORIZING THE
PREPARATION OF ESTIMATED TAX BILLS FOR THE YEAR OF 2021
WHEREAS, the Division of
Local Government Services, State of New Jersey has the authority by
State Statue to examine, review and then certify all local government
budgets to the County Board of Taxation for the purpose of real estate
taxation, and
WHEREAS, the Burlington
County Board of Taxation has not yet received certification of the North
Hanover Township’s budget and cannot strike a tax rate until such
certification is received from the State of New Jersey and will
therefore cause the delay in receiving state funding, and
WHEREAS, the Township
Committee has determined that there will be insufficient cash flow to
support operations in August 2021 unless third quarter revenue is
received on time, and
WHEREAS, the Tax Collector
and the Chief Financial Officer have reviewed and computed an estimated
tax levy in accordance with N.J.S.A. 54:4-66.3,
NOW THEREFORE, BE IT RESOLVED,
that the Township Committee of the North Hanover Township, County of
Burlington, State of New Jersey, hereby authorized that:
1. The Tax Collector is directed to prepare and issue estimated tax bills for the Municipality of North Hanover Township for the third quarter 2021, in accordance with the provisions of N.J.S.A. 54:4-66.2et seq.
2.
The entire estimated tax levy for 2021 is hereby
set at $10,233,367.44
3. The Tax Collector takes any additional steps necessary to immediately implement this resolution.

RESOLUTION REQUESTING AFFECTED NEW JERSEY MUNICIPALITIES TO JOIN
CONSORTIUM IN CONJUNCTION WITH NEW JERSEY BOARD OF PUBLIC UTILITES TO
REQUIRE JCP&L TO IMPROVE OVERALL SERVICES TO CUSTOMERS
WHEREAS,
the Township
of Millstone, like
hundreds of
municipalities across
the State
of New
Jersey that are serviced by Jersey Central Power & Light (JCP&L),
were without
power ranging
from hours
to multiple
days resulting from
Tropical Storm
Isaias that struck the
State on
Tuesday, August
4, 2020;
and
WHEREAS,
Tropical Storm
Isaias caused
devastation across
the State
in the
form of
downed power
lines and
trees, flooding,
road closures,
as well as
disruption to
transportation
infrastructure and
hubs; and
WHEREAS,
weather forecasts
ahead of
Tropical Storm
Isaias, as
well as
communications from
the State
of New
Jersey Office
of Emergency
Management, provided
adequate forewarning of the
coming storm
and the
potential damage that
it could
inflict upon
the State
and that
all utility
companies should
be prepared;
and
WHEREAS,
despite these warnings and prior claims by JCP&L that it had improved
its infrastructure due to prior storms that impacted New Jersey
residents, Tropical Storm Isaias confirmed the Township Committee
and Township
residents’ fear that
the infrastructure
that JCP&L
was charged to
improve and maintain
- utility
poles, transformers
substations and
wiring – again failed,
demonstrating JCP&L’s continued ill preparedness for
weather events despite its prior assurances and New Jersey Board of
Public Utilities (NJBPU) mandates requiring JCP&L to improve its
performance; and
WHEREAS,
considering the
burdens unnecessarily and negligently inflicted on the Township’s
residents that result from
the loss
of electricity, the
Township Committee
of North Hanover joins with similarly situated municipalities as a
consortium of municipalities, in conjunction with the NJBPU, to discuss
the issues, concerns and related damage resulting over the years from
JCP&L’s inability to operate as an efficient and effective utility in
New Jersey, and join as one voice to demand that JCP&L improve their
overall services and develop real solutions with timelines and
milestones to rectify these reoccurring issues in a timely fashion.
NOW, THEREFORE BE IT RESOLVED
that the Township Committee of the Township of North Hanover that it
joins with the Township Committee of Millstone Township in requesting
municipalities to join to bring final resolution to JCP&L’s continued
failures and to find solutions to those issues’ municipalities have
experienced in the past with a coordinated effort to exact real and
lasting change.

WHEREAS, R.S.40A:4-87 provides that the Director of the Division of Local Government Services may approve the insertion of any special item of revenue in the budget of a county or municipality when such item shall have been made available by law and the amount thereof was not determined at the time of the adoption of the budget; and
WHEREAS, said Director may also approve the insertion of an item of appropriation for equal amount; and

WHEREAS,
the Township of North Hanover desires to replace the door located in
North Hanover Township Police Department; and
WHEREAS,
N.J.S.A. 40A:11-6.1, authorizes the solicitation of quotations, if
practicable; and
WHEREAS,
the Township has reviewed the quotes received and recommends the lowest
quote submitted by Jammer Doors; and
WHEREAS,
the Township of North Hanover has sufficient funding in place as
evidenced by the Chief Financial Officers certification of the
availability of funds.

WITH BRT TECHNOLOGIES, LLC FOR POWER CAMA AND MOD IV TAX ASSESSOR
SOFTWARE
WHEREAS, the North Hanover Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey desires to upgrade the North Hanover Township Tax Assessor’s Software Program; and
WHEREAS, the Township Committee has reviewed the proposal provided by BRT Technologies, LLC., having offices located at 22 Birchwood Lane, Mantua, New Jersey 08051 and found the proposal to be in conformance with the scope and intent of the Power Cama/Mod IV; and
WHEREAS, the Township Committee desires to memorialize its agreement with BRT Technologies LLC, by way written contract. NOW THEREFORE, BE IT RESOLVED, that the Township Committee of the North Hanover Township, County of Burlington, State of New Jersey, hereby approves of the agreement with BRT Technologies LLC for SOFTWARE, setup and support at an annual rate of $1,500.00 and the Mayor is hereby authorized to execute said agreement on behalf of North Hanover Township and the North Hanover Township Tax Assessor.
2021-74 Resolution to Apply and Obtain a Local Recreation Improvement Grant through the New Jersey Department of Community Affairs

RESOLUTION TO APPLY FOR AND OBTAIN A LOCAL RECREATION IMPROVEMENT GRANT
THROUGH THE NEW JERSEY DEPARTMENT OF COMMUNITY AFFAIRS
NOW THEREFORE BE IT RESOLVED,
by the Township Committee of the Township of North Hanover, County of
Burlington that;
1) The Township of North Hanover does hereby authorize the application for such a grant; and,
2) The Township of North Hanover recognizes and accepts that the Department may offer a lesser or greater amount and therefore, upon receipt of the grant agreement from the New Jersey Department of Community Affairs, does further authorize the execution of any such grant agreement; and also, upon receipt of the fully executed agreement from the Department, does further authorize the expenditure of funds pursuant to the terms of the agreement between the Township of North Hanover and the New Jersey Department of Community Affairs.

He suggested until we have one installed he would like to re-stripe one
of the tennis courts. There
was a general consensus to allow this.

from Mayor/Township Committee or CFO – Mayor Doyle expressed
appreciation to the Committee and staff in crafting this budget.
He noted we did the best we could considering the EMS issue.
He noted there were no tax increases in 2019 and 2020 but that it
was unavoidable for 2021.
He noted the average assessed home would see a tax increase of $42.
He noted he was not pleased with that but the health and safety
of the residents was paramount.
He stated Committeeman O’Donnell was working hard to resolve the
issue. CFO Bruno noted
there is a 2 percent limit every year and noted there was a $400,000
permissible tax increase available that we were not taking advantage of
and commended the Committee on their hard work.

MUNICIPAL BUDGET
TOWNSHIP COMMITTEE “COMMENTS” Committeeman Kocubinski thanked everyone for their support during the sudden death of his son. He noted it has helped his family during this trying time and he would be concentrating on his grandchildren.
Committeeman O’Donnell noted the recent fires in Town and expressed his appreciation for the JVFC and their vital work. He stated he was working diligently to resolve the EMS issue.
Committeeman Forsyth offered his condolences to Committeeman Kocubinski. He noted he assisted with the firefighting efforts.
Deputy Mayor DeBaecke offered condolences to Committeeman Kocubinski and noted anything he could do for them he would be happy to. He noted his appreciation for the JVFC and stated it seems that fire’s have been increasing. He expressed empathy for those families affected.
Mayor Doyle expressed condolences to Committeeman Kocubinski and noted it is family first and is always willing to assist anyone in need. He stated public safety agencies are very necessary and appreciated. He thanked Committeeman O’Donnell for working diligently on solving the EMS issues. He thanked the entire North Hanover team for their hard work. He stated the Memorial Day parade was on track. He noted movie night was being scheduled for September 17th, with craft vendors. Clerk Picariello noted Environmental Resolutions donated $1,000 towards the evening.

Chief Robert Gancarz – JVFC – Chief Gancarz stated the lighting project at the firehouse was complete and looked great. He stated there would be a flower sale this Saturday and noted the Easter Sale was a big success. He stated fire loss has been up County wide and his opinion it would be batteries as the cause.

TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss EMS Contract Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
