County Overlay Program 2020 – Clerk Picariello noted the area designated for
North Hanover is County Road 616.
Committeeman DeBaecke noted he does not think that is North
Hanover. Engineer Hirsh noted a section by Tara’s Tavern might be.
ENGINEER’S REPORT
Engineer Hirsh noted the sent
the quote for Crosswicks-Ellisdale intersection was sent to Township. Attorney Roselli stated he would reach out to
Upper Freehold for cost sharing. He also
reported the Township received $50,000 for the Local Improvement Recreation
Grant. He stated the NJDOT 2020 project
had some ponding issues and he was awaiting correction. He noted phase III of Schoolhouse
contracts were in place. He would be scheduling a pre-construction
meeting in February. He stated Phase IV
plans and specs were being worked on and will be sent to NJDOT for approval to
bid. He stated he received confirmation
on the work at Spartan Village was feasible and no further response as of yet. Committeeman DeBaecke inquired about Phase
III and sidewalk being included. Engineer
Hirsh stated in could be addressed.

RESOLUTION AUTHORIZING THE BURLINGTON
COUNTY DIVISION OF MOSQUITO CONTROL TO ADMINISTER AERIAL SURVEILLANCE AND
TREATEMENT PROGRAM
WHEREAS, the Township Committee of the Township of North Hanover does hereby authorize the Burlington County Division of Mosquito Control to apply pesticides from aircraft to control mosquitoes over portions of North Hanover Township; and
WHEREAS, the Township Committee of the Township of North Hanover understands that all pesticides used are registered with the NJDEP for aerial application by the State and the USEPA; and
WHERAS, the Township Committee of the Township of North Hanover further understands that the areas being treated are only those found to have a significantly high mosquito population and may present either a public health nuisance of disease factor;
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of North Hanover that it hereby approves and authorizes the Burlington County Division of Mosquito Control to administer aerial surveillance and a treatment program to North Hanover Township and hereby authorizes the Mayor and/or Township Clerk to execute the document to authorize said services;

RESOLUTION AUTHORIZING STREET OPENING PERMIT
WHEREAS, Al Davis of Public Service Electric & Gas Co.,
hereinafter referred to as “PSEG”, has submitted an application for a Street
Opening Permit for 1 Briggs Road; and
WHEREAS, pursuant to Chapter 12 the Township Engineer, Joseph
Hirsh of Environmental Resolutions Inc. has reviewed said application and
recommends approval by the Township Committee; and
WHEREAS, pursuant to Chapter 19 “Fees” a
fee of $50 is required prior to the issuance of a Street Excavation Permit.
NOW, THEREFORE, BE IT RESOLVED by
the Township Committee of the Township of North Hanover that the application
for a Street Excavation Permit to PSEG for the location known as 1 Briggs Road is hereby approved
subject to receipt of payment of the applicable fee.

AUTHORIZING THE BURLINGTON
COUNTY DEPARTMENT OF SOLID WASTE TO CONTINUE TO PROVIDE RECYCLING AND SOLID
WASTE DISPOSAL SERVICES FOR THE YEARS OF 2022 THROUGH 2026
WHEREAS, in accordance with the
provisions of the Solid Waste Management Act, NJSA 13:1E-1 et seq.,, the County
has developed, implemented ad financed a solid waste management system
consisting of a number of facilities for the disposal or recycling of solid waste
generated within the geographic boundaries of the County, pursuant to the
Burlington County District Solid Waste Management Plan; and
WHEREAS, the County has determined
to provide for the use by North Hanover Township of the system through the
disposal or processing of solid waste, recyclables and household and small
quantity generator hazardous waste collected by or on behalf of North Hanover
Township; and
WHEREAS, the Governing Body of North
Hanover Township wishes to participate in and utilize the system; and
WHEREAS, the parties wish to
establish the terms and conditions under which the County will provide the
Solid Waste Services and North Hanover Township will deliver solid waste,
recyclables and household and small-quantity generator hazardous waste
originating within its geographic boundaries that is collected by North Hanover
Township or on its behalf to the system for processing and/or disposal; and
WHEREAS, the County of Burlington and
North Hanover Township have duly authorized the making and execution of this
service contract;
NOW,
THEREFORE BE IT RESOLVED,
in consideration of the foregoing and of the mutual
covenants and
agreements hereinafter contained and of the undertakings of each party to the
other, the parties hereto, intending to be bound hereby, mutually covenant,
promise and agree pursuant to the attached terms and conditions as set forth
with this Resolution.
NOW,
THEREFORE, BE IT FUTHER RESOLVED, that the Mayor of North Hanover Township is hereby
authorized to execute said agreement.

WHEREAS, the Township Clerk’s
Office manages the annual dog licensing utilizing software called Munidex; and
WHEREAS,
each year the software company called Munidex, Inc. requires an annual
maintenance agreement be executed to oversee said software;
NOW THEREFORE BE IT RESOLVED,
by the Township Committee of the Township of North Hanover, County of
Burlington, State of New Jersey, that the Township Clerk is authorized by the
Township Committee to sign the form document submitted by Munidex Inc. in order
to accomplish the necessary maintenance of our municipal dog licensing for the 2022
calendar year.

RESOLUTION AUTHORIZING CONTRACT WITH
ATKINSON BUILDING FOR IMPROVEMENTS TO
THE NORTH HANOVER TOWNSHIP WASTE FACILITY
WHEREAS, the Township of North Hanover requires the services of a
contractor for purposes of removing and replacing existing concrete dumpster
pad using 4500 PSI concrete with reinforcement; and
WHEREAS, the Township Committee has
determined and certified in writing that the value of the contract will not
exceed $17,500; and
WHEREAS, the Township
Committee has solicited competitive quotations of the service required and have
determined that the proposal from Atkinson Building is the most advantageous,
price and other factors considered; and
WHEREAS, it is the
desire of the Township Committee to accept the proposal from Atkinson Building for
concrete improvements to the Municipal Waste Facility in an amount not to
exceed $7,200.00; and
WHEREAS, funds are available
to accept said proposal, as evidenced by the attached Certification of
Availability of Funds;
NOW, THEREFORE, BE IT RESOLVED, by
the Township of North Hanover that it does hereby accept the proposal from
Atkinson Building and it does hereby authorize a contract in an amount not to
exceed $7,200.00 for concrete improvement services for the Municipal Waste
Facility.

emergency medical and rescue services to the residents of North Hanover
Township in conjunction with the Jacobstown Volunteer Fire Company No. 1
(“JVFC”), which receives funding, equipment, and use of a fire house for its
operations within North Hanover Township from the Township; and
WHEREAS, the Township Committee previously
determined that it was advisable to seek payment for the provision of emergency
medical and rescue services from individuals who utilized the services and
their insurance carriers, to offset the cost of operations for said service;
and
WHEREAS, Title 40 of the Revised Statutes of New Jersey
permits the Township's governing body to contract with a volunteer emergency
squad to provide to its residents and taxpayers those governmental or
quasi-governmental services embodied in rescue/emergency medical services; and
WHEREAS, the Township Committee adopted Ordinance Nos.
2011-001 and 2011-002, authorizing the establishment of a third-party billing
system through JVFC at rates established by the Township Committee for
providing emergency medical services for the benefit of the citizens, residents
and taxpayers of the Township of North Hanover; and
WHEREAS, the Township and JVFC executed a certain
Emergency Medical Services – Third Party Billing Agreement setting forth the
terms and conditions pursuant to which JVFC would operate the third-party
billing system; and
WHEREAS, the Township of North Hanover was party to a
shared services agreement with Plumsted Fire District No. 1 (“Plumsted”),
whereby Plumsted agreed to provide emergency medical services to North Hanover
Township from 6 a.m. to 6 p.m., seven days a week; and
WHEREAS, Plumsted terminated its agreement with the
Township of North Hanover which necessitated North Hanover Township having to
hire EMS personnel to provide emergency medical services for the Township from
6 a.m. to 6 p.m., seven days a week and as a supplement the services being
provided by JVFC; and
WHEREAS, the Township desires to utilize the
third-party billing for the emergency medical operations being undertaken by
the Township, as it will be operating the same ambulances currently being
operated by JVFC; and
WHEREAS, JVFC has agreed to undertake third-party
billing for North Hanover Township as part of the parties Emergency Medical
Services – Third Party Billing Agreement; and
WHEREAS, it is necessary to amend the Emergency Medical
Services – Third Party Billing Agreement to account for the third-party billing
required for that aspect of the emergency medical services being provided by
the Township; and
WHEREAS, the parties desire to memorialize their
agreement by way of an Amendment to Emergency Medical Services – Third Party
Billing Agreement, subject to the final form of said amendment being approved
by the Township Attorney and JVFC.
NOW,
THEREFORE, BE IT RESOLVED
by the Township Committee of the Township of North Hanover, in the County of
Burlington, that it does hereby approve of the Amendment to Emergency Medical
Services – Third Party Billing Agreement by and between North Hanover Township
and Jacobstown Volunteer Fire Company No. 1, subject to the final form of said
amendment agreement being approved by the Township Attorney and JVFC.
BE IT FURTHER RESOLVED that a
certified copy of this resolution be forwarded to Jacobstown Volunteer Fire
Company No. 1.

RESOLUTION ACCEPTING QUOTE FROM CHESTERFIELD ELECTRIC AND HVAC, LLC FOR
ELECTRICAL PANEL REPLACEMENT
WHEREAS, the Township of North Hanover desires to
replace the electrical panel located in North Hanover Township Public Works
Garage; and
WHEREAS, N.J.S.A. 40A:11-6.1, authorizes the
solicitation of quotations, if practicable; and
WHEREAS, the Township has reviewed the quotes received
and recommends the lowest quote submitted by Chesterfield Electric and HVAC
LLC; and
WHEREAS, the Township of North Hanover has
sufficient funding in place as evidenced by the Chief Financial Officers
certification of the availability of funds.
NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of
North Hanover, County of Burlington County, State of New Jersey hereby accepts
the lowest quote by Chesterfield Electric and HVAC LLC, for electrical panel replacement
located in the North Hanover Township Public Works Garage. in the amount of
$2,496.07.
BE IT FURTHER RESOLVED that the Chief Financial Officer is hereby
authorized to issue said purchase order aforesaid on behalf of the Township.

DISCUSSION

Grass
Cutting & Maintenance of Township Property and Recreation Fields Bid –
Clerk Picariello noted the expiration of the contract. There was a general consensus to extend.

Roads
and Grounds Contract – Clerk Picariello noted the expiration of the current
contract. She noted Deputy Mayor Forsyth
spoke with contractor and was informed the current contract does not wish to
extend. There was a general consensus to
re-bid.

Municipal/JFVC
Building Generator replacement – Clerk Picariello noted the quotes for
replacement and gas conversion. After
discussion, there was a consensus to explore further and re-list for another
meeting.
Mayor
Doyle noted the recent Recreation Advisory Committee meeting. He stated they wanted to go back to a Country
Fair. He noted it was a heavy lift. Committeeman DeBaecke noted there is a book
concerning it and it would take time to build up a vendor list. He believes it is a great idea but would be a
big lift. Mayor Doyle stated they are
looking for Easter Egg Hunt for April 16th, Memorial Day parade for
May 25th, the Summer Fair June 25th, Movie night
September 17th, Trunk or Treat October 21st, rain date
October 22nd and the tree lighting December 2nd. The Township Committee expressed concern over
the amount of work for the Fair but does not want to discourage a smaller
version. Mayor Doyle inquired if funds
would be available for the DCA recreation grant for field improvements. Engineer Hirsh stated he would look into it. Mayor Doyle inquired if a “splash down” would
be permissible. Attorney Roselli stated
there is always a concern over liability.
Mayor Doyle also noted the request to call North Hanover sports teams
the “pups”. After discussion, there was
no objection.
TOWNSHIP COMMITTEE “COMMENTS”
Deputy Mayor Forsyth noted
the Governor signed bills into law for Farmland Preservation incentives. He also stated there have been problems
getting Recycling picked up at the Waste facility and asked for patience. Committeeman Kocubinski noted the current
program was not netting appropriate offers to the farmers. He also gave a history on the PIG grants.
Mayor Doyle noted budget time
was approaching. He asked the Committee
to begin putting thoughts together concerning capital projects and keep in mind
inflation is affecting everything. He
noted with rising fuel, EMS issues, cost of police cars and the new tipping
fees are going to require tough decisions to be made. He expressed his sympathies to Engineer Hirsh
and his family on his recent loss.

WHEREAS, the Open Public Meetings
Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the
public from a meeting in certain circumstances; and
WHEREAS, the
Township Committee of North Hanover Township wishes to go into a closed
Executive Session and is of the opinion that such circumstances presently exist
which should not be discussed in public, and
WHEREAS. the
Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to
discuss certain matter(s) in private, and in this case for the purpose of the
Township Committee to discuss contract negotiations, litigation and personnel
matters in this regard.
NOW,
THEREFORE, BE IT RESOLVED
by Township Committee of North Hanover Township that it will go into an
Executive Session for the purpose of the Township Committee to discuss EMS
Contract Matter, FOP Contract Matter, Contract Matters, Litigation and
Personnel matters.
BE IT FURTHER
RESOLVED that the results of such discussion may be revealed at such time
as the matter(s) are resolved and/or a contract(s) is signed and/or the
negotiations are formally settled. Interested parties may contact the Township
Clerk anytime during normal business hours for periodic updates as to the
