ENGINEER’S REPORT
Engineer Hirsh reported
filing the 2021 annual stormwater report.
He noted the NJDOT 2020 was still awaiting repair and punch list
items. He stated the NJDOT FY 2021 was
still awaiting approval to bid. He also
stated the NJDOT 2023 grant application would be due July 1st and he
stated he has Stewart Road in mind and was inquiring if there were any other
areas of concern. Committeeman DeBaecke
stated he wanted to discuss the Ellisdale Crosswick issue with Attorney Roselli
first. Engineer Hirsh reported the Meany
Road drainage issue was repaired. Deputy
Mayor Forsyth noted there was a bus issue during the repair. Committeeman Kocubinski also expressed
concerns over the intersection. Clerk
Picariello noted she did get a response from the Deputy Township Administrator
and was awaiting further communication.
She also noted Engineer Hirsh would go on site and assess. Mayor Doyle asked Clerk Picariello to set up
a meeting with the Upper Freehold Mayor and Deputy Mayor.

SECTION 3. All Ordinances inconsistent with the above

SECTION 5. This Ordinance shall take effect after its
final passage and publication according to law and shall be effective as of
January 1, 2022 or date of hire or appointment if after January 1, 2022.

COUNTY OF BURLINGTON, STATE OF NEW JERSEY APPROPRIATING $150,000.00 FROM THE
CAPITAL IMPROVEMENT FUND TO PROVIDE FOR VARIOUS CAPTIAL IMPROVEMENTS
BE IT ORDAINED by
the Township Committee of the Township of North Hanover, in the County of
Burlington, State of New Jersey, as follows:
SECTION
1. $150,000.00
is hereby appropriated from the Capital Improvement Fund of the Township of
North Hanover, in the County of Burlington, New Jersey (the “Township”) to
provide for various capital improvements and accessory equipment therefor and
incidental thereto as follows:

MEMORANDUM OF AGREEMENT
BY AND BETWEEN NORTH
HANOVER POLICE ASSOCIATION AND
TOWNSHIP OF NORTH
HANOVER REGARDING SETTLEMENT OF COLLECTIVE BARGAINING AGREEMENT
WHEREAS, on
or about September 6, 2018, the North Hanover Township Police Association and
Township of North Hanover entered into a Collective Bargaining Agreement
effective January 1, 2017 through December 31, 2019 (hereinafter “CBA”); and
WHEREAS, the negotiations committees
of the Township of North Hanover and the North Hanover Township Police
Association agreed to terms set forth in a Memorandum of Agreement,
establishing certain revisions to the CBA, as previously amended, that will the
parties to settle the CBA; and
WHEREAS, the Memorandum of Agreement
has been duly ratified and executed by the North Hanover Police Association on
May 2, 2022; and
WHEREAS, the Township Committee
desires to approve and ratify the Memorandum of Agreement on behalf of the Township.
NOW
THEREFORE, BE IT RESOLVED
by the Township Committee of the Township of North Hanover, County of
Burlington, State of New Jersey, does hereby approve and ratify the Memorandum
of Agreement by and between the Township of North Hanover and North Hanover
Township Police Association and the Mayor is hereby authorized to execute the
agreement on behalf of the Township Committee.
BE IT FURTHER RESOLVED that a
certified copy of the executed agreement be transmitted to the North Hanover
Township Police Association and Chief Financial Officer.

DISCUSSION
There were no items for discussion this evening.
TOWNSHIP COMMITTEE “COMMENTS”
Committeeman DeBaecke stated
he was please the FOP contract was settled.
He thanked Attorney Roselli and everyone involved with the process. He believes it is a fair and just contract.
Mayor Doyle stated he was
very appreciative of the efforts on the contract. He noted the Memorial Day parade is on May 28th
and thanked Deputy Mayor Forsyth for adding his equipment. He noted he would ask Lou DeLorenzo for his
assistance in obtaining the float for the Township Committee.

Deputy Mayor Forsyth opened
the meeting to the public.
Mr. Vito D’Amato – 4 Birch
Court - Inquired if there was any movement on the proposed housing development
and noted the turn out at the meeting.
Clerk Picariello noted it was still being worked on and quite possible
it would be on the May meeting. Engineer
Hirsh explained the completeness process to Mr. D’Amato. Attorney Roselli reviewed some JLUB procedures
for Mr. D’Amato. Mr. D’Amato asked what
the prospects were for amending the Ordinance.
Deputy Mayor Forsyth and Committeeman O’Donnell noted procedures were
being explored. Clerk Picariello stated
the Committee was in process of identifying properties that this could affect. Attorney Roselli noted any changes would not affect
the current application. Deputy Mayor
Forsyth explained the purpose of the clustering ordinance was to allow for some
preservation. Ms. D’Amato inquired if
the 50 acres gets deeded over to the Township.
Attorney Roselli noted that was not the case it would be deed restricted
and on the tax rolls. Committeeman
Kocubinski noted the various conditions within the ordinance and the amendment
he believes was the JLUB tightening the Ordinance up.
Mr. Wayne Voorhees –
Cookstown-New Egypt Road – He gave some suggestions for the issues at the
intersection of Crosswicks-Ellisdale Road.
Committeeman O’Donnell noted two bridges were out and traffic was being
funneled to Provinceline Road.
Ms. D’Amato noted the JLUB
meetings were not on the Township Calendar.
Clerk Picariello noted she would address.

COUNTY OF BURLINGTON
AUTHORIZING A CLOSED SESSION
MEETING
WHEREAS, the Open Public Meetings
Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the
public from a meeting in certain circumstances; and
WHEREAS, the
Township Committee of North Hanover Township wishes to go into a closed
Executive Session and is of the opinion that such circumstances presently exist
which should not be discussed in public, and
WHEREAS. the
Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to
discuss certain matter(s) in private, and in this case for the purpose of the
Township Committee to discuss contract negotiations, litigation and personnel
matters in this regard.
NOW,
THEREFORE, BE IT RESOLVED
by Township Committee of North Hanover Township that it will go into an
Executive Session for the purpose of the Township Committee to discuss Contract
Matters, Litigation and Personnel matters.
BE IT FURTHER
RESOLVED that the results of such discussion may be revealed at such time
as the matter(s) are resolved and/or a contract(s) is signed and/or the
negotiations are formally settled. Interested parties may contact the Township
Clerk anytime during normal business hours for periodic updates as to the
availability in this regard.
