ENGINEER’S REPORT
Engineer Hirsh reported he was working on compliance with the NJDEP Tier A designation. He also stated he was working on a second quote for the park gazebo. He presented various plans for the Park Improvement project and it would be revisited at a later date. He stated NJDOT FY 22 bids were received and being awarded this evening. He noted he was awaiting award notices for the NJDOT FY 23. He also stated the work on Crosswicks-Ellisdale at Provinceline would be completed next week.

RESOLUTION AUTHORIZING THE MUNICIPAL CLERK TO EXECUTE AND DISTRIBUTE MERCANTILE APPLICATIONS AND LICENSES FOR 2023
WHEREAS, pursuant to North Hanover Township Municipal Code Chapter 4:030 each business must obtain an annual license of which expires December 31st of the licensing year; and
WHEREAS, the Municipal Clerk is tasked with the maintenance, distribution and execution of all such business licenses for North Hanover Township pursuant to the provisions of Chapter 4:030 of the Municipal Code of North Hanover Township and with the consent of the Township Committee.
NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover that it hereby authorizes the Municipal Clerk to distribute the annual Mercantile License Applications and to then execute them based upon the provisions as set forth in Chapter 4:030 of the Municipal Code of North Hanover Township.

A RESOLUTION AUTHORIZING THE REFUND
OF TAX SALE PREMIUM
WHEREAS, Tax Sale Certificate#20-00001 was redeemed on October 18, 2022 in the amount of $52,052.25; and
WHEREAS, Culmac Investors, Inc. paid tax sale premium, in the amount of $40,000.00, for said Lien.
THERFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover that, as requested by the Tax Collector, it hereby authorizes a refund of tax sale premium, in the amount of $40,000.00 to Culmac Investors, Inc.; for Lien#20-00001, Block 300 Lot 2.09, commonly known as 15 Dellaira Court.

BE IT RESOVLED, by the Township Committee of the Township of North Hanover that we hereby approve and authorize the following Fire Company members to enroll in the New Jersey State Firemen’s Association:

2022-153 Resolution Approving Blue Light Permit Application

COUNTY OF BURLINGTON
APPROVAL OF BLUE LIGHT PERMIT APPLICATION
WHEREAS, pursuant to N.J.A.C. 13:24-5 ET Seq. an applicant for permit authorizing the use of blue emergency warning lights may be considered eligible only if the applicant is an active member in good standing of a volunteer fire company, first aid or rescue squad, or a county or municipal Office of Emergency Management volunteer whose official duties include responding to a fire or emergency call; and

WHEREAS, Harry Zielinski and Alissa DeLuca have met the qualification for a Blue Light Permit and it is the recommendation of the Fire Chief to approve this applicant for a Blue Light Permit.
NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover, County of Burlington, that in accordance with N.J.A.C. 13:24 et. seq. it hereby approves Harry Zielinski and Alissa DeLuca for a Blue Light Permit and hereby authorizes the Mayor to execute the Blue Light Permit Application.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the Jacobstown Volunteer Fire Department Chief.

2022-154 Resolution to Award Contract for Schoolhouse Road Improvements Phase IV (NJDOT FY22)

RESOLUTION TO AWARD A CONTRACT FOR
SCHOOLHOUSE ROAD IMPROVEMENTS – PHASE IV (NJDOT FY 22)
WHEREAS, the Township of North Hanover (the ‘Township’) applied for and received a FY 2022 NJDOT Municipal Local Aid Grant in the amount of $155,000.00 for roadway improvements to Schoolhouse Road – Phase IV, and
WHEREAS, the Township proceeded to solicit bids for the Schoolhouse Road – Phase IV project and received three (3) bid responses as indicated on the attached Summary of Bids, with the low Base Bid plus Alternate Bid #1 in the amount of $164,813.13 submitted by Earle Asphalt Company, and
WHEREAS, the lowest qualified bid is below the Engineer’s Estimate and submitted by a Contractor who has previously completed work for the Township. The bid was in close proximity to the grant funding available for the project and whereby the Township intends to supplement the funding as required, and
WHEREAS, the Township Engineer has reviewed the submitted bids and recommended award of the contract to Earle Asphalt Company in the amount of $164,813.13 via correspondence dated October 10, 2022, subject to the conditions contained therein,
Now, therefore, be it resolved by the Township Committee of the Township of North Hanover that the project known as the Schoolhouse Road – Phase IV, is awarded to Earle Asphalt Company in the amount of $164,813.13, subject to submission of required documentation.

2022-155 Resolution Authorizing Contract with Rehmann Plumbing for Gas Line and Other Improvements to the Municipal Building

COUNTY OF BURLINGTON
RESOLUTION AUTHORIZING CONTRACT WITH REHMANN PLUMBING FOR GAS LINE AND OTHER IMPROVEMENTS TO THE MUNICIPAL BUILDING
WHEREAS, the Township of North Hanover requires the services of a contractor for purposes of installing gas lines and making other necessary improvements to the Municipal Building; and
WHEREAS, the Township Committee has determined and certified in writing that the value of the contract will not exceed $17,500; and
WHEREAS, the Township Committee has solicited competitive quotations of the service required and have determined that the proposal from Rehmann Plumbing is the most advantageous, price and other factors considered; and
WHEREAS, it is the desire of the Township Committee to accept the proposal from Rehmann Plumbing for the installation of gas lines and other improvements to the Municipal building in an amount not to exceed $13,500.00; and
WHEREAS, funds are available to accept said proposal, as evidenced by the attached Certification of Availability of Funds;
NOW, THEREFORE, BE IT RESOLVED, by the Township of North Hanover that it does hereby accept the proposal from Rehmann Plumbing and it does hereby authorize a contract in an amount not to exceed $13,500.00 for the installation of gas line and other improvement services for the Municipal Building.
BE IT FURTHER RESOLVED that the required “Notice of Contract Awards” shall be published in the legal newspaper as required by law within ten (10) days of its passage.

DISCUSSION
2022 Reorganization Meeting – After discussion, there was a general consensus to conduct on January 5, 2023.
Discussion of Implementation of P.L.2021,C182 – Lead Based Hazards in Rental Housing – After discussion, there was a general consensus to have the Fire Official implement this Law.
Senior Christmas Luncheon – Christmas Luncheon is set for December 7th at 1pm at the Chesterfield Inn.

Mayor Doyle noted leaf bags are available in the Construction Office for late November pick-up.
PUBLIC PARTICIPATION
Questions, comments or statements from members of the public in attendance.
Mayor Doyle opened the meeting to the public.
Mr. Paul Reuter – 8 Ivy Lane – Mr. Reuter expressed concerns over the new owners of Blacey’s. He noted terrible noises, building without a permit and working outside of Business hours. He stated all his neighbors were upset. He stated it was a quality of life issue. Mayor Doyle noted there was a stop order issued from the Construction Department with regard to the Building. He stated he would have the Police look into the noise issues. Committeeman O’Donnell thanked Mr. Reuter for bringing these issues forward and noted they would be addressed. Committeeman O’Donnell noted he was appreciative of the information because we don’t know what we don’t know. Committeeman DeBaecke noted he would inquire with Chief Duff to see if he has any updates.

2022-156 Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 Contract Matter, Personnel and Litigation matters

TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
AUTHORIZING A CLOSED SESSION MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
