REVIEW OF CORRESPONDENCE
NJDOT FY 23 Grant Award – Clerk Picariello noted North Hanover was awarded $181,070 for the FY23 NJDOT program. The application was for Stewart Road, Ivy Lane and Crosswicks-Ellisdale Intersection.
BCJIF 2021 Dividend Announcement – Clerk Picariello noted North Hanover was awarded a $14,905 Dividend and will be credited towards the 23 premiums.
ENGINEER’S REPORT
Engineer Hirsh was not present this evening. Clerk Picariello reviewed Engineer Hirsh’s report. It was noted the new pads were installed on the park equipment. Engineer Hirsh was continuing to work on the Stormwater Tier A compliance plan. He also noted he has received multiple quotes for the Park Gazebo and will provide a summary at the next meeting. He stated he was preparing construction plans and specifications for bidding for the pickleball court, resurfacing of basketball ball and tennis courts. He noted the FY23 Local Recreation Improvement Grant applications are due January 20th. He stated the FY22 NJDOT grant project would begin construction on the Spring of 2023. Mayor Doyle also noted the repair on Crosswicks-Ellisdale is also complete.

RESOLUTION ACCEPTING RESIGNATION OF MARTIN SCOZZARO AS FULL-TIME EMT AND APPOINTING PER DIEM EMT
WHEREAS, N.J.S.A. Title 40 and Title 40A provide for the Appointment of Certain Officers, Appointees, and Employees to be appointed in Township Positions to carry out the lawful duties and responsibilities of the Township; and
WHEREAS, the Township Salary Ordinance provides for the rate of Compensation, Salary, or Wages of Certain Officers, Appointees and Employees of said Township.

2022-164 Resolution Appointing Municipal Court Judge for a Three-Year Term

TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
RESOLUTION APPOINTING MUNICIPAL COURT JUDGE
FOR A THREE-YEAR TERM
WHEREAS, N.J.S.A. 2B:12-4 provides that each Judge of a Municipal Court shall serve for a term of three years from the date of appointment; and
WHEREAS, the current term of the North Hanover Municipal Courts Judge expires December 31, 2022.
NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey that Lewis Korngut be and is hereby appointed and designated to serve as the Municipal Court Judge for the Township of North Hanover Court for a three-year term effective January 1, 2023 until December 31, 2025 and/or until a successor is appointed and qualified.
BE IT FURTHER RESOLVED, that the above position shall be compensated at $23,358.00.
BE IT FUTHER RESOLVED that a copy of this Resolution be forwarded to the following:

2022-167 Resolution Awarding Bid and Contract for Snow Removal for the Township of North Hanover

TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
RESOLUTION AWARDING BID AND CONTRACT FOR SNOW REMOVAL
FOR THE TOWNSHIP OF NORTH HANOVER
WHEREAS, the Township of North Hanover issued a Notice to Bidders for purposes of receiving sealed bids for snow removal services for North Hanover Township in accordance with the Specifications, Proposal and Contract Documents and the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; and
WHEREAS, on November 29, 2022, the apparent low bidder’s bid was received as follows:
Company Base Bid
Freiberger Excavating $250.00 hourly rate for Dump truck
$250.00 hourly rate for pick-up truck
$250.00 hourly rate for Tractors
$75.00 hourly rate for operator
WHEREAS, all bids received were reviewed by the appropriate Township Officials and was found by the Township to be completely responsive and the lowest responsible bidder; and
WHEREAS, the Chief Financial Officer has certified that funds are available, which is attached hereto and made a part of this resolution; and
NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington County, State of New Jersey that an award is hereby issued to Freiberger Excavating, located at 201 Route 526, Allentown, NJ 08501 in the amount as indicated above for the snow removal of the North Hanover Township as set forth in the bid specifications issued by the Township of North Hanover.
BE IT FURTHER RESOLVED that the Mayor and Township Clerk are hereby authorized to sign a contract with Freiberger Excavating on behalf of the Township for the purposes set forth herein.

DISCUSSION
Proposed Redevelopment Block 602 Lot 9.02 – Township Planner, Ed Fox was in attendance to answer questions concerning the final plan. Mayor Doyle inquired about the measurements concerning sewer. Mr. Fox noted the studies would need to be done concerning the sewer, stormwater regulations and the Spartan Village buffer. The developer has not done soil studies yet and all conditions would have to be met before moving forward. The developer believes all studies will be favorable. Attorney Roselli reviewed various procedures and requirements. After further discussion, there was a general consensus to have introduction of the Ordinance at reorganization and then to be referred to the JLUB.
CDBG Grant Opportunity – Clerk Picariello reviewed Engineer Hirsh’s suggestions for the grant application. After discussion, there was a general consensus to move forward with the application for improvements to the Township Buildings.
Deputy Mayor Forsyth inquired about the snow plowing jurisdiction on Route 537 to Route 664 and stated North Hanover regularly plowed it and was not part of our current agreement. Attorney Roselli noted if it was not in our agreement than we are not responsible. It was suggested reimbursement or alternating plowing.
TOWNSHIP COMMITTEE “COMMENTS”
Committeeman DeBaecke noted the recent fire at the Apartment complex. He expressed appreciation for the first responders for their rapid response. He noted a tragedy was avoided.
Deputy Mayor Forsyth reminded everyone of the annual tree lighting tomorrow at 6:30pm.
Mayor Doyle thanked the first responders for their hard work. I hoped everyone had a good Thanksgiving. He noted he would be unable to attend the tree lighting and noted Deputy Mayor Forsyth would represent well. He noted he enjoyed his participation last year.

Mayor Doyle opened the meeting to the public.
Mr. Harry Zielinsky – He inquired if he could get some assistance from the Township Committee. He stated he was having difficulties in getting the school district to transport his special needs child to Burlington County Special Services. He explained the toll it was taking on his family. Attorney Roselli noted the Township Committee was unable to assist in School Board matters. He did offer suggestions as he has had similar issues with another School District. Mr. Zielinsky thanked Attorney Roselli for his guidance.
Mr. Buddy Wilkins – 177 Meany Road – Mr. Wilkins expressed concerns over the speed limit signs on Meany Road. Committeeman DeBaecke noted the reduced speed limit signs are part of a process. He stated the speed limit must be reduced before other improvements can be made to the road. It was also noted the County controls the intersections.
Mr. Paul Reuter – 8 Ivy Lane – Mr. Reuter inquired about the proposed construction on Ivy Lane. Committeeman DeBaecke stated it will be a mill and pave. Mr. Reuter asked if a NJDEP report was issued on U Pick Auto. Clerk Picariello noted they were contacted but no report was issued. Mayor Doyle noted Chief Duff was contacted after the NJDEP was contacted. Mr. Reuter stated they are operating at 6;30am and contacted the Police regarding the time start. He noted it was outside of the noise ordinance. He stated the Police told him to call anytime as documentation is needed. He stated he just does not understand how they are aloud to operate. He would like to see more action on the matter. Mayor Doyle stated the FBI is not going to tell anyone what they are doing. Committeeman DeBaecke noted the Police would have to witness the violation in order to address. Mr. Reuter noted the on-site construction issue. Mayor Doyle noted that was handled by the Construction Official, Mayor Doyle also noted that a citizen’s complaint can be filed if there is a noise violation. He stated in order for the Police to issue a summons they must witness it.

AUTHORIZING A CLOSED SESSION MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Personnel/Contract Matters, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
