CALL TO ORDER Mayor Forsyth called the meeting to order at 6:00 p.m.

SUNSHINE STATEMENT: “The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building”.

PUBLIC COMMENT: Members of the public wishing to address the Township Committee must state their name and address for the record.

Mayor Forsyth opened the meeting to the public. There were no public comments this evening

RESOLUTION 2023-59

TOWNSHIP OF NORTH HANOVER

COUNTY OF BURLINGTON

RESOLUTION AUTHORIZING APPROPRIATION RESERVE TRANSFER


WHEREAS N.J.S.A. 40A:4-59 provides for appropriation transfers during the first 3 months of any fiscal year, when it is determined that it is necessary to expend for any of the purposes specified in the budget an amount in excess of the sums appropriated therefor and where it has been further determined that there is an excess in any appropriation over and above the amount deemed to be necessary to fulfill the purpose of such appropriation; and

WHEREAS the Chief Financial Officer has recommended that the attached list of transfers, being in compliance with N.J.S.A. 40A:4-58, be made.

NOW THEREFORE BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, (not less than 2/3 of the full membership concurring affirmatively) that the 2022 budget transfers be made a permanent part of this resolution, are hereby made and approved.

BUDGET WORKSHOP – TOWNSHIP COMMITTEE TO REVIEW BUDGET LINE ITEMS – NO ACTION WILL BE TAKEN


CFO Bruno presented a .02 increase in the budget which would amount to a $64 increase on the average assessed home of $312,000. He stated the surplus projection was stable and he would be using a small amount of the CAP Bank. He noted the tax rate was at CAP. He stated any increases would have to have a counter balance of a decrease. Joseph Greene stated there are 6 additional employees requesting health insurance. The Committee inquired if there was increase in pension obligations. CFO Bruno noted there was a slight increase of $3,000. CFO Bruno stated the monies used for the EMS out of the ARP monies came in at around $240,000. CFO Bruno noted the CAP exceptions that were approved for this year only. He also stated the workers compensation increased by $30,000. There was discussion and approval concerning the purchase of a new police vehicle. CFO Bruno noted we would by utilizing old funding for the purchase. He stated a Resolution would be presented at the next meeting. Clerk Picariello inquired if the Information Technology and new Stormwater regulations were reflected in this budget. Joseph Greene noted it is included in the budget. Chief Gancarz reviewed the billing and funding of the EMS account. Chief Gancarz also discussed the fire prevention bureau finances. The Township Committee reviewed various other budget line items. The Township Committee directed CFO Bruno to have the standard salary increases included in this budget.


Clerk Picariello noted the introduction would be April 6th and the adoption would be May 4th.
