CALL TO ORDER Mayor DeBaecke called the meeting to order at 7:00 p.m.

INVOCATION: Mr. Wayne Voorhees offered prayers for the Township Committee, Community, State and Country.

SUNSHINE STATEMENT: “The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building”.

REVIEW OF CORRESPONDENCE
North Hanover Township Summer Recreation Camp – Clerk Picariello stated the Summer Camp Director offered his appreciation to the Township Committee for their support of the program. He noted the camp was a success. Mayor DeBaecke thanked Mr. Zirilli for his hard work.
Comcast Franchise Renewal Process – Clerk Picariello stated the renewal process was forth-coming. Attorney Roselli gave an overview of the process and noted in the past there were multiple companies and that is no longer the case. He noted an Ordinance would need to be adopted at a future date.
ENGINEER’S REPORT
Engineer Hirsh reported he reached out to PSEG with regards to the sinkhole forming on Schoolhouse Road. He noted he was awaiting the schedule for repair. This was due to a gas line being installed and the patch was temporary. He stated the FY20 Parks Grant project, the FY24 LRIG project and Door replacement project was ready to go and he would coordinate a bid opening date with the Clerk.

2024-123 Resolution Authorizing Refund of Tax Sale Premium

COUNTY OF BURLINGTON
A RESOLUTION AUTHORIZING THE REFUND
OF TAX SALE PREMIUM
WHEREAS, Tax Sale Certificate#21-00001 was redeemed on July 29, 2024 in the amount of $21,496.18; and
WHEREAS, Culmac Investors, Inc. paid tax sale premium, in the amount of $9,000.00, for said Lien.
THERFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover that, as requested by the Tax Collector, it hereby authorizes a refund of tax sale premium, in the amount of $9,000.00 to Culmac Investors Inc for Lien#21-00001, Block 100 Lot 4, commonly known as 5 Crosswicks-Ellisdale Road.

2024-124 Resolution Appointing Per Diem Emergency Medical Technician

TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
RESOLUTION APPOINTING PER DIEM EMERGENCY MEDICAL TECHNICIAN
WHEREAS, N.J.S.A. Title 40 and Title 40A provide for the Appointment of Certain Officers, Appointees, and Employees to be appointed in Township Positions to carry out the lawful duties and responsibilities of the Township; and
WHEREAS, the Township Salary Ordinance provides for the rate of Compensation, Salary, or Wages of Certain Officers, Appointees and Employees of said Township.
NOW THEREFORE BE IT RESOLVED, that the following Officers, Appointees, and Employees are hereby appointed for their respective terms, as follows:
Effective Date of Employment: 08/01/2024
BE IT FURTHER RESOLVED, that the above-named positions will be compensated as per the Salary Ordinance and Salary Resolution at a rate of $18.00 per hour not to exceed 24 hours per week.

2024-125 Resolution Accepting Quote from Freiberger Excavating
RESOLUTION 2024-125
TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
RESOLUTION ACCEPTING QUOTE FROM FREIBERGER EXCAVATING
WHEREAS, the Township of North Hanover desires to repair a washout in roadway at 166 Larrison Road located in North Hanover Township; and
WHEREAS, N.J.S.A. 40A:11-6.1, authorizes the solicitation of quotations, if practicable; and
WHEREAS, the Township has reviewed the quote received and recommends the lowest quote submitted by Freiberger Excavating; and
WHEREAS, the Township of North Hanover has sufficient funding in place as evidenced by the Chief Financial Officers certification of the availability of funds.
NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington County, State of New Jersey hereby accepts the lowest quote by Freiberger Excavating, for wash out repair located at 166 Larrison Road in North Hanover Township for an amount not to exceed $2,500.00
BE IT FURTHER RESOLVED that the Chief Financial Officer is hereby authorized to issue said purchase order aforesaid on behalf of the Township.

DISCUSSION
NJLM Conference Registration – There was inquiry concerning cancellation without penalty. Clerk Picariello reported 11/7/24. There was a general consensus to move forward.
Senior Picnic potential date 9/17/24 – There was a general consensus to move forward and Deputy Mayor O’Donnell stated he would assist with the planning.
Mayor DeBaecke noted he attended, along with Committeeman Forsyth, a meeting regarding the next round of affordable housing. Attorney Roselli gave an overview and noted the vacant land analysis would be conducted by the Planner. He noted the Planner would be in attendance at the next meeting. He stated the Township has 25 credits available and the next round obligation will be released in August. He stated a plan has to be created and it will become part of the master plan.
TOWNSHIP COMMITTEE “COMMENTS”
Committeeman Kocubinski stated he was dismayed at the impact of the 2024 tax rate. He stated the overall increase was substantial. He expressed concern over the regional school and county tax. He noted there are a lot of factors that contributed to the increase. He noted the recreation meeting is rescheduled for next Wednesday.
Committeeman Forsyth stated he was looking forward to closing up some of the road issues.
Deputy Mayor O’Donnell stated Upper Freehold finally repaired the Crosswicks-Ellisdale intersection. It seems to be a bit of a patch but at least it is being addressed.
Mayor DeBaecke noted he was pleased to hear that intersection was addressed. He thanked everyone who put in an effort to get this addressed. He stated he appreciates the Summer Camp Directors efforts in making the summer camp a success.

2024-126 Authorizing a Closed Session Meeting to discuss the following matter(s) pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12; Contract Matters, Personnel and Litigation matters
RESOLUTION 2024-126
TOWNSHIP OF NORTH HANOVER
COUNTY OF BURLINGTON
AUTHORIZING A CLOSED SESSION MEETING
WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and
WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.
NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Contract Matter, Contract Matters, Litigation and Personnel matters.
BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
