INVOCATION: Mr. Wayne Voorhees lifted up Clerk Picariello as she enters retirement. He thanked her for all of the time she has dedicated to the town. He asked for blessing for our County, State and North Hanover Township.

Proclamation in Recognition of

The Retirement of

Mary Alice Picariello, RMC/CMR/CTC


WHEREAS, Mary Alice Picariello, RMC/CMR/CTC has served as the Municipal Tax Collector for North Hanover Township since June 19, 2006; and

WHEREAS, Mary A. Picariello successfully completed the State of New Jersey’s testing requirements to be certified as a Municipal Clerk and was appointed as the Municipal Clerk for North Hanover Township on May 8, 2017; and

WHEREAS, Mary A. Picariello has also filled many positions for the Township of North Hanover since commencing of her employment, including Municipal Registrar, Secretary Pro Tem, Municipal Researcher, Improvement Search Officer, PACO, Dog License Registrar, Municipal Recycling Coordinator and the Fund Commissioner, Claims Coordinator, Safety Coordinator for the Burlington County Joint Insurance Fund; and

WHEREAS, prior to her being employed by North Hanover Township, Mary A. Picariello was employed by Bordentown Township and Burlington Township, and has enjoyed a 35-year successful career as a public employee; and

WHEREAS, through her tireless efforts, Mary A. Picariello has provided faithful and professional services to nineteen Township Committees in the performance of her duties; and

WHEREAS, Mary A. Picariello has always demonstrated her commitment to and knowledge of the Office of Municipal Clerk and the Office of Municipal Tax Collector, in addition to the other positions she has held during her tenure as a Township employee; and

WHEREAS, Mary A. Picariello was an active member of the Tax Collector and Treasurers Association of New Jersey and previously served as an officer for the Association; and

WHEREAS, Mary A. Picariello served the Township of North Hanover and the residents with dedication, a commitment to excellence, personal sacrifice, humor and compassion; and

WHEREAS, the Mayor and Township Committee of the Township of North Hanover desire to express their deep appreciation to Mary A. Picariello for her many years of tireless service to the Township of North Hanover and the entire North Hanover Township Community.

NOW THEREFORE, BE IT PROCLAIMED by Ronald I. DeBaecke, Jr., Mayor of the Township of North Hanover, County of Burlington, State of New Jersey, on this occasion of her well-earned retirement, and for the honor that she has given to the Township and its residents, that February 28, 2025, be proclaimed as

MARY A. PICARIELLO DAY

Members of the Township Committee congratulated Clerk Picariello and thanked her for her years of service to the Township. Clerk Picariello thanked the members of Township Committee, along with Mr. Rosetti and noted how special North Hanover Township is, from the residents, the staff, the Committee and professionals.


ENGINEER’S REPORT

Joe Hirsh was present this evening. He reported the replacement of doors at the municipal building project is complete. He additionally reported on receiving the final closeout documentation for the FY24 project and begin processing the project closeout in anticipation of the next Township Committee meeting. He finally reported on the FY23 project in which he will follow-up to schedule the striping of the ’25 MPH Ahead’ on Meany Road. Committeeman Giberson inquired about soil compact ratings at the Provinceline Road development. Engineer Hirsh explained the soil compact process and confirmed there is an inspector present on the jobsite. Deputy Mayor Doyle inquired if there is an official name for the development for advertising purposes and Engineer Hirsh has only heard of “Provinceline Farms”. Committeeman Palombi asked if a traffic control plan was submitted and Engineer Hirsh stated that he will contact the developer for one.

SECTION 2. SECTION 5. This Ordinance shall take effect after its final passage and publication according to law and shall be effective as of January 1, 2025 or date of hire or appointment if after January 1, 2026.

RESOLUTION AUTHORIZING THE BURLINGTON COUNTY DIVISION OF MOSQUITO CONTROL TO ADMINISTER AERIAL SURVEILLANCE AND TREATEMENT PROGRAM


WHEREAS, the Township Committee of the Township of North Hanover does hereby authorize the Burlington County Division of Mosquito Control to apply pesticides from aircraft to control mosquitoes over portions of North Hanover Township; and

WHEREAS, the Township Committee of the Township of North Hanover understands that all pesticides used are registered with the NJDEP for aerial application by the State and the USEPA; and

WHERAS, the Township Committee of the Township of North Hanover further understands that the areas being treated are only those found to have a significantly high mosquito population and may present either a public health nuisance of disease factor;

NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of North Hanover that it hereby approves and authorizes the Burlington County Division of Mosquito Control to administer aerial surveillance and a treatment program to North Hanover Township and hereby authorizes the Mayor and/or Township Clerk to execute the document to authorize said services;

WHEREAS, payment for a smoke inspection was received December 12, 2024 in the amount of $35.00; and

WHEREAS, the smoke inspection was cancelled due to the house being taken off the market.

NOW, THERFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover that, as requested by the Construction/Zoning Secretary, it hereby authorizes a refund of a smoke inspection fee, in the amount of $35.00 to Jennifer Conover, Block 700 Lot 17, commonly known as 334 Monmouth Road.

2025-47 Resolution to Support Publishing Legal Notices on Official Government Websites

WHEREAS, the sunset provision of March 1, 2025, imposed under P.L. 2024 c.106 is fast approaching in what was a temporary solution that allowed local governments to comply with the public notice requirements under the law in time for annual reorganization meetings in January; and,


WHEREAS, local government officials serve as the stewards of property taxpayer

dollars and should no longer be required to subsidize the newspaper industry with revenues collected from publishing legal notices in the press; and,


WHEREAS, long before NJ Advanced Media’s announcement that it was terminating daily print publications in January of 2025, local government officials found it increasingly difficult to comply with the public notice requirements under the law as the media has become almost exclusively digitized and struggled to retain staff, resources, and publications; and,


WHEREAS, legislation that will authorize local governments to publish legal notices on a local government’s official website will streamline an antiquated and overly burdensome process and save valuable time, resources, and property taxpayer dollars; and,


NOW, THERFORE, BE IT RESOLVED that the Township of North Hanover does in fact, hereby urge state leaders to pass legislation that will authorize municipalities, counties, school districts, and all local governments to publish legal notices in a clear, transparent, and timely manner on a local government’s official website.


BE IT FURTHER RESOLVED that a copy of this Resolution shall be sent to Governor Phil Murphy, Senate President Nicholas Scutari, Speaker of the General Assembly Craig Coughlin, Senator Owen Henry, Assemblyman Alex Sauickie, Assemblyman Robert Clifton and the New Jersey State League of Municipalities.

WHEREAS, the Township of North Hanover is a member of the Burlington County Municipal Joint Insurance Fund, hereinafter referred to as the FUND; and


WHEREAS, the Bylaws of the FUND require that each Municipality appoint a member of the governing body or a municipal employee to serve as Fund Commissioner; and


WHEREAS, the Mayor and Township Committee of the Township of North Hanover
recommends the appointment of Joseph Bellina to serve as Fund Commissioner and Scout Beyer as Alternate Fund Commissioner in accordance with the FUND Bylaws.


NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of
the Township of North Hanover that it does hereby appoint Joseph Bellina as Fund Commissioner and Scout Beyer as Alternate Fund Commissioner effective March 1, 2025 to Burlington County Municipal Joint Insurance Fund.

WHEREAS, the Township Committee of the Township of North Hanover hereinafter referred to as "MUNICIPALITY” , is a member of the Burlington County Municipal Joint Insurance Fund, hereinafter referred to as "FUND”; and


WHEREAS, the FUND has adopted a policy authorizing the Employment Practices Liability Attorney Consultation Service; and


WHEREAS, the FUND has budgeted an annual allowance for each member for EPL consulting services; and


WHEREAS, the FUND requires the MUNICIPALITY to designate specific managerial or supervisory individuals who will have telephone access to the EPL Hotline;


NOW, THEREFORE BE IT RESOLVED, that the Township Committee of the Township of North Hanover does hereby appoint Joseph Bellina as its Contact Person effective March 1, 2025.


BE IT FURTHER RESOLVED, that the Township Committee of the Township of North Hanover does hereby appoint Scout Beyer as additional Contact Persons effective March 1, 2025.

2025-50 Resolution Appointing Township Administrator for the Township of North Hanover

RESOLUTION NO. 2025-50

COUNTY OF BURLINGTON

STATE OF NEW JERSEY


APPOINTING TOWNSHIP ADMINISTATOR FOR THE TOWNSHIP OF NORTH HANOVER


WHEREAS, by Ordinance No. 2007-01, the Township Committee of the Township of North Hanover created the position of Township Administrator within the Township of North Hanover; and


WHEREAS, the Township Committee, after review and consideration, has determined that at this time, it would be in the best interest of the Township of North Hanover to appoint a Township Administrator, on a part-time basis, to assist in the day-to-day operations of the municipality; and


WHEREAS, the Mayor, Committeeman Palombi, Township Clerk and Township Attorney interviewed Josep Bellina and have recommended that the full Township Committee appoint Joseph Bellina as Township Administrator based on his qualifications and ability to provide said services on a part-time basis; and


WHEREAS, based on this recommendation, the Township Committee desires to appoint Joseph Bellina as the Township Administrator for the Township of North Hanover, consistent with Ordinance 2007-01 and N.J.S.A. 40A:9-137, on a part-time basis, effective March 1, 2025, at a pro-rated initial annual salary of $31,200.00; and


WHEREAS, said appointment shall also be subject to and in accordance with all Township ordinances pertaining to Township personnel, including salary ordinances providing the rate of compensation, salary, or wages of certain officers, appointees and employees of the Township, any Township personnel policies and/or employee handbook that may be in effect or come into effect from time to time.


NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey that it does hereby appoint Joseph Bellina as Township Administrator of the Township of North Hanover effective March 1, 2025, on a part-time basis, at an initial annual salary of $31,200.00 per annum, pro-rated for the balance of 2025, in addition to all of the rights and benefits afforded to part-time employees of the Township of North Hanover, and subject to and in accordance with all Township ordinances pertaining to Township personnel, including salary ordinances providing the rate of compensation, salary, or wages of certain officers, appointees and employees of the Township, any Township personnel policies and/or employee handbook that may be in effect or come into effect from time to time.

2025-51 Resolution Appointing Municipal Clerk for the Township of North Hanover

RESOLUTION NO. 2025-51

STATE OF NEW JERSEY


APPOINTING MUNICIPAL CLERK FOR THE TOWNSHIP OF NORTH HANOVER


WHEREAS, the MaryAlice Picariello, RMC, Municipal Clerk for the Township of North Hanover will retire effective February 28, 2025; and


WHEREAS, there exists a need to appoint a Municipal Clerk pursuant to N.J.S.A. 40A:9-133 for a three (3) year term to fill the vacancy that will be created by said retirement; and


WHEREAS, no person may be appointed or reappointed as Municipal Clerk who does not hold a Registered Municipal Clerk (“RMC”) certificate; and


WHEREAS, the Township Committee desires to appoint Scout Beyer, who is qualified to hold the position, as Municipal Clerk for a three (3) year term commencing March 1, 2025, and ending February 29, 2028, at an initial annual salary of $70,000.00 per annum, pro-rated for the balance of 2025; and


WHEREAS, Scout Beyer is also hereby appointed to the positions of Secretary Pro Tem, Municipal Researcher, Improvement Search Officer, PACO, Dog Registrar and Municipal Recycling Coordinator, at no additional salary; and


WHEREAS, Scout Beyer shall continue to hold the positions of Deputy Registrar of Vital Statistics and Deputy Tax Collector for the Township of North Hanover while serving as Municipal Clerk, at no additional salary; and


WHEREAS, said appointments shall also be subject to and in accordance with all Township ordinances pertaining to Township personnel, including salary ordinances providing the rate of compensation, salary, or wages of certain officers, appointees and employees of the Township, any Township personnel policies and/or employee handbook that may be in effect or come into effect from time to time.


NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey that it does hereby appoint Scout Beyer, RMC as Municipal Clerk of the Township of North Hanover for a three (3) year term commencing March 1, 2025 and ending February 29, 2028, at an initial annual salary of $70,000.00 per annum, pro-rated for the balance of 2025, in addition to all of the rights and benefits afforded to full time employees of the Township of North Hanover, and subject to and in accordance with all Township ordinances pertaining to Township personnel, including salary ordinances providing the rate of compensation, salary, or wages of certain officers, appointees and employees of the Township, any Township personnel policies and/or employee handbook that may be in effect or come into effect from time to time.

APPOINTING MUNICIPAL TAX COLLECTOR FOR THE TOWNSHIP OF NORTH HANOVER


WHEREAS, the MaryAlice Picariello, RMC, CTC, the current Certified Tax Collector for the Township of North Hanover will retire effective February 28, 2025; and


WHEREAS, there exists a need to appoint a Municipal Tax Collector pursuant to N.J.S.A. 40A:9-142 to fill the vacancy that will be created by said retirement; and


WHEREAS, Mary Alice Brown holds a tax collector certificate issued by the State of New Jersey and is a duly Certified Tax Collector; and


WHEREAS, the Township Committee, after review and consideration, has determined that it would be in the best interest of the Township of North Hanover to fill the vacancy in the office of the Municipal Tax Collector by appointing Mary Alice Brown as Municipal Tax Collector, on a part-time basis for the Township of North Hanover for a term effective March 1, 2025 and terminating December 31, 2025, at a pro-rated initial annual salary of $20,000.00; and


WHEREAS, said appointment shall also be subject to and in accordance with all Township ordinances pertaining to Township personnel, including salary ordinances providing the rate of compensation, salary, or wages of certain officers, appointees and employees of the Township, any Township personnel policies and/or employee handbook that may be in effect or come into effect from time to time.


NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey that it does hereby appoint Mary Alice Brown as Municipal Tax Collector of the Township of North Hanover for a term effective March 1, 2025 and ending December 31, 2025, on a part-time basis, at an initial annual salary of $20,000.00 per annum, pro-rated for the balance of 2025, in addition to all of the rights and benefits afforded to part-time employees of the Township of North Hanover, and subject to and in accordance with all Township ordinances pertaining to Township personnel, including salary ordinances providing the rate of compensation, salary, or wages of certain officers, appointees and employees of the Township, any Township personnel policies and/or employee handbook that may be in effect or come into effect from time to time.

WHEREAS, the Township Committee desires to appoint Caitlin Decker to the position of Registrar of Vital Statistics for the Township of North Hanover, effective as of March 1, 2025, at no additional salary; and


WHEREAS, in accordance with N.J.S.A. 26:-13, the term of office shall terminate March 1, 2028;

RESOLUTION ESTABLISHING TOWNSHIP POLICY AUTHORIZING CERTAIN TOWNSHIP RETIREES TO ENROLL IN TOWNSHIP HEALT INSURANCE PLAN AND DENTAL INSURANCE PLAN AND REQUIRING SAID RETIREES TO PAY TOTAL COST OF ALL PREMIUMS DIRECTLY


WHEREAS, certain employees of the Township of North Hanover are not represented in any Collective Bargaining Agreements or union; and


WHEREAS, the Township Committee of the Township of North desires to establish a policy regarding post-retirement health and dental benefits for North Hanover Township employees who are employed full-time at the time of retirement, and who are not represented in any Collective Bargaining Agreement or by an labor union, and who were hired by North Hanover Township prior to January 1, 2007, and who have provided at least fifteen (15) years of continuous paid service to North Hanover Township, and who have at least twenty-five (25) years of paid service in the PERS, and having attained the age of fifty-five (55) years of age at the time of retirement.


NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey that it shall be the policy of the Township of North Hanover to permit full time employees with the Township of North Hanover at the time of retirement and in good standing, who are not represented in any Collective Bargaining Agreement or by any labor union, and were hired by North Hanover Township prior to January 1, 2007, and who have provided at least fifteen (15) years of continuous paid service to North Hanover Township and at least twenty-five (25) years of paid service in PERS, having attained the age of fifty-five (55) years at the time of retirement, to enroll in such health and dental insurance plans that the Township has in effect at the time of the employee’s retirement and from time to time thereafter. The employee shall be solely responsible for all costs associated with enrollment in said plans, including, without limitation, the payment of all premium costs. In that regard, the health insurance carrier or provider and/or dental insurance carrier or provider shall be required to directly bill the retired employee for all costs, including premium costs. The coverage permitted by this policy shall be limited solely to the retired employee (single coverage) and all coverages shall terminate when the employee becomes eligible to receive Medicare Benefits and/or attains Medicare age, whichever is the first to occur.


BE IT FURTHER RESOLVED that this policy shall become effective March 1, 2025.

WHEREAS, it is the desire of the Township of North Hanover to approve the public display of fireworks for the North Hanover Family Night Celebration; and


WHEREAS, a proposal was submitted to the North Hanover Township Committee for consideration; and


WHEREAS, the North Hanover Township Committee desires to accept the proposal from Celebration Fireworks Inc., in the amount of $5,950.00; and


WHEREAS, after authorization is approved, the Fire Official will then be able to issue a permit for the public display of fireworks.


NOW THEREFORE BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey, that approval is granted for the public display of fireworks for the North Hanover Family Night Celebration to be held on Friday, September 19, 2025, with a rain date of Saturday, September 20, 2025.


BE IT FURTHER RESOLVED that the Fire Official is hereby requested to issue a permit pursuant to N.J.A.C. 5:18-2.7.

RESOLUTION APPROVING AND RATIFYING COLLECTIVE NEGOTIATED AGREEMENT BETWEEN THE TOWNSHIP OF NORTH HANOVER AND THE BURLINGTON COUNTY PROFESSIONAL FIREFIGHTERS IAFF LOCAL 3091 FOR THE NORTH HANOVER EMERGENCY MEDICAL TECHNICIANS


WHEREAS, a collective negotiated agreement has been made between the Township of North Hanover and the Burlington County Professional Firefighters IAFF Local 3091 for the North Hanover Emergency Medical Technicians (the “Union”) for a four-year term commencing January 1, 2025 and terminating December 31, 2028; and


WHEREAS, said agreement has been reduced to written form and has been duly ratified by the Union and the officers have been duly authorized to execute such agreement by the Union; and


WHEREAS, the Township Committee of North Hanover Township desires to ratify the agreement and authorize the Mayor and Municipal Clerk to execute same on behalf of the Township upon receipt of a duly executed agreement from the Union.

NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey, that it does hereby ratify the collective negotiated agreement by and between the Township of North Hanover and Burlington County Professional Firefighters IAFF Local 3091 for the North Hanover Emergency Medical Technicians for the term January 1, 2025 to December 31, 2028 and the Mayor and Municipal Clerk are hereby authorized to execute the agreement on behalf of the Township upon receipt of a duly executed agreement from the Union.

BE IT FURTHER RESOLVED that a certified copy of the executed agreement be transmitted to Burlington County Professional Firefighters IAFF Local 3091, PERC (Public Employment Relations Commission), and the Chief Financial Officer.

TOWNSHIP COMMITTEE “COMMENTS”

Committeeman Palombi thanked Clerk Picariello for her years of service to the Township. He wishes her the best with her upcoming retirement.


Committeeman Giberson additionally wished Ms. Picariello well with her retirement.


Committeeman Forsyth reiterated Clerk Picariello’s accomplishments and thanked her for her time with the Township.


Deputy Mayor Doyle noted that Clerk Picariello set a precedent and places her on a pedestal. He admires everything about her and notes that she will be missed. He additionally welcomed Deputy Clerk Beyer to the Township.


Mayor DeBaecke cannot sing Clerk Picariello’s praises enough. She is a beacon and mother hen to the Committee. Not only do staff and Township Committee praise her, but the residents do as well. He additionally welcomed Deputy Clerk Beyer to the Township.
